Crecida de 8 metros en 45 minutos y polémica con las alertas: por qué las inundaciones arrasaron en Texas

El monstruoso y rápido torrente que arrasó el Hill Country de Texas el viernes, causando la muerte de al menos 43 personas y dejando a muchas más desaparecidas, fue una inundación repentina, la principal causa de muertes relacionadas con tormentas en la nación. Entre los desaparecidos se encuentran más de 20 niñas que asistían a un campamento de verano.
Las autoridades informaron que cerca de 850 personas habían sido rescatadas, entre ellas, algunas por helicóptero.
Según el Servicio Meteorológico Nacional, una inundación repentina es aquella que comienza dentro de las siguientes seis horas, y a menudo en tan solo tres horas, tras la caída de lluvias intensas.
Las aguas suben tan rápidamente que toman a la gente desprevenida, de acuerdo al servicio meteorológico. Muchas personas se topan con el problema mientras se desplazan. Si están en casa o en el trabajo, el agua puede subir tan rápido que quedan atrapadas antes de tener tiempo de pensar en escapar.
Eso es exactamente lo que les sucedió a los residentes a lo largo del río Guadalupe, en el condado de Kerr, y el área circundante después de que cayeran del cielo al menos 25 centímetros de lluvia el viernes por la mañana.
Las aguas rápidas a lo largo del río subieron 8 metros en solo 45 minutos antes del amanecer del viernes, arrasando casas y autos. El peligro no había terminado, ya que se esperaban más lluvias intensas el sábado y las advertencias de inundaciones repentinas y los avisos de inundaciones seguían vigentes en varias partes del centro de Texas.
El jueves por la tarde, el Servicio Meteorológico Nacional emitió un aviso de inundación, estimando un aumento del agua de hasta 17 centímetros en algunos lugares. Un «aviso» significa que las condiciones son favorables para una inundación y que las personas deben estar preparadas, pero las condiciones peligrosas podrían no desarrollarse.
Sin embargo, el aviso adquirió la categoría de advertencia de inundación durante la noche, una notificación que afectó a 30.000 personas. Una advertencia se emite cuando la inundación es inminente o está ocurriendo, según el servicio meteorológico.
El vicegobernador Dan Patrick dijo que el potencial de lluvias intensas e inundaciones cubría un área grande y “se hizo todo lo posible para advertirles que podrían tener lluvias intensas”.
Sin embargo, cuando se le preguntó sobre cómo se notificó a las personas en el condado de Kerr para que pudieran ponerse a salvo, el juez Rob Kelly, el principal funcionario electo del condado, dijo: «No tenemos un sistema de advertencia».

El año pasado, 145 personas murieron en inundaciones repentinas, según el servicio meteorológico. En promedio, durante los últimos 30 años, las inundaciones han cobrado 127 vidas anualmente.
Casi la mitad de las muertes relacionadas con inundaciones involucran autos. Las muertes por inundaciones afectan a todos los grupos de edad.
Muchas personas no se dan cuenta de que un vehículo se vuelve difícil de controlar con solo 15 centímetros de agua y puede ser arrastrado con tan solo 46 centímetros. En lugar de buscar un desvío, con demasiada frecuencia las personas intentan conducir a través del agua en pasos subterráneos u otras áreas bajas.
Este fenómeno puede presentarse en cualquier lugar, según el servicio meteorológico, que dice que “los arroyos y riachuelos normalmente tranquilos de tu barrio pueden convertirse en torrentes furiosos si una lluvia intensa cae sobre ellos”.
Un área puede inundarse incluso sin lluvia, si está aguas abajo de una tormenta torrencial y si un arroyo crecido se dirige hacia ella.
Huracanes, tormentas tropicales, sistemas meteorológicos no ciclónicos que provocan lluvias intensas y fallas de presas son algunos eventos meteorológicos que pueden causar inundaciones repentinas. Pueden ocurrir en áreas rurales o en grandes ciudades.

Schumer says century-old law forces Trump DOJ, FBI to release Jeffrey Epstein files by August deadline

Senate Minority Leader Chuck Schumer, D-N.Y., said Wednesday that Democrats invoked a century-old law to force President Donald Trump’s Department of Justice and the FBI to release the Jeffrey Epstein files.
At a press conference, Schumer said he joined all his Democratic colleagues on the Senate Homeland Security Committee in invoking «a century-old and little-known law known as the Rule of Five.» Under the federal law, Schumer said, «when any five senators on the Homeland Security Committee call on the executive branch, the executive branch must comply.»
Schumer said their request «covers all documents, files, evidence and other materials» in possession of the DOJ and the FBI related to the case of the United States v. Jeffrey Epstein.
«While protecting the victims’ identities can and must be of top importance, the public has a right to know who enabled, knew of, or participated in one of the most heinous sex trafficking operations in history,» Schumer said.

He pointed to past statements from Attorney General Pam Bondi and FBI Director Kash Patel promising transparency, but argued the public has only received «stonewall, evasion, lies.»
«Donald Trump campaigned on releasing the Epstein files. He broke that promise,» Schumer continued. «Trump should stop hiding from the truth. He should stop hiding from the American people. So today, Senate Democrats took action. We’re invoking federal law and using our authority as a check on the executive to compel transparency.»
«It’s not a stunt. It’s not symbolic. It’s a formal exercise of congressional power under federal law. And we expect an answer from DOJ by August the 15th,» the top Senate Democrat continued. «That’s what accountability looks like. This is what oversight looks like. And this is what keeping your promises to the American people look like.»
He also appealed to Senate Republicans.
«If you believe in transparency, if you believe Congress has a role to play in checking the executive, join us. Join us in calling for more transparency on the Epstein files, because once there’s transparency, the truth emerges,» Schumer said.
The DOJ did not immediately respond to a request for comment from Fox News Digital.
Schumer initially made the announcement during a speech on the Senate floor earlier Wednesday. The top Democrat argues that he and four other senators can force the Department of Justice to release the files to the public.

Wednesday’s floor speech was Schumer’s second in the past few days focusing on the Epstein files. He also called on the FBI to conduct a counterintelligence threat assessment on the Epstein case on Tuesday.

He argued the FBI assessment should accomplish three things: determine if foreign intelligence agencies could gain access to the information «the president does not want to release in the Epstein files, through methods that include cyber intrusion;» identify any vulnerabilities that could be exploited by foreign intelligence agencies with access to non-public information in the Epstein files, «including being able to gain leverage over Donald Trump, his family, or other senior government officials;» and result in the FBI publicly showing that the bureau is «developing mitigation strategies to counter these threats and safeguard our national security.»

Trump says Ukrainians can likely stay in US following months of uncertainty

President Donald Trump has said he will likely allow Ukrainians who have fled the war with Russia to remain in the U.S., ending months of uncertainty over whether they would be forced to leave.
«I think we will, yeah, I do, I think we will,» Trump said Tuesday evening from the White House in response to a question by reporters regarding whether he will allow Ukrainians to remain in the U.S. until the war ends.
«We have a lot of people that came in from Ukraine, and we’re working with them,» he added.

TRUMP ISSUES FIRM 10-DAY DEADLINE TO PUTIN TO END WAR
Concern over the temporary protected status (TPS) afforded to roughly 240,000 Ukrainians who fled the war to the U.S. under the government program known as Uniting for Ukraine (U4U), first implemented in April 2022, has been heightened since the first day that Trump entered office in January when he issued the executive order titled «Securing our Borders.»
Eight days later, on Jan. 28, the Department of Homeland Security (DHS) confirmed that the order had paused the government program, barring additional Ukrainians from entering the U.S. under those protections.
However, even as TPS remained in place for Ukrainians already stateside, concern remained high amid reports in March that the president was considering the removal of this protection status.

White House press secretary Karoline Leavitt responded to the reporting by Reuters and called it «fake news» before adding «no decision has been made at this time.»
However, when asked about the reporting later that day, Trump said, «We’re certainly not looking to hurt them.
«And I’m looking at that, and there were some people that think that’s appropriate, and some people don’t, and I’ll be making a decision pretty soon,» he added.
Confusion remained after DHS in April reportedly distributed an email to some Ukrainians under the TPS program notifying them that their status had been revoked, and they would need to leave the country within seven days.
DHS later confirmed this was sent in error, but the mistake highlighted the uncertainty that persisted for months.

The latest assurances by Trump come as he has grown increasingly frustrated with Russian President Vladimir Putin’s continued attacks on civilian populations in Ukraine despite U.S. attempts to forge a ceasefire.
Trump on Tuesday also announced that Putin has 10 days to enter into some sort of peace deal with Ukraine or face secondary sanctions on its chief commodity – oil.
Neither the White House nor DHS immediately responded to Fox News Digital’s questions regarding the president’s recent announcement, and it remains unclear if the U4U program could also be reopened to other Ukrainian citizens as the war continues.
