China firm gave Iran lifeline to collect Hormuz tolls before pulling plug amid US warning

Iran’s sanctioned Persian Gulf Straits Authority (PGSA) regained secure online access for four days after a Shanghai-based internet security firm provided and then revoked its web credentials, enabling Tehran to vet vessels, collect Strait of Hormuz tolls and operate despite U.S. digital restrictions, global internet monitors said.
TrustAsia issued an automated domain-validated certificate, a routine process that verifies control of a website domain through server checks and typically does not involve manual vetting or background checks.
The move prompted U.S. sanctions experts, including Jeremy Paner, a partner at Hughes Hubbard & Reed, to urge TrustAsia to review its compliance program before offering further services to the IRGC-linked maritime authority — with Paner warning them to act «before it is too late.»
The PGSA first said its website was disrupted Aug. 10 because of «the enemy’s political influence on the internet service provision systems,» according to a post on X.

NetBlocks CEO Alp Toker told Fox News Digital that the authority had lost its web security credentials after the entity was added to the U.S. Office of Foreign Assets Control (OFAC) sanctions list on May 27.
The loss of standard SSL/TLS certificates, Toker said, made the PGSA website inaccessible using standard browsers. This forced shipping firms to use unencrypted connections that, according to Toker, could leave their data vulnerable to interception.
While no data breaches resulting from the use of these connections have been made known, and there are no known instances in which a shipping firm’s data was intercepted and used to its detriment because of the certificate expiration, Toker said the site’s inaccessibility resulted in a shift to what he described as «insecure protocols.»
«The digital transparency records are authoritative on this,» he said, adding that the measure forced the traffic into a format that could be readily intercepted.
«This is a class of vulnerability open to government exploitation, rather than a corporate breach or personal data leak.»
Toker claimed this could make it easier for authorities to read communications sent through the platform, potentially identifying shipping firms collaborating with the PGSA.

«The net result was that the website was more difficult to access, because most web browsers strongly encourage the use of secure HTTPS,» Toker said, adding that any form submissions could have been easily «eavesdropped on because they’re no longer encrypted in transit.»
«The mentioned issue has been resolved, and the secure domain is now once again available for submitting requests using any browser,» the PGSA said six days later on Aug. 17 and in another post shared on X.
«If the issue recurs in the future, the HTTP domain will again be temporarily available using the Firefox browser.»
Toker confirmed that Iran had turned to Shanghai-based certificate authority TrustAsia Technologies, which he said issued new digital security credentials to the PGSA despite the U.S. sanctions, restoring secure access to its website.
«Iran’s IRGC extorts vessels transiting the Strait of Hormuz through the so-called Persian Gulf Strait Authority,» the Treasury Department said in May when designating the entity, adding that the PGSA «spearheads an Iranian-controlled scheme that flagrantly violates international law and U.S. sanctions.»
«Anyone cooperating with the so-called strait authority may be providing support to and receiving services from the IRGC, which ultimately benefits from this attempted extortion, and may therefore be exposed to sanctions risk,» the Treasury Department warned.
The Chinese firm bills itself as a «leading and professionally certified certification authority in China with its focus on trusted, secure and cryptographic communications in the digital world.»
Its mission, it says, is to «Build trust everywhere in the digital world.»
«Almost all of these root authorities do business with the U.S., so they tend to comply with U.S. sanctions,» Toker said.
But TrustAsia, he noted, had «gone its own way, building a China-first certificate infrastructure that sidesteps the West.»
Toker said TrustAsia had «simply gone ahead and issued Iran’s PGSA with a new certificate, and Iran was once again collecting revenue from ships passing the Strait via its secure online portal.»

Paner warned that U.S. authorities would have enforcement powers over such actions.
«The U.S. has incredibly broad authority to impose sanctions on non-Iranian companies that provide any sorts of services to sanctioned Iranian companies,» he told Fox News Digital.
«Many times, that authority will be abbreviated or explained as being providers of material support to sanctioned Iranian companies. But in fact, any level of services whatsoever could be the basis for the United States imposing sanctions against the company for providing services to Iran.»
«Restoration of the certificate is unequivocally sanctionable,» Paner warned.
«Restoring the certificate is/was a service provided to the PGSA, which can be the basis for imposing sanctions pursuant to Executive Order 13224, as amended.
«That authority does not in any way require that the service be ‘knowingly’ provided to the PGSA. In other words, the automated nature of the service is irrelevant and does not make the service any less sanctionable,» the lawyer added.
In a statement to Fox News Digital on Aug. 20, a spokesperson for TrustAsia confirmed that the firm issued a «Domain Validated TLS certificate for pgsa.ir.»
«Thank you for bringing this matter to our attention,» the firm said before clarifying that «DV certificates are issued through automated validation of control over the requested domain names.»

«This process does not verify or assert the legal identity, affiliation, or sanctions status of the entity operating or benefiting from the domain.
«As a result, the relationship described in your inquiry was not identified during the automated issuance process.» Following the firm’s review, TrustAsia said it «added the entire pgsa.ir domain namespace to our restricted-issuance list to prevent further issuance or renewal.»
«We also expect to complete revocation of the existing certificate within this week,» the spokesman said on Aug. 20.
These actions are precautionary compliance and risk-control measures. They should not be interpreted as a finding that the certificate was technically misissued, TrustAsia said.
Toker confirmed the TrustAsia certificate’s privilege had been withdrawn on Aug. 21 at 12:15:25 UTC. «This usually means the issuer has taken action,» he said.
The internet expert clarified that the revocation will gradually be coming into effect, with the firm «signaling that the PGSA certificate should no longer be trusted, and they’re distributing this notice that privilege is withdrawn, usually meaning customer misuse or breached terms of use.»
«The secure website will stop working in most browsers, unless the owners can find a certificate authority that’s willing to issue a new certificate,» Toker said.

After reviewing TrustAsia’s statement, Paner also said that OFAC would expect the company to «use the discovery as an opportunity to enhance its compliance program before it is too late.»
The former OFAC official clarified that Iran’s revenue collection in the waterway would likely draw high-level scrutiny in Washington.
«Iran’s attempt to extort the world in the movement of oil through the Strait of Hormuz is of the utmost importance to OFAC, which is the agency that implements and enforces U.S. economic sanctions.»
Because major U.S. web browsers currently recognize TrustAsia’s root certificates, American systems would have automatically trusted the sanctioned Iranian portal.
Toker claimed the Treasury Department could have found TrustAsia in violation of sanctions for providing material assistance to a blocked entity, potentially forcing tech giants such as Google and Microsoft to revoke trust in TrustAsia.
There is no evidence that this process had begun or was likely to occur.
«This could have splintered the global chain of trust and potentially render much of the Chinese web inaccessible from the West,» Toker warned.

Paner clarified that the certificates authenticate the site, boosting its credibility, and suggested TrustAsia should have weighed the risks of working with sanctioned entities.
«There’s always reputational risk involved in any company that decides to do business with the IRGC.»
«If I were advising TrustAsia, I would at minimum immediately identify all other IRGC companies receiving services.»
Paner added that this latest situation aligned with broader warnings from administration officials.
«I think this dovetails pretty nicely with Secretary Bessent’s comments about how the coming sanctions are going to be unlike any that has come prior. Sanctions require a careful balancing of the costs and the benefits.
«When it’s a Chinese tech company providing necessary services to the IRGC, I’m confident that the U.S. government is going to forego any sort of balancing in that regard.»
The United States on Aug. 24 had sanctioned nearly 60 Iran-linked individuals, entities and vessels and expanded the threat of secondary sanctions, Treasury Secretary Scott Bessent said. These did not include TrustAsia.
Bessent described the measures as part of an «economic onslaught» targeting Tehran’s global financial networks under «Operation Economic Outcast.»
A Chinese Embassy spokesperson also said in a statement: «I am not aware of the specifics you mentioned. I have no information to provide.»
Fox News Digital reached out to the U.S. Department of the Treasury and the White House for comment.

Empleo, formación y networking: nuevo ecosistema busca reconectar a los egresados y acompañarlos después de la universidad
La Universidad César Vallejo (UCV) presentó UCV Alumni, un ecosistema dirigido a mantener el vínculo con sus egresados durante su trayectoria profesional mediante oportunidades laborales, formación continua, generación de contactos y apoyo al emprendimiento.
La propuesta parte de un problema identificado por la propia institución. Donatela Cartuche, directora nacional de UCV Alumni, explicó que la mayoría de los graduados dejaba de mantener contacto con la universidad después de titularse y que la relación posterior estaba concentrada principalmente en la oferta de programas de posgrado.
“El único contacto que se tenía con el egresado era para temas netamente de venta”, señaló Cartuche. Según relató, al conversar con graduados encontraron una queja recurrente: “Nadie me contacta para nada más que no sea venta o para hacerme encuestas y saber cómo era la calidad educativa cuando estudiaba”.
Frente a ese diagnóstico, la universidad planteó crear una comunidad que ampliara esa relación. “Y dijimos, bueno, a partir de eso hay que crear toda una comunidad para ellos”, explicó. UCV Alumni se estructura en cuatro áreas: Jobs, vinculada con empleabilidad; Academy, enfocada en educación continua; Networking, destinada a generar conexiones profesionales; y Ventures, orientada al emprendimiento.
Del mercado laboral a la formación
En el área de empleabilidad, Cartuche señaló que la universidad adquirió la plataforma Simplicity, que, según explicó, permitirá acceder a diferentes ofertas laborales tanto en Perú como en el extranjero. La responsable de Alumni indicó además que especialistas en búsqueda y selección de talento participaron como aliados en conversaciones y actividades previas y plantearon la necesidad de contar con una bolsa de trabajo con mayor variedad de oportunidades.
La información procedente de esas ofertas también servirá, según Cartuche, para identificar las competencias que solicitan actualmente los empleadores. El objetivo es “que también identifiquemos con esas ofertas laborales cuáles son las nuevas habilidades blandas que está requiriendo el mercado laboral”.
Ese diagnóstico se conectará con el componente de educación continua. “Cuando logramos identificar con la plataforma actual, ¡pum!, vamos a Academy, donde hacemos formaciones para poder reforzar este tipo de habilidades que el mercado requiere”, explicó.
Cartuche indicó que este componente cuenta con cinco talleres permanentes que los egresados pueden tomar en distintos momentos de su vida laboral, entre ellos contenidos sobre reinserción laboral y marca personal. También mencionó cursos asincrónicos gratuitos y señaló que los graduados pueden acceder a estos recursos sin necesidad de conformar previamente un grupo.
Aprendizaje y comunidad después del título
La continuidad de la formación también fue abordada por Andrea Voto-Bernales, especialista en innovación educativa e invitada a la presentación. Para ella, el vínculo entre el egresado y su universidad puede mantenerse durante toda la trayectoria profesional.
“Creo que el alumno tiene que regresar a su casa de estudios para seguir aprendiendo, porque uno aprende hoy y durante toda la vida”, sostuvo. Voto-Bernales añadió que el camino profesional es desafiante y consideró que la universidad también puede estar presente durante esa etapa.
La especialista destacó además el papel de las comunidades como espacios para compartir experiencias y generar aprendizaje entre sus integrantes. A su juicio, permiten que las personas se nutran de otras experiencias y crezcan mediante la “inteligencia colectiva”.
“Hoy los jóvenes, sobre todo, valoran muchísimo la comunidad”, afirmó. “Crecer en comunidad no solamente es valioso, sino creo que es imprescindible”, agregó.
La importancia de mantener la formación después del egreso también fue señalada por José García Flores, graduado de Administración de la UCV hace 12 años, quien participó en la presentación de Alumni. “Uno nunca termina de aprender. El aprendizaje es algo continuo y es algo que tenemos que llevarlo siempre”, sostuvo.
Networking y nuevas conexiones
Otro de los ejes de Alumni está orientado a generar espacios de contacto entre egresados y otros profesionales. Cartuche explicó que el componente de networking contempla actividades y conferencias que permitan a los participantes intercambiar información y establecer nuevas conexiones.
Ariana Orué, egresada de Ingeniería de Sistemas desde 2015, señaló que antes del encuentro no conocía una comunidad de este tipo y destacó las posibilidades de interacción que encontró durante la presentación.
“Yo todavía no… Desconozco una comunidad. Sin embargo, con ese evento he podido ver que existe ya este networking que me está permitiendo igual conocer a más profesionales”, afirmó.
Orué planteó que futuros encuentros podrían incorporar a practicantes y estudiantes universitarios para acercarlos a profesionales que ya atravesaron la transición hacia el mercado laboral. La finalidad, explicó, sería “que de alguna forma u otra ellos también puedan experimentar lo que se viene después de obtener un título profesional”.
El emprendimiento constituye el cuarto componente de UCV Alumni. María Alejandra Cruz, presidenta de CADE Educación 2025 e invitada al evento, relacionó este eje con la posibilidad de que los profesionales no solo se incorporen al mercado laboral, sino que también generen oportunidades de trabajo.
Cruz sostuvo que reunir a los graduados dentro de una comunidad puede potenciar esa interacción y destacó el enfoque emprendedor presentado durante el encuentro. “Ponerlos a todos dentro de una comunidad representa algo muy importante, muy poderoso”, señaló. Además, añadió que la capacidad de generar trabajo y fomentar emprendedores es, desde su perspectiva, “vital para el desarrollo del país”.
La presentación de UCV Alumni incluyó además un panel sobre las dinámicas del mercado laboral y la evolución del talento en Perú. De acuerdo con la información del evento, participaron representantes del ámbito empresarial y profesionales egresados de la universidad, entre ellos Rubén Sánchez, Franco Zamora, Janeth Quezada y José Abel Durand.
La nueva propuesta busca incorporar también a quienes terminaron sus estudios hace varios años. Cartuche hizo una convocatoria específica a los integrantes de las primeras promociones para que se sumen a la red y retomen el vínculo con su casa de estudios.
Al explicar el objetivo de esa relación, la directora de UCV Alumni señaló que espera “que vean a la universidad como su alma máter, pero sobre todo que no es para hacer una venta, sino que todo lo contrario, que se acerquen”.

In response to her post, immigration attorney and columnist Alicia Nieves tweeted at Deputy Secretary of State Christopher Landau, a former ambassador to Mexico, calling for an investigation of Valdez after the candidate disclosed that she had met with members of Morena, Mexico’s ruling left-wing party.
«Given that she is currently a congressional nominee, not a member of Congress, and appears to have discussed facilitating support contrary to current U.S. policy as well as describing our country an ‘empire’ that has ‘stolen from us’… I hope the administration will review whether these communications warrant investigation under the Logan Act.»

Critics also pointed out that Valdez’s father, Larry, is connected with a company that helped construct a Texas immigration facility during the Obama administration. They contended that the connection conflicts with her opposition to immigration enforcement.
«This would be a great campaign for Congress in Mexico,» added Christina Pushaw, a top communications official for Florida Gov. Ron DeSantis.
Digital also reached out to community organizer Melvin Rivera, the Republican opponent facing Valdez, for comment.
Democrats cited the Logan Act in connection with Trump after he publicly remarked, «Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing» in reference to his 2016 opponent Hillary Clinton.
Then-Senate Democratic Leader Harry Reid of Nevada suggested that Trump had violated the Logan Act. The law has also been invoked against other public figures, including former Sen. John Kerry, D-Mass., and the Rev. Jesse Jackson, but no prosecution under the statute has resulted in a conviction.

Two men faced proceedings under the Logan Act but were never convicted. A grand jury indicted Kentucky farmer Francis Flournoy in 1803 after he advocated a separate Western United States allied with France. Jonas P. Levy was arrested and held to bail under the law in 1853 after writing to Mexico’s president.
Valdez, the Democratic nominee for New York’s 7th Congressional District, will face Republican community organizer Melvin Rivera and other candidates in the November general election. Digital reached out to Rivera for comment on Valdez’s remarks.

El Salvador se ubicó entre los tres destinos con mayor aumento de turismo internacional en el mundo, según ONU Turismo
El Salvador creció 43% en turismo internacional durante el primer trimestre de 2026, más de 20 veces el ritmo del promedio mundial, y se posicionó como el tercer destino con mayor expansión de llegadas entre los países destacados en el más reciente informe de ONU Turismo, organismo de las Naciones Unidas especializado en la materia.
Solo Paraguay, con +46%, y Nueva Caledonia, con +45%, superaron ese resultado. El resto de los destinos de alto crecimiento —Mongolia (+39%), Palau (+37%), Uzbekistán (+37%), Irlanda (+24%) y Brunéi (+23%)— quedaron por debajo del desempeño salvadoreño.
El informe mide llegadas de turistas internacionales, es decir, visitantes que pernoctan en el destino. No incluye cifras absolutas de turistas recibidos por El Salvador ni datos sobre ingresos, gasto promedio o mercados emisores.
El informe no identifica las causas específicas del crecimiento salvadoreño. Una variación de esa magnitud puede asociarse con factores como mayor percepción de seguridad, mejoras en conectividad, promoción internacional o incremento de viajes intrarregionales, aunque el organismo no los confirma individualmente.

La región de las Américas avanzó apenas 2% en el primer trimestre, igual que el promedio mundial. Dentro del continente, Centroamérica fue la subregión más activa, con un alza de 18%. Aun así, El Salvador, con +43%, creció más del doble del promedio centroamericano.
América del Norte creció 2%, el Caribe prácticamente se estancó (+0,2%) y América del Sur registró una contracción de 1%. En ese contexto, la fortaleza de Centroamérica fue el principal factor que evitó un resultado más débil para el continente.
México fue el motor de América del Norte, con un aumento de 7% en llegadas. Brasil, pese a la caída regional, registró un incremento de 12% en ingresos turísticos durante el trimestre.
El turismo mundial creció solo 2% y marzo casi se detuvo por el conflicto en Oriente Medio
A escala global, el primer trimestre de 2026 cerró con un avance de 2% en llegadas internacionales respecto al mismo período de 2025. Se estima que viajaron 307 millones de turistas, unos seis millones más que un año antes.
El crecimiento fue más sólido en enero (+2%) y febrero (+3%), pero en marzo las llegadas prácticamente se detuvieron, con un alza de apenas 0,4%. La causa principal fue el conflicto en Oriente Medio, iniciado el 28 de febrero de 2026, que restringió espacios aéreos, generó cancelaciones masivas, desvió rutas y elevó los costos del combustible.
ONU Turismo señala que Oriente Medio es un corredor aéreo estratégico entre Asia, África y Europa. Las interrupciones no se limitaron a esa zona: afectaron conexiones globales, disponibilidad de asientos y patrones de viaje en todo el mundo.
El tráfico aéreo internacional creció 4% en el trimestre, pero en marzo descendió 1%, con una caída de 61% entre las aerolíneas de Oriente Medio. La capacidad aérea internacional bajó 6% ese mes, y la reducción en Oriente Medio alcanzó 57%.
Europa y África lideraron el crecimiento regional con 4% cada una
Europa recibió más de 130 millones de turistas internacionales en el trimestre y avanzó 4%, con Europa Central y Oriental como la subregión más dinámica (+6%). Europa Mediterránea Meridional y Europa del Norte crecieron 4% cada una, mientras que Europa Occidental avanzó 2%.
El continente europeo conserva su posición como el principal receptor de turismo mundial. En 2025 registró aproximadamente 809.6 millones de llegadas, equivalentes al 52,4% del total global.
África también creció 4%. Dentro del continente, el norte tuvo un marzo particularmente fuerte: Túnez avanzó 26% ese mes y Marruecos, 18%.
Asia y el Pacífico crecieron 3% en el trimestre, con un comportamiento irregular: enero cerró con una caída de 2%, febrero repuntó con +9% y marzo moderó a +2%. Asia del Sur fue la subregión más afectada, con una caída de 27% en marzo por las disrupciones en los centros de conexión aérea de Oriente Medio.
Oceanía fue la subregión más dinámica del bloque, con +9%, seguida por Asia Nororiental (+5%). En ingresos, Pakistán lideró con +60%, seguido por la República de Corea (+38%) y Mongolia (+27%).

Antes del conflicto, el organismo proyectaba un crecimiento global de entre 3% y 4% para 2026. Tras las disrupciones, estima que el conflicto podría restar entre 1 y 2 puntos porcentuales a esa expansión, según su duración e impacto sobre vuelos, precios y confianza de los viajeros.
El Índice de Confianza de ONU Turismo para el período mayo-agosto de 2026 se ubica en 105 puntos sobre una escala de 200, por debajo de los 117 previstos para el período anterior. El 39% de los expertos consultados espera resultados mejores o mucho mejores; el 28% anticipa un desempeño similar al de 2025, y el 31% prevé resultados peores.
Para El Salvador, el organismo advierte que el encarecimiento de los viajes aéreos puede ser tanto una oportunidad —si logra captar viajeros regionales que buscan destinos accesibles— como un desafío, si su crecimiento depende de conectividad internacional costosa o limitada. Convertir el fuerte aumento de llegadas en un crecimiento sostenido y rentable será la prueba del resto del año.
