Democrat lawmakers call on Trump to withdraw rule limiting green cards for people on welfare

More than 125 congressional Democrats are pushing the Trump administration to withdraw a proposed rule that would open the door to denying a person a green card if they use public assistance, including Medicaid or food stamps.
«This proposal punishes families for caring for their children. It would scare parents away from health care, food assistance, and early education that U.S. citizen children are legally entitled to, putting kids at risk and destabilizing entire communities,» Rep. Adriano Espaillat, D-N.Y., chair of the Congressional Hispanic Caucus, said in a statement to The Hill.
«Congress never intended public charge to be used this way, and we are demanding DHS withdraw this harmful proposal before it inflicts real and lasting damage on American families,» Espaillat added.

The 2022 rule defined a «public charge» as someone «primarily dependent» on government assistance, particularly people receiving cash assistance for income maintenance or nursing home care at government expense. Most non-cash benefits such as Medicaid and food stamps did not count toward a public charge determination under that rule.
DHS’ new proposal argues that the Biden-era policy is a «straitjacket» on immigration officers that prevents them from considering «all factors and information relevant to an alien’s likelihood at any time of becoming a public charge.»
Opponents of the Trump administration’s proposed rule change fear it would open the door to widespread rejection of green cards for people who would otherwise qualify and that it would lead immigrants to not seek assistance they could qualify for over concerns that it could impact their green card applications.
If the proposal is finalized, the Trump administration would not have a formal definition of what it means to be a public charge. This would give immigration officials broader discretion to consider a wider array of factors and potentially additional types of benefits in determining what constitutes a public charge, moving away from the narrow «primarily dependent» factor that was included in the 2022 rule.
In urging the federal government to abandon the proposal, 127 Democrats said the rule would create «immediate and widespread uncertainty,» according to The Hill.
The Democrat lawmakers argue in formal comments that immigration officers would be forced to make a public charge determination with little guidance.

«Removing these definitions invites arbitrary decision-making and creates significant risk that adjudicators will rely on factors that Congress has not authorized,» the lawmakers wrote to DHS.
«The proposed rule contains no assurance that adjudicators will refrain from considering benefits received during periods when the federal government expressly stated that such benefits had no immigration consequences,» they continued.
The lawmakers also said the proposed rule opens the door to penalizing people who previously used assistance programs when there was no risk for accessing the benefits.
«Families seeking adjustment of status — including refugees, survivors of domestic violence or trafficking, children who have been abused, neglected, or abandoned, and others whom Congress has long exempted from punitive public charge treatment — cannot navigate a system where the rules shift without warning and where past, lawful conduct that the federal government had stated was permissible could be reinterpreted as a negative factor,» they wrote.
«To be very clear, the proposed rule will trigger a massive chilling effect, driving eligible families away from essential assistance in health care, nutrition, childcare, and education, with the heaviest harm falling on U.S. citizen children,» the lawmakers said.

Another group of Democrats also submitted comments taking issue with the plan to change the longstanding definition of a public charge.
«Since the term was first codified as an immigration restriction in 1882, it has been consistently interpreted to mean an individual who is, or is likely to become, primarily dependent on the government for his or her care (i.e., someone who is effectively a ‘charge’ or ward of the state),» Rep. Jaime Raskin, D-Md., and Sen. Dick Durbin, D-Ill., the top Democrat on their respective chambers’ Judiciary committees, said in comments signed by additional lawmakers, according to The Hill.

«Over the years, the method for determining such ‘primary dependence’ has changed, but the principle itself has remained steadfast,» they added.
Under the 2019 public charge rule issued during Trump’s first term, immigration officers were instructed to reject applicants who used public programs.

The State Department is offering a $10 million reward for information on Iran’s new Supreme Leader Mojtaba Khamenei and several senior officials linked to the powerful Islamic Revolutionary Guard Corps (IRGC).
Officials said the reward, part of the State Department’s Rewards for Justice program, is an effort to gather intelligence on the IRGC and its leadership, which Washington accuses of orchestrating attacks against Americans and supporting terrorism.
The reward targets Mojtaba Khamenei, the son of Iran’s late Supreme Leader Ayatollah Ali Khamenei, along with several key figures inside Iran’s ruling security apparatus.
The department said it is also seeking information about Ali Asghar Hejazi, deputy chief of staff for the Supreme Leader’s Office, and Ali Larijani, secretary of Iran’s Supreme National Security Council.

The program also lists several senior figures linked to Iran’s security and intelligence structure, including Yahya Rahim Safavi, a top military adviser to the supreme leader, Esmail Khatib, Iran’s minister of intelligence, and Eskandar Momeni, the country’s interior minister.
«The Islamic Revolutionary Guard Corps (IRGC), part of Iran’s official military, plays a central role in Iran’s use of terrorism as a key tool of Iranian statecraft,» the State Department said.
«In addition, the IRGC has created, supported, and directed other terrorist groups. The IRGC is responsible for numerous attacks targeting Americans and U.S. facilities, including those that have killed U.S. citizens,» the department added.

The agency said the IRGC has also expanded its influence far beyond military operations since its founding after the 1979 Iranian Revolution, becoming deeply embedded in the country’s political and economic system.
«Since its founding in 1979, the IRGC has gained a substantial role in executing Iran’s foreign policy,» the department said. «The group now wields control over vast segments of Iran’s economy and is influential in Iranian domestic politics.»

Nine convicted in North Texas ICE attack as Kash Patel issues warning to those who target federal officers

Jurors delivered a mixed verdict Friday in the federal trial of nine people accused of carrying out a 2025 «ambush» attack on an ICE detention facility in North Texas.
Nine defendants accused of being part of a North Texas «Antifa cell» were convicted by a federal jury in Fort Worth for their roles in the July 4, 2025, attack on the Prairieland ICE Detention Center, according to the U.S. Department of Justice (DOJ).
Jurors delivered the verdict around 2:30 p.m. Friday at the federal courthouse in Fort Worth following roughly a day and a half of deliberations, FOX 4 News reported.
«The guilty verdicts in today’s case go to show this FBI’s 24/7 commitment to identifying, locating, and dismantling ANTIFA members and their networks,» Kash Patel told Fox News Digital. «I want to thank our Dallas field office and great partners for delivering justice. If you attack federal law enforcement this FBI will use every resource at our disposal to hunt you down.»

During the 12-day trial, which began Feb. 23, 2026, jurors heard testimony from more than 45 witnesses and reviewed over 210 exhibits tied to the charges against the nine defendants, the DOJ said.
Benjamin Song was convicted of the most serious charge — attempted murder — for shooting Alvarado Police Lt. Thomas Gross, according to FOX 4.
All but one of the nine defendants — Daniel Estrada — were found guilty of providing material support to terrorists, rioting, conspiring to use and carry explosives, and using explosives during a riot, FOX 4 reported.

«Antifa is a domestic terrorist organization that has been allowed to flourish in Democrat-led cities — not under President Trump,» Attorney General Pamela Bondi said in a statement. «Today’s verdict on terrorism charges will not be the last as the Trump administration systematically dismantles Antifa and finally halts their violence on America’s streets.»

Prosecutors argued the attack was orchestrated by Song and carried out by members of a North Texas Antifa cell, FOX 4 reported.
Defense attorneys argued there was no ambush and said the defendants did not intend for any violence to occur.
«The calculated, violent attack at ICE’s Prairieland facility was an abhorrent way for antifa terrorists to ‘protest’ the way this agency enforces the law — but these verdicts make clear that those who choose violence over lawful expression will face the full force of the American justice system,» ICE Director Todd Lyons said in a statement.

“Estados Unidos ha derrotado y diezmado por completo a Irán, tanto en el ámbito militar como en el económico y en todos los demás aspectos, pero los países del mundo que reciben petróleo a través del estrecho de Ormuz deben velar por la seguridad de ese paso”, señaló el líder republicano en su cuenta de Truth Social.
Y agregó: “Nosotros les ayudaremos —¡Y MUCHO! Estados Unidos también coordinará con esos países para que todo vaya rápido, sin problemas y bien. Esto siempre debería haber sido un esfuerzo de equipo, y ahora lo será: ¡unirá al mundo hacia la armonía, la seguridad y la paz eterna!“.
Más temprano, el mandatario norteamericano había instado a otros países a enviar barcos para asegurar el estrecho de Ormuz: “Muchos países, especialmente aquellos afectados por el intento de Irán de cerrar el estrecho de Ormuz, enviarán buques de guerra, en conjunto con Estados Unidos, para mantener el estrecho abierto y seguro”.
“Ya hemos destruido el 100% de la capacidad militar de Irán, pero les resulta fácil enviar uno o dos drones, lanzar una mina o disparar un misil de corto alcance en algún punto de este estrecho, por muy derrotados que estén. Esperemos que China, Francia, Japón, Corea del Sur, el Reino Unido y otros países afectados por esta restricción artificial envíen buques a la zona para que el estrecho de Ormuz deje de ser una amenaza para una nación totalmente descabezada», manifestó el mandatario.
Y completó: “Mientras tanto, Estados Unidos bombardeará sin cesar la costa y hundirá continuamente barcos iraníes. De una forma u otra, pronto lograremos que el estrecho de Ormuz esté ABIERTO, SEGURO y LIBRE“.
Dos buques cisterna con bandera india que transportaban gas licuado de petróleo con destino a puertos del oeste del país cruzaron el estrecho de Ormuz, según informó el Ministerio de Transporte Marítimo de la India este sábado.
“Cruzaron el estrecho de Ormuz a primera hora de la mañana sin incidentes y se dirigen a la India”, declaró Rajesh Kumar Sinha, secretario especial del Ministerio de Puertos, Transporte Marítimo y Vías Navegables, en una rueda de prensa en Nueva Delhi.
Teherán ha suspendido en gran medida el tráfico marítimo a través de esta ruta clave, por donde normalmente transita una quinta parte del suministro mundial de petróleo, desde que Estados Unidos e Israel lanzaron un ataque contra Irán el mes pasado.
Solo 77 barcos habían atravesado el Estrecho de Ormuz en lo que va de marzo, una cifra muy inferior a los 1.229 tránsitos registrados en el mismo período del año anterior, según datos de Lloyd’s List Intelligence.
La guerra en Medio Oriente provocó una fuerte caída en el paso de embarcaciones por una de las vías marítimas más relevantes para el transporte de energía a nivel mundial.
De acuerdo con Lloyd’s List Intelligence, la mayoría de los buques que lograron cruzar pertenecen a la denominada flota fantasma, integrada por barcos antiguos, con condiciones deficientes, sin seguro adecuado y propietarios poco identificables, generalmente asociados a Rusia e Irán.
La consultora marítima precisó que los buques vinculados al régimen iraní representan el 26% del tráfico en la zona, seguidos por embarcaciones de Grecia con el 13% y de China con el 12%.
“Más de la mitad de los buques cisterna y gaseros que transitan por la zona son flotas paralelas”, afirmó Bridget Diakun, analista senior de Lloyd’s List Intelligence. “Estos barcos están muy acostumbrados a las interrupciones”, añadió Diakun, y sostuvo que por ese motivo “es más probable que intenten la travesía”.
El Cuerpo de la Guardia Revolucionaria Islámica (CGRI) del país persa mantiene prácticamente cerrado el estrecho, que limita con Irán y por donde circula aproximadamente el 20% del suministro mundial de petróleo. Desde comienzos de mes, 20 buques comerciales —nueve de ellos petroleros— fueron atacados o sufrieron incidentes, de acuerdo con la Agencia Británica de Operaciones de Comercio Marítimo. La Organización Marítima Internacional confirmó 16 incidentes en la región, de los cuales ocho involucran a petroleros.
