Republican senators roll out DOGE budget proposals for Trump’s ‘big, beautiful bill’

EXCLUSIVE: A group of DOGE-minded lawmakers is rolling out a series of budget proposals to add to the Senate version of the One Big Beautiful Bill Act narrowly passed by the House.

The effort, led by Senate DOGE Caucus Chairwoman Joni Ernst, will include several major proposals forged by Republicans from both chambers, seeking to help offset trillions in extant government spending.

While a $9.4 billion rescissions package, a formal request from the executive branch to codify its DOGE cuts, is in the works, proponents of the Senate DOGE package say their total estimated savings would accentuate that and also surpass it in value.

«We have a ‘big, beautiful’ opportunity to reduce reckless spending and save billions of dollars,» Ernst told Fox News Digital Thursday.

«Defunding welfare for politicians, stopping bogus payments and ending unemployment for millionaires are just the start of my commonsense solutions to continue rooting out waste, fraud and abuse. Washington has lived high on the hog for far too long, and now is the time to tighten the belt,» the Senate DOGE chairwoman added.

Senate DOGE addendums to the Big Beautiful Bill Act during negotiations will include a plan from Ernst called the ELECT Act, which she said claws back hundreds of millions of dollars treated as «welfare for politicians.»

While $320 million from the fund was diverted to the Secret Service last year, the current $17 million sitting in the account is expected to rise to the $400 million it typically sat at by the end of the year, Fox News Digital has learned.

Partnered in that first piece of the DOGE package is also language stripping former presidents of certain perks like additional taxpayer-funded office space and non-security-related staff.

More than a dozen Senate Republicans also signed onto that portion of the package.

«The federal government must be held accountable for every tax dollar spent,» said co-sponsor Mike Lee of Utah.

House DOGE Caucus Chair Aaron Bean, R-Fla., also contributed to the package. The Senate version of his DOGE in Spending Act will be included in Senate negotiations.

That portion requires any government expenditure to be accompanied by a tangible record to be provided to the Treasury after DOGE found $160 billion in taxpayer funds being distributed without an identification code or in a fraudulent manner.

«The American people deserve a government that is efficient, accountable and fiscally responsible. That’s why the House successfully advanced DOGE reforms through reconciliation that will safeguard America’s financial future,» Bean told Fox News Digital.

Other pieces of the Senate’s DOGE package include ending what proponents call «unemployment for millionaires,» disqualifying people earning more than $1 million per year who lose their jobs from any unemployment support.

More than $271 million had been disbursed to that bloc between 2021-2023, proponents said.

Rep. Scott Perry, R-Pa., a former chairman of the conservative House Freedom Caucus, is leading the Protecting Taxpayers’ Wallet Act in the lower chamber. The bill’s language, which ends taxpayer-funded union time when government workers negotiate their contracts while on the clock, will be included in the Senate DOGE package.

Another portion will compel the sale of six unused or underutilized federal buildings in Washington, D.C., that lawmakers say would free up $400 million in savings annually.

The final portion will «snap back inaccurate SNAP payments,» Ernst said.

The effort will work to identify errors, force collection of overpayments to SNAP recipients and hold states with high levels of their own payment inaccuracies accountable for their negligence.

In 2023, approximately $11 billion in SNAP funds were overpaid, but the package’s authors noted individual errors of $54 or less aren’t included in the tally.

Democrats have been critical of DOGE efforts and the separate rescissions package. Sen. Chris Coons, D-Del., told Fox News Thursday a successful version of the latter hasn’t passed since the first Bush administration.

«Congress’ role in setting spending would be done away with, so this first rescission should be defeated,» he said.

Fox News’ Tyler Olson contributed to this report.

WATCH: Walz, Ellison, Omar refuse to answer when pressed on fraud after contentious fraud hearing

Following the highly anticipated House Oversight Committee hearing on fraud Wednesday, Fox News Digital pressed Minnesota Gov. Tim Walz and Attorney General Keith Ellison about their roles in the scandal but received no response from the embattled officials.

«Why wasn’t the fraud caught sooner, governor?» Walz was asked after the hearing. «Almost $10 billion — why wasn’t it caught sooner?»

Walz declined to answer as he was escorted down a hallway by staff but stopped briefly to speak with another individual. During a second encounter, Walz again declined to answer the question but acknowledged a security guard as he walked down the hallway.

«Mr. Attorney General, can you tell us why the fraud wasn’t caught sooner?» Ellison was asked after his testimony.

Ellison did not respond and continued walking up a staircase.

Minnesota Rep. Ilhan Omar, who did not testify Wednesday but has faced criticism for her ties to the Feeding Our Future fraud scandal in the state, did not respond after the hearing when Fox News Digital began asking her questions.

Walz and Ellison faced a barrage of tough questions from Republicans during the hearing on the massive fraud scandal in the state, with most focused on one key theme: What did they know and when did they know it?

Walz and Ellison were asked multiple times for specifics about when they were first made aware of the fraud and faced sharp rebukes from Republican members, including Rep. Virginia Foxx.

«You did not do your job, you did not do your job,» Foxx told Walz. «You did not protect taxpayer dollars. You allowed massive fraud. You and Mr. Ellison allowed massive fraud to go on in the state of Minnesota. It is unfortunate, as somebody said, that you can’t be held personally responsible at this stage in the game.»

An exchange between GOP Rep. Jim Jordan and Walz sparked immediate pushback from conservatives on social media.

One of the most contentious exchanges came during questioning from GOP Rep. Nancy Mace when she pressed Walz for specific numbers on how many children are in his state, the massive increase in autism care spending and why that occurred, without getting specific figures from Walz.

«Ok, so your excuse before — that you didn’t know what the 2017 autism numbers were — because you were not governor, and today you can’t answer the numbers about 2024 as governor, and you still said you prepared for this hearing today. It’s unbelievable.»

GOP Rep. Clay Higgins confronted Ellison in another heated moment, asking him to say he was «leading» the fight to root out corruption. Without receiving the specific answer he was looking for, Higgins called for Ellison’s resignation.

«I’m not talking about Medicaid fraud, don’t hide behind that,» Higgins said, interrupting Ellison. «You have the authority to prosecute anything criminally that the governor asks you to, and this thing is big. I’m giving you an opportunity, sir, are you leading the criminal investigative effort into this massive fraud across the board…or not?» Higgins pressed.

«You are not leading. I’m going to say, Mr. Chairman, that the attorney general of the state of Minnesota should resign,» Higgins said.

At the close of the hearing, things became tense again when GOP Rep. Nick Langworthy suggested that Walz, who is still serving as governor despite dropping out of his reelection bid due to the fraud scandal, should be impeached for «malfeasance,» citing Minnesota’s Constitution.

‘It was time’: Despite rare criticism, some Hill Republicans welcome Kristi Noem’s ouster

Published

President Donald Trump took Washington by surprise Thursday with his decision to remove Department of Homeland Security Secretary Kristi Noem, but few lawmakers on Capitol Hill questioned his decision.

Though Republicans rarely criticized Noem during her tenure, many GOP lawmakers argued Thursday that the secretary’s ouster was the right move. Trump quickly nominated Sen. Markwayne Mullin, R-Okla., a close ally, to head the sprawling agency Thursday afternoon.

«I think the president is doing what’s necessary to make sure the department is going to be operating effectively,» Rep. Byron Donalds, R-Fla., who welcomed the news of Mullin’s appointment, said Thursday. «It was time.»

Mullin, a 48-year-old lawmaker, is a member of Senate Republicans’ leadership team and previously served several terms in the House of Representatives.

Noem’s time helming DHS was rocked by a series of controversies involving an expensive ad campaign she claimed had Trump’s approval and her widely-panned response to the fatal shootings of two Americans in Minneapolis by federal immigration officers earlier this year.

«Obviously, it did not go well,» Donalds added when asked about Noem’s appearance during two hearings on Capitol Hill this week.

Several GOP lawmakers, including Sens. Thom Tillis, R-N.C., and John Kennedy, R-La., tore into Noem during her appearance before the Senate’s judiciary panel on Tuesday.

Rep. Don Bacon, R-Neb., a moderate lawmaker retiring at the end of his term, echoed Kennedy’s criticism questioning Noem’s prominent role in the costly ad campaign and her ties to recipients awarded contracts.

«There’s legit concerns. When there was a $200 million advertising [campaign], we should be better stewards of our money,» Bacon said. «I think the president probably saw a need for change.»

Rep. Mike Lawler, R-N.Y., told Fox News Digital Thursday that Noem’s departure would eliminate «distractions» and «conflicts» that erupted at DHS under her leadership.

«The department needs to be entirely focused on its mission, given the situation in the Middle East right now,» Lawler said, referring to Operation Epic Fury in Iran.

Rep. Dan Newhouse, R-Wash., who is not running for reelection, wrote on social media Thursday that a «change in leadership at the Department of Homeland Security was long overdue.»

House Democrats, many of whom fiercely criticized Noem’s role in the Trump administration, appeared to agree.

«She’s done enough damage that the president finally came to his senses,» Rep. Bennie Thompson, D-Miss., the lead Democrat on the House homeland security panel, said Thursday.

«I think it’s the right decision by the president. It’s been a long time coming,» Rep. Jared Moskowitz, D-Fla., told Fox News Digital.

Moskowitz, who tussled with Noem during her testimony to the House Judiciary Committee on Wednesday, argued that she would go down as the worst DHS secretary in the agency’s two-decade history. He declined, however, to sign on to articles of impeachment circulated by House Democrats.

When asked about Mullin’s appointment, Moskowitz said he wished him good luck. «She’s left him a disaster, but obviously I want him to succeed,» the Florida Democrat said of Noem’s tenure. «We should all want that, so let’s give him that opportunity.»
