Tensión en Cartago antes de la llegada de la Antorcha: Fuerza Pública interviene entre manifestantes y simpatizantes del Gobierno de Laura Fernández
La antesala de la llegada de la Antorcha de la Independencia a la provincia de Cartago estuvo marcada este lunes por momentos de tensión en los alrededores de la Plaza Mayor, donde grupos de manifestantes, simpatizantes del Gobierno y oficiales de la Fuerza Pública protagonizaron incidentes antes del inicio del Consejo de Gobierno encabezado por la presidenta Laura Fernández.
Los primeros disturbios comenzaron alrededor de las 4:40 p. m., cuando un asistente a la denominada “Faroleada por la Democracia” fue retirado por varios oficiales del perímetro cercano a la actividad oficial y subido a un vehículo policial. Posteriormente fue liberado, aunque se le indicó que no podría volver a ingresar a la zona restringida.
La situación escaló minutos después con intercambios entre personas que participaban de la faroleada y grupos de simpatizantes del Gobierno que habían llegado a la Plaza Mayor.
La Fuerza Pública colocó vallas para separar a ambos sectores y evitar que los roces avanzaran hacia enfrentamientos mayores.
Según el mismo reporte, varios sindicalistas reclamaron que no se les permitiera ingresar al perímetro donde se desarrollarían las actividades oficiales, mientras los grupos intercambiaban consignas y gritos.
Choques entre grupos antes del acto oficial
A las 5:25 p. m., La Nación reportó enfrentamientos entre opositores y simpatizantes del Gobierno.
El medio señaló que varios seguidores de la administración llegaron en autobuses y fueron ubicados dentro de la Plaza Mayor, mientras los participantes de la faroleada permanecían en sectores exteriores del perímetro controlado por la Policía.
En medio de ese ambiente, asistentes a la manifestación entonaron el Himno Nacional, mientras desde el otro grupo se escucharon gritos para que abandonaran el lugar.
La concentración opositora forma parte de la denominada “Faroleada por la Democracia”, convocada por más de 40 organizaciones sociales en distintos puntos del territorio nacional con llamados a defender la institucionalidad, la separación de poderes y el sistema democrático.
Cartago era precisamente uno de los puntos con mayor expectativa porque la manifestación coincidía con las actividades oficiales de la víspera del 205 aniversario de la Independencia, entre ellas el Consejo de Gobierno y la llegada de la Antorcha.
Laura Fernández llegó en medio de la tensión
La presidenta Laura Fernández llegó a la Plaza Mayor aproximadamente a las 5:30 p. m., cuando los grupos aún permanecían separados por las barreras policiales.
La mandataria arribó acompañada de su esposo, Jeffry Umaña, y del ministro de Comunicación, Arnold Zamora, y se dirigió directamente a la zona trasera de la tarima desde donde presidiría el Consejo de Gobierno, sin brindar declaraciones a los medios.
En el escenario ya se encontraban integrantes del gabinete y figuras políticas, entre ellas el ministro de Hacienda, Rodrigo Chaves, y la presidenta del Congreso, Yara Jiménez.
A las 6:00 p. m., mientras el Himno Nacional se entonaba en distintas partes del país, la Antorcha se encontraba todavía en San José, donde realizó una breve parada en la Plaza de la Democracia antes de continuar hacia Cartago.
En la Vieja Metrópoli, Fernández realizó un breve recorrido con un farol y posteriormente dio inicio a la sesión solemne del Consejo de Gobierno, donde estaba previsto presentar avances y anuncios relacionados con obras para la provincia.
Operativo de seguridad había generado polémica
La tensión se produjo después de varios días de discusión por las medidas de seguridad previstas para el centro de Cartago.
Inicialmente se había planteado el cierre obligatorio de comercios cercanos a la Municipalidad, una disposición que posteriormente fue retirada. El gobierno local terminó recomendando a los establecimientos cerrar voluntariamente a partir de las 4:00 p. m. o reforzar sus medidas de seguridad.
Sin embargo, se mantuvo un perímetro de seguridad de aproximadamente 100 metros alrededor de la zona municipal, con retenes y revisiones de la Fuerza Pública.
Precisamente el acceso a ese perímetro fue uno de los puntos que generó reclamos durante la tarde.
La Antorcha seguía camino a Cartago
Mientras se desarrollaban los incidentes, la Antorcha continuaba su recorrido hacia la provincia.
El fuego patrio ingresó a Costa Rica el domingo por Peñas Blancas y recorrerá alrededor de 378 kilómetros, acompañado por cerca de 22,000 estudiantes que participan en relevos a través de distintas comunidades.
La llegada a las Ruinas de Cartago estaba prevista para horas de la noche, donde debía realizarse el acto oficial de recibimiento y el tradicional encendido del pebetero.
La jornada, concebida originalmente como una celebración cívica, terminó desarrollándose en un ambiente político especialmente cargado, con actos oficiales, movilizaciones ciudadanas y un importante dispositivo policial concentrados en el mismo sector.
Hasta el último reporte disponible, no se informaban personas heridas de gravedad producto de los incidentes en Cartago. El episodio más concreto confirmado era la detención temporal de un asistente de la faroleada y la posterior intervención policial para mantener separados a los dos grupos.
La situación seguía en desarrollo mientras se esperaba la llegada definitiva de la Antorcha y la continuación de los actos oficiales en la Plaza Mayor.

Tragamonedas y pandillas en Guatemala: el dinero que fortalece a las estructuras, el reclutamiento de menores y la red de “banderas” que las protege
La Policía Nacional Civil (PNC) de Guatemala vinculó las máquinas tragamonedas, con el control de las pandillas, ya que muchas de estos aparatos son propiedad de estas estructuras criminales y sirven, no sólo para capitalizarlo, sino para cooptar, principalmente a menores de edad.
Según el director de la policía, David Custodio Boteo, el problema se concentra en comunidades urbanas y municipios donde el control es más difícil.
La policía sostuvo que desde hace aproximadamente un mes y medio instaló mesas de análisis para definir el alcance legal del problema de las máquinas tragamonedas y establecer qué acciones pueden tomarse sin vulnerar normas sobre propiedad privada.
No obstante, Custodio Boteo advirtió que muchas de estas “maquinitas” son propiedad de los mismos pandilleros, con las que “recaudan grandes cantidades de dinero que es utilizado para fortalecer (económicamente) a estos mismos grupos” delincuenciales.
Por su parte, Jorge Aguilar, portavoz de la PNC de Guatemala, explicó a Infobae que no notas las máquinas tragamonedas son propiedad de las pandillas, pero sí una gran cantidad.
Esto ha dificultado el retiro de las mismas, debido a que al momento de realizar operativos, las viviendas, tiendas o negocios donde mantienen estos juegos ilícitos, suelen cerrar para evitar que los oficiales puedan incautarlos, ya que son alertados por “las banderas”.
Violencia y cooptación
Aguilar explicó que, además de ser ilegales, las máquinas tragamonedas suelen ser utilizadas por pandilleros para atraer a menores de edad, principalmente y, aprovechando su vulnerabilidad, los reclutan para formar parte de los grupos ilegales.
“Suelen ser espacios de ocio, donde converge el consumo de alcohol u otras sustancias ilícitas. Entonces, suelen generarse conflictos que, algunas veces, terminan en ataques armados”, detalló.
Para el portavoz de la PNC, uno de los puntos más críticos, es que estos lugares para pasar el tiempo son aprovechados por los pandilleros para acercarse a los menores de edad e involucrarlos en sus estructuras. “Comienzan por una especie de diversión y luego los enrolan en sus filas”, lamentó.
Además, “los juegos, como los tragamonedas, generan conflictos, porque allí se juntan los pandilleros y al ver que otro ganó, los despojan del dinero y comienzan los problemas, más cuando hay drogas y alcohol de por medio”, detalló.
Según Aguilar, hay varios lugares de conflictividad identificados en los que suelen concurrir las máquinas tragamonedas como las colonias Lomas de Santa Faz, La Maya y la Kennedy, todas ubicadas en la zona 18.
Los tragamonedas están prohibidas en Guatemala
Si bien en Guatemala no existe una ley general que legalice y regule las máquinas tragamonedas, el Código Penal establece en su artículo 477 establece sanciones con penas de prisión y multas para los establecimientos que promueva los juegos de suerte.
“Los banqueros, administradores, empresarios, gerentes, dueños o personas encargadas de casas o establecimientos de juegos de suerte, envite o azar serán sancionados con penas de prisión de uno a cinco años y multas que van de Q1 mil (USD 130) a Q10 mil (USD 1.299)”, se lee en el artículo.
Además, sanciona a las personas que concurren a estas casas de suerte o de juegos de azar a multas que van de los Q200 (USD 26) a los Q2 mil (USD 260). Sin embargo, no es difícil adquirir una máquina tragamonedas. Incluso, suelen venderse a través de las redes sociales.
En una revisión en el MarketPlace se ubicaron varias publicaciones con información de venta. Las tragamonedas oscilan entre los Q2 mil usadas (USD 260), hasta los Q7 mil nuevas (USD 975), dependiendo el tamaño y el estilo.
También hay anuncios donde se promueve el alquiler de estas máquinas. Un tendero que fue entrevistado pero que pidió guardar su identidad, comentó a Infobae que él tiene una máquina alquilada y que no sólo le sirve como ingresos, sino también para que visiten su negocio.
“Las personas vienen porque tenemos la maquinita (tragamonedas). Están aquí bastante tiempo y se juntan varias personas para ver. Mientras están aquí consumen y eso le ayuda a mi negocio”, manifestó.
Al consultarle si sabía que están prohibidas por la ley, afirmó que era la primera vez que lo escuchaba y se negó a seguir conversando.
Mientras que Aguilar afirmó que, además de estar prohibidas, estas máquinas tampoco generan ingresos al fisco, porque no pagan impuestos, debido a que no están registradas bajo ningún control estatal ni municipal.
Algunos municipios ya retiraron tragamonedas y otros alegan riesgo para intervenir
Pese a los riesgos y a las constantes intervenciones de la PNC, hay divergencia entre las autoridades de Seguridad y las municipales.
Una de las medidas impulsadas por la policía fue establecer mesas de diálogo con alcaldes para buscar mecanismos de regulación o prohibición, pero la postura no es uniforme entre municipios.
Por ejemplo, hay municipios como Palencia donde las máquinas tragamonedas están absolutamente prohibidas, pero hay otros lugares donde los alcaldes han manifestado que los grupos involucrados o dueños (como las pandillas) son “muy peligrosos” y que por eso resulta muy difícil intervenir.
Custodio Boteo fue más directo y afirmó: “Hay municipalidades que no nos están ayudando. Queremos hacer operativos multidisciplinarios con los jueces de asuntos municipales para retirar estas traganíqueles, pero los alcaldes no quieren apoyar”.
El director de la PNC no quiso entrar en detalle y se limitó a indicar que los Municipalidades que no colaboran están en los departamentos de Guatemala y Escuintla.
No obstante, de manera extraoficial se conoció que se trata específicamente de Mixco, San José Pinula, Santa Catarina Pinula, Villa Nueva, Guatemala y Fraijanes.
Fuentes allegadas a la policía indicaron que estos lugares suelen ser los de mayor conflictividad y los que poseen la mayor cantidad de máquinas tragamonedas con propiedad de las pandillas pues, en su mayoría, están ubicadas en zonas catalogadas como “rojas”.
“Podríamos decir que las traganíqueles de los pandilleros están en el área Metropolitana y Escuintla, las que funcionan en los departamentos, no tanto”, comentaron las fuentes.
Aunque, hay autoridades municipales que actúan junto con la PNC y han llegado hasta a clausurar los negocios que reinciden con la instalación de traganíqueles.
Mientras tanto, la advertencia de la institución fue concreta: si el blanco del ataque está en uno de esos establecimientos y hay 10 personas “incluyendo niños”, los atacantes “van a dispararle a lo que venga”.

House Democrats will soon have to grapple with a decision over whether to give President Donald Trump more tariff authority or potentially block Congress from cracking down on Vladimir Putin’s bloody war in Ukraine.
The House Rules Committee has teed up votes on several bills this week, including the Senate’s legislation aimed at sanctioning Russia and Iran.
That bill was named after the late Sen. Lindsey Graham, R-S.C., a massive supporter of Ukraine who died unexpectedly at the age of 71 in July.
And while the majority of Democrats support action to help Ukraine against Russia’s invasion, they’ll also be forced to reckon with the legislation’s language giving Trump additional authority to punish Russia and its allies with significant tariffs.

House Minority Leader Hakeem Jeffries, D-N.Y., did not give up his position on the bill during a Monday press conference, telling reporters, «We’re going to continue to stand by the Ukrainian people and find a path forward to get a sanctions bill done while addressing the very real concerns that [Democrats] have raised about giving Donald Trump authority that the Supreme Court recently made clear he does not currently have, and should not have, because it belongs to the Congress pursuant to the Constitution.»
The bill would direct the president to hike up to 500% tariffs on Russia and up to 100% on countries buying Russian energy.

Trump would also be directed to impose significant sanctions on Russian officials and others responsible for continuing the war on Ukraine.

The bill advanced through the House Rules Committee on Monday night, setting up a House-wide procedural hurdle called a «rule vote» on Tuesday afternoon.
If passed, the full House will vote on the sanctions bill on Wednesday afternoon, according to a preliminary legislative schedule obtained by Fox News Digital.
And with an increasingly vocal isolationist wing permeating the House GOP Conference, at least some Democrats will be needed to help the bill pass.
The package, pushed by Sen. Richard Blumenthal, D-Conn., and Graham, was in purgatory for nearly two years as the lawmakers and administration went back and forth to find a compromise that Trump and Congress could stomach.
Blumenthal defended the tariff language in the bill to Fox News Digital, «If Donald Trump wants to break this law, he will be restrained by the courts, just as when he broke the law on tariffs previously.»
And Senate Democrats largely voted in favor of giving Trump limited tariff authority in exchange for the bone-crushing sanctions against Russia, despite raging against duties for years.

‘Trojan horses’ in America: Congress probes influence networks tied to China, Iran and Cuba

Last Tuesday, at the corner of Church Street and 16th Street NW, blocks from the White House, Christine Balling, a former advisor to U.S. Special Operations Command South, led a panel discussion on the national security threat that communist-run Cuba poses to the U.S.
Suddenly, a fresh-faced former college basketball star, Olivia DiNucci, stood up to steal the stage at the Institute of World Politics, yelling as she clutched a hand-painted banner: «SANCTIONS KILL IN CUBA.»
«There is global solidarity with Gaza and Cuba and ICE here,» DiNucci shouted breathlessly, as security officials grabbed her banner and pushed her out a side door as she kept yelling, «because the liberation of our people is rooted in our neighbors!»
In small print, the banner had DiNucci’s organizational and ideological affiliation: «CODEPINK.»
DiNucci is a D.C.-based political organizer with CodePink, a left-wing political agitation group, spending her days and evenings as a professional protester and a regular gadfly, disrupting dinners, hearings and conferences as a sidekick to CodePink co-founder Susan Medea Benjamin. Their group supports the Communist Party of Cuba and has led caravans to the island nation, as Treasury Department officials investigate whether they violated any laws barring Americans from doing business with the communist regime.
For Balling and her co-panelist, Michael Gonzalez, a senior fellow at the Heritage Foundation and a Cuban American firmly opposed to the communist government of Cuba, DiNucci’s political theater wasn’t the benign act of an «anti-war» group, as CodePink describes itself.
«CodePink – and other organizations like it – essentially act like Trojan horses. They burst in onto the scene, and they’re meant to disrupt and destroy from within,» Balling told Fox News Digital.
«They’re really interested in dividing America and, in doing so, weakening it,» she continued, «and increasing the friction between Americans by convincing some Americans that the American idea, the American dream, the freedoms we enjoy, all that sort of thing, that they are lies and they’re not worth fighting for, and that our enemies are our victims.»

The confrontation comes as House lawmakers convene a hearing on Tuesday, titled «Trojan Horses: Covert Foreign Malign Influence Operations in America,» to examine a broad question: how do American activists, nonprofit organizations, media operations and social media influencers, like Twitch streamer Hasan Piker, advance the interests of adversarial nations, including China, Iran and Cuba, inside the United States?
Piker joined CodePink’s delegation to Cuba earlier this year, posing for a photo in Havana with CodePink cofounder, Jodie Evans, both of them also drawing Treasury Department scrutiny.
«Adversarial nations like China, Russia, and Cuba conduct malign influence operations here in the United States by utilizing social media influencers such as Hasan Piker as proxies to promote communism and push their false propaganda,» Rep. Bill Huizenga, R-Mich., chairman of the House Foreign Affairs Subcommittee on South and Central Asia, told Fox News Digital.
«My goal is to raise the curtain to expose these operations and stop them from undermining our national security, capitalism and the American Dream,» Huizenga said.

The hearing will bring together several strands of alleged foreign influence that Fox News Digital has documented over the past year through investigations into money, political organizing, overseas travel, media operations and relationships between American activists and foreign entities and interests. Most of the groups fall into the «red-green alliance» of socialist and communist groups, symbolized by the color red, working closely with Islamist groups, such as the anti-Israel organization Students for Justice in Palestine, reflected by the color green, a symbol of Islam.
The largest financial network examined in Fox News Digital’s reporting centers on Neville Roy Singham, an American-born tech tycoon who lives in Shanghai, late last year standing on a stage at the Golden Tulip Hotel during a conference on the «Global South,» delivering a speech supporting the Chinese Communist Party, China’s leader, Xi Jinping and China’s «new world order.»

A five-part Fox News Digital investigation published earlier this year examined 223 transactions totaling $591 million across five continents between 2017 and 2025, tracing the flow of money through multiple layers of organizations and into a transnational network estimated at approximately 2,000 organizations.
In 2017, Singham married Evans, the CodePink co-founder, in a ceremony in Jamaica attended by Benjamin and other pro-communist leaders. The Fox News Digital analysis documented $278 million flowing from Singham into six core nonprofit organizations that promulgate anti-America, pro-China propaganda, beginning in 2017: BreakThrough BT Media Inc., CodePink Women for Peace, Justice and Education Fund Inc., People’s Forum Inc., People’s Support Foundation Ltd. and Tricontinental Ltd.
The organizations and their executives have denied any wrongdoing and allege they are the target of anti-communist «witch hunts.» Singham hasn’t responded to repeated requests for comment.

Huizenga and the hearing’s witnesses say Congress must examine whether adversarial governments are influencing American political discourse through domestic messengers while keeping the foreign power itself at arm’s length.
Fox News Digital’s reporting followed the money to the six nonprofits:
- $167.5 million to People’s Support Foundation Ltd., a nonprofit based in Chicago, with CodePink’s Evans on the board, funneling money to overseas projects;
- $68.7 million to Justice and Education Fund Inc., a New York City-based nonprofit that funnels grants to far-left causes domestically and overseas;
- $22.44 million to the People’s Forum, a hub for pro-communist organizing in New York City;
- $16.76 million to Tricontinental Ltd., a Massachusetts-based think tank led by a friend of Singham’s, Vijay Prashad, who led a session on the future of Marxism at Singham’s wedding to Evans.
- $1.33 million to CodePink, a California-based far-left, pro-Cuba, pro-China group that has supported the Islamic Republic of Iran and anti-Israel campaigns;
- $1.098 million to BreakThrough BT Media, a New York-based propaganda arm of the network that runs BreakThrough News, a media outfit that is often the first to broadcast images and videos of anti-America protests.
That was only the first layer. The six nonprofits that directly received Singham money subsequently distributed approximately $163 million to 52 organizations — including themselves — and five geographic regions identified in financial records.
Eleven groups at another layer distributed approximately $150 million into four nonprofits and five geographic regions, including $23 million directed to Sub-Saharan Africa, according to the Fox News Digital analysis.
The financial architecture has been accompanied by political organizing, media operations and ideological activity that includes the fresh example of political theater that CodePink unleashed at this week’s disruption at the Institute of World Politics’ panel on Cuba.
Balling, the former advisor to U.S. Special Operations Southern Command, used the opportunity to illustrate exactly the point that the Heritage Foundation’s Gonzalez and she were arguing.

On cue, at 6:42 p.m., less than an hour after the event had ended at about 6 p.m., CodePink posted a carefully curated and captioned 1-minute-35-second video of the DiNucci outburst on X. The same video went up on CodePink’s official YouTube channel.
Balling said CodePink’s messaging promoted «the interests of, frankly, our enemies, the Chinese Communist Party and then the Cuban regime.»

Sure enough, CodePink posted the video on its official Instagram account, tagging DiNucci.
«Frankly, had she been willing to stop screaming,» said Balling, Gonzalez and she «would have actually been thrilled to have a debate with her, but that’s not their way of operating.»
By the end of the night, the disruption had also become a press release on CodePink’s website, listing DiNucci herself as the «media contact» and offering journalists «unbranded video footage.»
