North Carolina governor signs ‘Iryna’s Law’ after Ukrainian refugee’s brutal train murder

North Carolina Gov. Josh Stein on Friday signed «Iryna’s Law,» which increases checks on criminals getting out on bail and prohibits cashless bail for some violent crimes and most repeat offenders following the stabbing death of a Ukrainian refugee on a Charlotte light-rail train in August.

Stein, a Democrat, has said he doesn’t like every part of the bill that was passed by the Republican-controlled state Legislature, which also looks to restart executions in North Carolina, but he signed it because it «alerts the judiciary to take a special look at people who may pose unusual risks of violence before determining their bail. That’s a good thing.»

Iryna Zarutska, 23, was killed on Aug. 22, and Decarlos Dejuan Brown Jr., who had been arrested more than a dozen times, including an armed robbery charge for which he served five years in prison before the fatal train stabbing, has been charged with first-degree murder.

He was most recently released in January on a misdemeanor charge.

«Finally, we are getting dangerous criminals off our streets so we can make sure no one else suffers the heartbreak that Iryna Zarutska’s family endured,» Charlotte-area Republican state Rep. Tricia Cotham, who was involved with the legislation, said in a news release.

Republicans, including President Donald Trump, have blamed Zarutska’s death on Democrats, accusing them of being soft on crime. 

«The blood of this innocent woman can literally be seen dripping from the killer’s knife, and now her blood is on the hands of the Democrats who refuse to put bad people in jail, including Former Disgraced Governor and ‘Wannabe Senator’ Roy Cooper,» Trump wrote on Truth Social after the attack. 

The violent stabbing sparked outrage, especially after security video showing the attack was released.

«We can and must do more to keep people safe,» Stein said in a video posted to social media on Friday. «When I review public safety legislation that comes to my desk, I use one simple test: Does it make people safer?» 

He said that «Iryna’s Law» alerts the judiciary to take a special look at who could warrant an «unusual» risk for violence before determining their bail.

«That’s a good thing and why I have signed it into law.» 

But, he said he had criticisms of the law, including that it focuses more on a defendant’s ability to post bail rather than the threat they pose, and «more alarming,» he added that a last-minute amendment to the bill that «aims to bring about execution by firing squad in North Carolina. It’s barbaric.»

The last execution in North Carolina was in 2006.

He stressed that he wouldn’t allow firing squads while he’s governor. The bill doesn’t specifically mention firing squads.

He said he was also troubled by the bill’s «lack of ambition or vision. It simply does not do enough to keep you safe.» 

The governor said he wanted the legislature to pass his comprehensive bill that would add more police officers on the streets, violence prevention measures like keeping kids out of gangs, and would attempt to make sure that people who are violent or mentally ill don’t have access to guns via background checks.

«Iryna’s Law» prohibits cashless bail for some violent crimes and for most repeat offenders; it limits the discretion magistrates and judges have in making pretrial release decisions; allows for the state chief justice to suspend magistrates and requires more defendants to undergo mental health evaluations.

US offers $10M reward for info on Iran’s new supreme leader, top IRGC officials

The State Department is offering a $10 million reward for information on Iran’s new Supreme Leader Mojtaba Khamenei and several senior officials linked to the powerful Islamic Revolutionary Guard Corps (IRGC).

Officials said the reward, part of the State Department’s Rewards for Justice program, is an effort to gather intelligence on the IRGC and its leadership, which Washington accuses of orchestrating attacks against Americans and supporting terrorism.

The reward targets Mojtaba Khamenei, the son of Iran’s late Supreme Leader Ayatollah Ali Khamenei, along with several key figures inside Iran’s ruling security apparatus.

The department said it is also seeking information about Ali Asghar Hejazi, deputy chief of staff for the Supreme Leader’s Office, and Ali Larijani, secretary of Iran’s Supreme National Security Council.

The program also lists several senior figures linked to Iran’s security and intelligence structure, including Yahya Rahim Safavi, a top military adviser to the supreme leader, Esmail Khatib, Iran’s minister of intelligence, and Eskandar Momeni, the country’s interior minister.

«The Islamic Revolutionary Guard Corps (IRGC), part of Iran’s official military, plays a central role in Iran’s use of terrorism as a key tool of Iranian statecraft,» the State Department said.

«In addition, the IRGC has created, supported, and directed other terrorist groups. The IRGC is responsible for numerous attacks targeting Americans and U.S. facilities, including those that have killed U.S. citizens,» the department added.

The agency said the IRGC has also expanded its influence far beyond military operations since its founding after the 1979 Iranian Revolution, becoming deeply embedded in the country’s political and economic system.

«Since its founding in 1979, the IRGC has gained a substantial role in executing Iran’s foreign policy,» the department said. «The group now wields control over vast segments of Iran’s economy and is influential in Iranian domestic politics.»

The Rewards for Justice program allows the U.S. government to offer financial rewards for information that helps disrupt terrorist networks or identify individuals involved in attacks against Americans.

The State Department said individuals who provide credible information may be eligible for rewards of up to $10 million.

Nine convicted in North Texas ICE attack as Kash Patel issues warning to those who target federal officers

Jurors delivered a mixed verdict Friday in the federal trial of nine people accused of carrying out a 2025 «ambush» attack on an ICE detention facility in North Texas.

Nine defendants accused of being part of a North Texas «Antifa cell» were convicted by a federal jury in Fort Worth for their roles in the July 4, 2025, attack on the Prairieland ICE Detention Center, according to the U.S. Department of Justice (DOJ).

Jurors delivered the verdict around 2:30 p.m. Friday at the federal courthouse in Fort Worth following roughly a day and a half of deliberations, FOX 4 News reported.

«The guilty verdicts in today’s case go to show this FBI’s 24/7 commitment to identifying, locating, and dismantling ANTIFA members and their networks,» Kash Patel told Fox News Digital. «I want to thank our Dallas field office and great partners for delivering justice. If you attack federal law enforcement this FBI will use every resource at our disposal to hunt you down.»

During the 12-day trial, which began Feb. 23, 2026, jurors heard testimony from more than 45 witnesses and reviewed over 210 exhibits tied to the charges against the nine defendants, the DOJ said.

Benjamin Song was convicted of the most serious charge — attempted murder — for shooting Alvarado Police Lt. Thomas Gross, according to FOX 4.

All but one of the nine defendants — Daniel Estrada — were found guilty of providing material support to terrorists, rioting, conspiring to use and carry explosives, and using explosives during a riot, FOX 4 reported.

Daniel Estrada, who was not present the night of the incident, was convicted of concealing records and conspiracy to conceal documents, according to FOX 4.

Maricela Rueda was also convicted of conspiracy to conceal documents.

«Antifa is a domestic terrorist organization that has been allowed to flourish in Democrat-led cities — not under President Trump,» Attorney General Pamela Bondi said in a statement. «Today’s verdict on terrorism charges will not be the last as the Trump administration systematically dismantles Antifa and finally halts their violence on America’s streets.»

Prosecutors argued the attack was orchestrated by Song and carried out by members of a North Texas Antifa cell, FOX 4 reported.

Defense attorneys argued there was no ambush and said the defendants did not intend for any violence to occur.

«The calculated, violent attack at ICE’s Prairieland facility was an abhorrent way for antifa terrorists to ‘protest’ the way this agency enforces the law — but these verdicts make clear that those who choose violence over lawful expression will face the full force of the American justice system,» ICE Director Todd Lyons said in a statement.

Este sábado por la tarde, el presidente de Estados Unidos, Donald Trump, se volvió a referir a la situación del estrecho de Ormuz. Al respecto, el mandatario aseveró que “los países del mundo que reciben petróleo a través del estrecho deben velar por la seguridad de ese paso”.

“Estados Unidos ha derrotado y diezmado por completo a Irán, tanto en el ámbito militar como en el económico y en todos los demás aspectos, pero los países del mundo que reciben petróleo a través del estrecho de Ormuz deben velar por la seguridad de ese paso”, señaló el líder republicano en su cuenta de Truth Social.

Y agregó: “Nosotros les ayudaremos —¡Y MUCHO! Estados Unidos también coordinará con esos países para que todo vaya rápido, sin problemas y bien. Esto siempre debería haber sido un esfuerzo de equipo, y ahora lo será: ¡unirá al mundo hacia la armonía, la seguridad y la paz eterna!“.

Ya hemos destruido el 100% de la capacidad militar de Irán, pero les resulta fácil enviar uno o dos drones, lanzar una mina o disparar un misil de corto alcance en algún punto de este estrecho, por muy derrotados que estén. Esperemos que China, Francia, Japón, Corea del Sur, el Reino Unido y otros países afectados por esta restricción artificial envíen buques a la zona para que el estrecho de Ormuz deje de ser una amenaza para una nación totalmente descabezada», manifestó el mandatario.

De acuerdo con Lloyd’s List Intelligence, la mayoría de los buques que lograron cruzar pertenecen a la denominada flota fantasma, integrada por barcos antiguos, con condiciones deficientes, sin seguro adecuado y propietarios poco identificables, generalmente asociados a Rusia e Irán.

La consultora marítima precisó que los buques vinculados al régimen iraní representan el 26% del tráfico en la zona, seguidos por embarcaciones de Grecia con el 13% y de China con el 12%.

Más de la mitad de los buques cisterna y gaseros que transitan por la zona son flotas paralelas”, afirmó Bridget Diakun, analista senior de Lloyd’s List Intelligence. “Estos barcos están muy acostumbrados a las interrupciones”, añadió Diakun, y sostuvo que por ese motivo “es más probable que intenten la travesía”.

El Cuerpo de la Guardia Revolucionaria Islámica (CGRI) del país persa mantiene prácticamente cerrado el estrecho, que limita con Irán y por donde circula aproximadamente el 20% del suministro mundial de petróleo. Desde comienzos de mes, 20 buques comerciales —nueve de ellos petroleros— fueron atacados o sufrieron incidentes, de acuerdo con la Agencia Británica de Operaciones de Comercio Marítimo. La Organización Marítima Internacional confirmó 16 incidentes en la región, de los cuales ocho involucran a petroleros.
