EEUU eliminó la exención de aranceles para productos de bajo costo importados desde China y Hong Kong

Estados Unidos eliminó este viernes la conocida exención ‘de minimis’ para las importaciones de productos provenientes de China y Hong Kong cuyo valor sea inferior a 800 dólares.
Esta exención, que anteriormente permitía la entrada sin aranceles de paquetes de bajo valor, había beneficiado en particular a gigantes del comercio electrónico como Temu y Shein, entre otros.
El presidente Donald Trump firmó un decreto ejecutivo en el que estableció que la eliminación de la exención entraría en vigor a las 00:01 horas del 2 de mayo. Según esta orden, las mercancías importadas enviadas por medios distintos a la red postal que tengan un valor igual o inferior a 800 dólares pasarán a estar sujetas a todos los aranceles aplicables, mientras que los envíos postales con un valor igual o inferior a 800 dólares estarán sujetos a un arancel del 30% de su valor o 25 dólares por envío, monto que aumentará a 50 dólares por envío a partir del 1 de junio.
La Hinrich Foundation, organización con sede en Asia, recordó que la disposición ‘de minimis’, conocida oficialmente como la Sección 321 de la Ley Arancelaria de 1930, fue creada en un contexto muy distinto al actual. Su propósito original era evitar las molestias a los turistas estadounidenses que llevaban recuerdos a casa.
Sin embargo, con el auge del comercio electrónico, especialmente de compañías chinas como Shein, Temu y AliExpress de Alibaba, esta exención comenzó a jugar un rol crucial al permitir que los bienes de bajo valor pasaran por trámites y costos simplificados, impulsando el crecimiento de los pequeños y medianos exportadores.

La exención estuvo bajo el escrutinio en los últimos años debido al incremento del comercio electrónico chino, que hizo que grandes volúmenes de productos de bajo valor llegaran sin aranceles a EEUU, lo que generó preocupaciones sobre la competencia desleal y la falta de control en los envíos, sometidos a inspecciones más laxas que otros productos.
Según datos de la Oficina de Aduanas y Protección Fronteriza (CBP), EEUU procesó más de 1.300 millones de envíos ‘de minimis’ en 2024, lo que representó un crecimiento vertiginoso desde los 139 millones procesados en 2015.
De acuerdo con la Casa Blanca, la CBP procesa más de cuatro millones de envíos ‘de minimis’ cada día, una cifra que refleja la magnitud del comercio electrónico transfronterizo.
El fin de la exención fue enmarcado por Washington dentro de su lucha contra el rol de China en la crisis de los opioides sintéticos en Estados Unidos, y se presentó como un “paso fundamental para contrarrestar la actual emergencia sanitaria” derivada del flujo ilícito de estos productos hacia el país.
Las autoridades estadounidenses vinculan en parte el aumento de opioides sintéticos en el mercado estadounidense con las importaciones que llegaban sin aranceles a través de este mecanismo.

Por su parte, la Federación de la Industria Ligera de China criticó severamente la eliminación de la exención, indicando que esta decisión “socava en gran medida el orden comercial normal entre China y Estados Unidos“. El organismo señaló que esta medida “afecta gravemente a la industria global” y “perjudica enormemente los derechos e intereses de los consumidores, incluidos los estadounidenses”.
Con la eliminación definitiva de la exención ‘de minimis’, el comercio electrónico transfronterizo, especialmente con China, experimentará ajustes significativos. A partir del 2 de mayo, los comerciantes de bienes de bajo valor deberán enfrentarse a una nueva realidad en la que los productos importados a EEUU estarán sujetos a tarifas mucho más altas, lo que podría afectar tanto a las empresas chinas como a los consumidores estadounidenses que se benefician de productos más baratos.

Chimney installed on Sistine Chapel’s roof ahead of conclave to pick Pope Francis’ successor

The chimney that will let the world know when cardinals have chosen a successor to Pope Francis was installed Friday on the roof of the Sistine Chapel.
Firefighters were seen putting up the fixture ahead of the conclave set to begin next Wednesday.
During a conclave, cardinals vote through a secret ballot. A two-thirds majority is required for the election. After each round of submissions, ballots are read aloud and then burned. The ashes are used to notify audiences around the world and onlookers in St. Peter’s Square of the election’s status.
Black smoke from the Sistine Chapel at the Vatican indicates a new round of voting is set to happen. White smoke signals a new leader of the Roman Catholic Church is selected.

The Sistine Chapel has been closed to the public for more than a week now as the Vatican is preparing for the conclave.
Pope Francis died on April 21 at the age of 88.

AOC draws spotlight with Queens town hall as 2028 White House talk swirls

Rep. Alexandria Ocasio-Cortez, D-N.Y., is hosting an in-person town hall in Jackson Heights, Queens, on Friday night amid speculation she is considering a 2028 presidential run.
After speaking at a May Day protest in New York City on Thursday, rejecting Trump’s agenda and warning protesters that Republicans «are going after Medicaid next,» Ocasio-Cortez is returning home to New York’s 14th congressional district to «share updates on her work in D.C., provide important constituent updates, and take questions from the audience.»
Ocasio-Cortez has been jet-setting across the United States with Sen. Bernie Sanders, I-Vt., on his «Fighting Oligarchy» tour. The campaign confirmed to Fox News Digital that Friday night’s town hall was originally scheduled for the April congressional recess, but had to be rescheduled because Ocasio-Cortez was sick. She posted an Instagram story two weeks ago apologizing for canceling.
Earlier this week, Ocasio-Cortez did not rule out 2028 presidential aspirations when asked by Fox News Digital about the viral video that had pundits guessing whether she were soft-launching her campaign.

«I think what people should be most concerned about is the fact that Republicans are trying to cut Medicaid right now, and people’s healthcare is in danger. That’s really what my central focus is,» the New York Democrat said when asked whether she is considering a run for president, despite President Donald Trump’s assurances that he wouldn’t cut Medicaid.

«I’m a girl from the Bronx,» Ocasio-Cortez said on a campaign-style stage in Idaho. «To be welcomed here in this state, all of us together, seeing our common cause, this is what this country is all about.»
Americans reposted Ocasio-Cortez’s video across X, pointing to the video as proof of her 2028 presidential ambitions. «Get ready America. Alexandria Ocasio-Cortez will almost undoubtedly run for president in 2028,» political reporter Eric Daugherty said in response to the video.

As rumors swirl over Ocasio-Cortez’s ambition for higher office, back at home in New York, a Siena College poll found that Senate Minority Leader Chuck Schumer’s favorability is down, at 39% among New York state voters questioned in the poll, which was conducted April 14 through 16. Meanwhile, Ocasio-Cortez’s favorability soared to 47%.
The longtime senator from New York faced pushback from the Democratic Party in March for supporting the Republican budget bill backed by Trump that averted a government shutdown and stirred up outrage among congressional Democrats who planned to boycott the bill.

That growing disapproval among Democrats was reflected in the poll, and the shifting perception comes as DNC vice chair David Hogg, through his political arm, Leaders We Deserve, faced blowback from the DNC for investing $20 million into electing younger Democrats to safe House Democrat seats.
Ocasio-Cortez raked in a massive $9.6 million over the past three months. The record-breaking fundraising haul was one of the biggest ever for any House lawmaker. Ocasio-Cortez’s team highlighted that the fundraising came from 266,000 individual donors, with an average contribution of just $21.
