Speaker Johnson moves on Senate’s Trump budget bill as House GOP rebels threaten to defect

House Republican leaders are rallying GOP lawmakers around a plan to enact a broad swath of President Donald Trump’s agenda, after the legislation was passed by the Senate in the early hours of Saturday morning.
«More than a year ago, the House began discussing the components of a reconciliation package that will reduce the deficit, secure our border, keep taxes low for families and job creators, reestablish American energy dominance, restore peace through strength, and make government more efficient and accountable to the American people. We are now one step closer to achieving those goals,» Speaker Mike Johnson, R-La., and his top lieutenants wrote to House Republicans.
«Today, the Senate passed its version of the budget resolution. Next week, the House will consider the Senate amendment.»
Congressional Republicans are pushing a conservative policy overhaul via the budget reconciliation process. Traditionally used when one party holds all three branches of government, reconciliation lowers the Senate’s threshold for passage on certain fiscal measures from 60 votes to 51.

As a result, it’s been used to pass sweeping policy changes in one or two massive pieces of legislation.
Senate Republicans passed a framework for a reconciliation bill just after 2 a.m. ET on Saturday, after hours of debate and votes on amendments to the measure.
It’s similar to the version House Republicans passed in late February; but mechanisms the Senate used to avoid factoring in the cost of extending Trump’s 2017-era tax cuts as well as a lower baseline for required federal spending cuts has some House conservatives warning they could oppose the bill.
The Senate’s version calls for at least $4 billion in spending cuts, while the House’s version mandates a floor of $1.5 trillion to $2 trillion.
Both bills also include Trump priorities on border security, energy, and new tax policies like eliminating penalties on tipped and overtime wages.
«If the Senate’s ‘Jekyll and Hyde’ budget is put on the House floor, I will vote no,» Rep. Chip Roy, R-Texas, wrote on X.
«In the classic ways of Washington, the Senate’s budget presents a fantastic top-line message – that we should return spending back to the pre-COVID trajectory (modified for higher interest, Medicare, and Social Security) of $6.5 Trillion, rather than the current trajectory of over $7 Trillion – but has ZERO enforcement to achieve it, and plenty of signals it is designed purposefully NOT to achieve it.»

But House GOP leaders insist that the Senate’s passage of its framework simply allows the House to begin working on its version of the bill passed in February – and that it does not impede their process in any way.
«The Senate amendment as passed makes NO CHANGES to the House reconciliation instructions that we voted for just weeks ago. Although the Senate chose to take a different approach on its instructions, the amended resolution in NO WAY prevents us from achieving our goals in the final reconciliation bill,» the letter said.
«We have and will continue to make it clear in all discussions with the Senate and the White House that—in order to secure House passage—the final reconciliation bill must include historic spending reductions while protecting essential programs.»

House GOP leaders have pointed out that passing a framework is just the first step in a long process, one that just lays out broad instructions for how money should be spent.
Now that similar frameworks have passed the House and Senate, the relevant congressional committees will work out how to achieve the final reconciliation policy goals under their given jurisdictions.
«We have made it clear the House will NOT accept nor participate in an ‘us versus them’ process resulting in a take it or leave it proposition from the Senate,» House leaders warned.
«Immediately following House adoption of the budget resolution, our House and Senate committees will begin preparing together their respective titles of the reconciliation bill to be marked up in the next work period.»
The letter reiterated Johnson’s earlier goal of having a bill on Trump’s desk by the end of May.

House Budget Committee Chairman Jodey Arrington, R-Texas, called the Senate’s resolution «unserious and disappointing,» noting it only mandated $4 billion in «enforceable cuts.»
He vowed to work with congressional leaders to find the best path forward, however.
«I am committed to working with President Trump, House leadership, and my Senate counterparts to address these concerns and ensure the final reconciliation bill makes America safe, prosperous, and fiscally responsible again,» Arrington said.

China busca afianzar sus relaciones en el sudeste asiático en medio de la tensión comercial con Estados Unidos

El presidente chino, Xi Jinping, llegó a Camboya el jueves para una visita de Estado de dos días que representa una oportunidad para fortalecer aún más las ya sólidas relaciones de China con su aliado más cercano en el Sudeste Asiático.
Esta visita, la primera de Xi desde 2016, concluye una gira por tres países que incluyó paradas en Vietnam y Malasia. China ha incrementado su influencia en la región durante la última década, principalmente mediante el ejercicio de su considerable influencia económica.
El primer ministro camboyano, Hun Manet, describió recientemente a Beijing como “un amigo importante e indispensable de Camboya que ha contribuido al desarrollo económico y social del país”.
Xi fue recibido en el aeropuerto de Phnom Penh, la capital de Camboya, por el rey Norodom Sihamoni, quien posteriormente le concedió una audiencia real. Xi también se reunió posteriormente con el primer ministro Hun Manet y el presidente del Senado, Hun Sen, padre y predecesor de Hun Manet como primer ministro.

“Xi Jinping ahora puede realizar la gira con la autoridad moral y la buena voluntad de un amigo excepcionalmente fiel y un socio comercial confiable”, añadió la académica.
Además de abordar las relaciones bilaterales y asuntos regionales e internacionales, Hun Manet declaró en la aplicación de mensajería Telegram que él y Xi presidieron la firma de 37 documentos sobre inversión, comercio, educación, finanzas, información, trabajo juvenil, agricultura, salud, recursos hídricos, turismo, asuntos de la mujer y otros temas.
La visita de Xi coincidió con el 50º aniversario de la toma de Camboya el 17 de abril de 1975 por los Jemeres Rojos comunistas, quienes impusieron un régimen de terror con políticas de inspiración maoísta que provocaron la muerte de aproximadamente 1,7 millones de camboyanos por hambre, exceso de trabajo o ejecuciones.
Beijing fue el principal apoyo extranjero a los Jemeres Rojos y los apoyó en la guerra de guerrillas incluso después de su derrocamiento en 1979 por la invasión de Vietnam, aunque estos antecedentes rara vez se mencionan en ninguno de los dos países.

Trump admin imposes sanctions against Bank of Yemen for supporting Houthis

The Trump administration announced sanctions against the International Bank of Yemen Y.S.C. (IBY) on Thursday for its financial support of Houthi terrorists.
Along with the bank, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is sanctioning key leaders of IBY, like its Chairman of the Board of Directors Kamal Hussain Al Jebry; Executive General Manager Ahmed Thabit Noman Al-Absi and Deputy General Manager Abdulkader Ali Bazara. By sanctioning IBY, the U.S. hopes to stop Houthi attacks on commercial ships in the Red Sea.
«Financial institutions like IBY are critical to the Houthis’ efforts to access the international financial system and threaten both the region and international commerce,» Deputy Secretary of the Treasury Michael Faulkender said. «Treasury remains committed to working with the internationally recognized government of Yemen to disrupt the Houthis’ ability to secure funds and procure key components for their destabilizing attacks.»
Based in Sana’a, Yemen, the IBY is controlled by the Iran-backed Houthis and provides the group with access to the bank’s Society for Worldwide Interbank Financial Telecommunications (SWIFT) network to make international financial transactions, the Treasury said.

The IBY, for instance, has allegedly aided Houthi businesses and officials to pursue oil on the SWIFT network, while also facilitating attempts by the terrorist group to evade sanctions oversight.
Under Thursday’s sanctions, all property and interests in property of the leaders named, that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. Additionally, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked.

U.S. State Department spokesperson Tammy Bruce spoke about the sanctions during a press briefing Thursday, sending a message to anyone who supports foreign terrorist organizations like the Houthis.

«The United States is committed to disrupting the Houthi financial networks and banking access as part of our whole-of-government approach to eliminating Iran’s threat network,» she said. «Moreover, we can confirm the reporting that Chang Guang Satellite Technology Company Limited (CGSTL) is directly supporting Iran-backed Houthi terrorist attacks on U.S. Interests. Their actions and Beijing’s support of the company, even after our private engagements with them, is yet another example of China’s empty claims to support peace.
She continued, urging partners of the U.S. to judge the Chinese Communist Party and Chinese companies on their actions, and not just their words.

«Restoring freedom of navigation in the Red Sea is a priority to President Trump,» Bruce said. «Beijing should take this priority seriously when considering any future support of CGSTL.
