Biden’s doctor thought cognitive tests were ‘meaningless,’ ex-aide Bruce Reed told investigators

Former White House physician Kevin O’Connor previously dismissed cognitive tests as «meaningless,» ex-Biden administration aide Bruce Reed told House investigators on Tuesday, according to a source familiar with the proceedings.

Reed, who served as White House deputy chief of staff for policy, is the ninth member of former President Joe Biden’s inner circle to sit down with House Oversight Committee lawyers.

A source familiar with his interview told Fox News Digital that Reed attributed Biden’s disastrous 2024 debate performance against then-candidate Donald Trump to the former president’s stutter, a condition that’s been well-documented and Biden himself has publicly acknowledged. 

But his meandering and seemingly tired demeanor on stage with Trump alarmed both Democrats and media pundits, who saw it as a glaring sign of Biden’s advanced age. It precipitated both a public and private push by left-wing lawmakers to get Biden to drop out of the race — which he did in July 2024.

When asked whether public concerns about Biden’s mental acuity were legitimate, however, the source told Fox News Digital that Reed said he believes Americans should not have had any concerns about the ex-president’s mental faculties.

Reed also told investigators that «the president’s communications team anticipated that the issue of a cognitive test would likely be raised» in Biden’s interview with ABC News host George Stephanopoulos following the debate.

«Mr. Reed further explained that President Biden’s physician, Dr. Kevin O’Connor, dismissed cognitive tests as ‘meaningless,’» the source said.

O’Connor was among the first former White House officials summoned by House investigators, and sat down with them last month after being compelled via subpoena.

But his sit-down lasted less than an hour, with the doctor opting to invoke the Fifth Amendment to avoid answering all questions but his name. His lawyers said at the time that was due to concerns about violating doctor-patient confidentiality. 

In his own interview Tuesday, Reed also defended the Biden 2024 campaign’s preference to hold the debate earlier than typical for a presidential cycle, the source said.

«During his interview, Mr. Reed stated that the decision to hold the debate early was a deliberate strategy to get ahead of early voting and the Olympics. He emphasized that the campaign’s push for the early debate was unrelated to concerns about President Biden’s age,» the source said.

Excerpts of Reed’s opening statement to investigators, obtained by Fox News Digital via a second source familiar with the interview, show he emphatically defended Biden’s cognitive abilities.

«While I can only speak to my own observations, I had the benefit of working with President Biden nearly every day of his presidency. Despite his age, President Biden maintained an unrelenting work ethic, embraced complex policy issues, and approached decisions with diligence and deliberation,» Reed said, according to the source.

Reed also described Biden as «a demanding boss who routinely grilled staff members on a topic until he reached the limits of our knowledge so he could judge whether to have confidence in our advice,» though «that didn’t mean he’d take it.»

«From the first days in the White House to the last, President Biden governed the same way he’d gotten there, by trusting his own values and instincts,» Reed said, according to the source.

«There is no tougher test than the presidency: President Biden asked tough questions, made tough decisions, and led his country well in challenging times for the nation and the world.»

Chairman James Comer, R-Ky., is probing whether Biden’s senior aides worked to cover up evidence of mental decline in the former president, and whether that meant Biden was not making the final decision on executive matters signed by autopen.

Of particular interest to Comer is the myriad of clemency orders Biden signed in the latter half of his presidency, though the former president told The New York Times last month that he was behind every decision.

His allies have also dismissed Comer’s probe as purely political.

Fox News Digital reached out to Reed’s counsel and lawyers for O’Connor for comment but did not hear back by press time.

Hace apenas cinco años, el mapa energético mundial era un tablero con múltiples jugadores. Rusia suministraba a Europa 150.000 millones de metros cúbicos de gas natural a través de gasoductos que llevaban décadas operando. Irán y Venezuela vendían crudo pesado a China fuera del sistema financiero del dólar. Qatar abastecía una quinta parte del GNL mundial desde Ras Laffan, la mayor planta de licuefacción del planeta. China construía la Ruta de la Seda con un corredor terrestre a través de Irán, Irak y Siria que le permitía sortear los estrechos marítimos controlados por la armada norteamericana. El mundo tenía opciones. Y cuando un comprador tiene opciones, el vendedor no tiene poder.

Hoy ese tablero es irreconocible. Si dejamos de ver los eventos geopolíticos de los últimos cuatro años como episodios aislados y los observamos como una secuencia única, la arquitectura de una gran estrategia estadounidense se vuelve visible.

El primer movimiento fue Europa. El conflicto en Ucrania proporcionó la justificación para sanciones que redujeron el gas ruso de gasoducto de 150.000 millones de metros cúbicos a 40.000 millones. Luego se destruyó el Nord Stream y se eliminó toda posibilidad de retorno. Estados Unidos pasó de suministrar el 28% del GNL europeo en 2021 al 58% en 2025, exportando un récord de 111 millones de toneladas métricas, el primer país de la historia en superar los 100 millones. Europa dejó de ser un cliente con alternativas para convertirse en un mercado cautivo que compra su supervivencia en dólares.

El segundo movimiento fue Siria. La caída de Assad cortó el nodo crítico que conectaba la Ruta de la Seda china con el Mediterráneo. El ferrocarril trilateral entre Irán, Irak y Siria, diseñado para eludir los cuellos de botella marítimos occidentales, quedó destruido. Esto aisló geográficamente a Irán y despejó el camino para lo que vino después.

El tercero fue Venezuela. En enero de este año, Estados Unidos tomó efectivamente el control de las mayores reservas de crudo pesado del mundo. La costa del Golfo norteamericano tiene el complejo de refinación más avanzado del planeta, construido específicamente para procesar crudo pesado y ácido. Phillips 66, Valero y el resto están ahora posicionados para refinar cientos de miles de barriles diarios de crudo venezolano. Estados Unidos capturó una reserva estratégica masiva y consolidó su posición como exportador dominante de productos refinados de petróleo, una industria de 110.000 millones de dólares solo en 2025.

Venezuela e Irán eran los dos grandes canales de suministro petrolero que existían fuera del sistema del dólar. Ambos producían crudo pesado vendido principalmente a China y fuera de la supervisión financiera estadounidense. Ambos están siendo neutralizados en un plazo de 90 días.

Lo cual nos lleva al cuarto movimiento: Irán y el shock energético en Oriente Medio. Israel atacó el campo de gas South Pars, el mayor yacimiento de gas natural del mundo. Irán respondió contra Ras Laffan en Qatar. La propia evaluación de QatarEnergy indica que el 17% de su capacidad exportadora se ha perdido y la recuperación tardará hasta cinco años. El Estrecho de Ormuz está cerrado. Los precios del gas europeo subieron un 70%. Los precios spot asiáticos se duplicaron. El único proveedor a escala que queda en pie es Estados Unidos.

Si Irán cae y se instala un gobierno sucesor bajo influencia norteamericana, aproximadamente entre 40 y 45 millones de barriles diarios de producción global, de un total de 103 millones, quedarán efectivamente bajo control estadounidense. La OPEP se vuelve irrelevante porque la coalición norteamericana pasa a ser el productor marginal. Y esto va más allá del petróleo. Lo que estamos presenciando es la evolución del sistema del petrodólar hacia un híbrido petróleo/GNL dólar. El viejo sistema se construyó sobre el crudo saudí cotizado en dólares. El nuevo se construye sobre crudo americano más gas americano desde la costa del Golfo, sin proveedor alternativo de escala comparable. La dependencia es más profunda porque la infraestructura de GNL requiere contratos a largo plazo y terminales de regasificación que atan a los compradores durante décadas. Europa y los aliados del Pacífico, Japón, Corea del Sur y Taiwán, no pueden cambiar de proveedor. No queda hacia dónde girar. Están encerrados en el sistema energético norteamericano.

El mercado lo confirma. El índice del dólar subió de 96 a 101. El oro cayó cerca de un 20% desde su máximo histórico de enero. Bitcoin bajó un 20% en el año. El Brent supera los 100 dólares. Las instituciones europeas y asiáticas están liquidando metales preciosos y criptomonedas para comprar dólares porque necesitan dólares para comprar la única fuente de energía a escala que queda. El mundo está vendiendo su oro para comprar energía americana en moneda americana.

Pero la estrategia tiene una capa más profunda, y es la que considero más importante. La inteligencia artificial es una industria física. Funciona con electricidad y chips. Los centros de datos requieren enormes volúmenes de electricidad ininterrumpida, proporcionada principalmente por gas natural. La fabricación de semiconductores necesita helio y tierras raras. Al cerrar el Estrecho de Ormuz y paralizar la producción de GNL y helio en Oriente Medio, Estados Unidos está degradando sistemáticamente la capacidad de China para alimentar sus centros de datos y fabricar semiconductores a escala. Estados Unidos es autosuficiente energéticamente, especialmente con las reservas venezolanas recién capturadas y la creciente capacidad de la costa del Golfo con gas doméstico. China, en cambio, depende de importaciones y cada julio que importa ahora transita por puntos de estrangulamiento que controla la armada norteamericana. Irán era el bypass energético terrestre de la Ruta de la Seda, el corredor que permitía a China mitigar la trampa de Malaca. Con Irán neutralizado, ese corredor está cortado. China enfrenta un mundo donde su infraestructura de computación compite por sobras en un mercado global de GNL agotado, mientras los centros de datos americanos funcionan a plena capacidad con energía doméstica.

Rusia es el siguiente en la secuencia. Un Irán de posguerra reabierto bajo influencia norteamericana compite directamente con Rusia por las mismas refinerías en China e India, a menor costo. Rusia pierde su última ventaja estructural en crudo pesado y su línea de vida económica. Al mismo tiempo, bajo la cobertura de la guerra en Irán, Ucrania ha estado destruyendo infraestructura energética rusa. El mensaje desde Washington se vuelve muy simple: desmantelamos dos regímenes en tres meses, tu economía está a punto de colapsar, firma el acuerdo sobre Ucrania.

Y entonces Trump se sienta con Xi teniendo todas las cartas. Dominio energético completo. El híbrido petro/GNL dólar fortalecido. Irán despejado. Rusia acorralada. China enfrentando la trampa de Malaca completamente cerrada sin ningún bypass energético restante.

Israel y los países del Golfo están absorbiendo el costo cinético de un conflicto cuyo principal beneficiario, contrario a la narrativa predominante, es Estados Unidos. Qatar fuera de línea durante cinco años reprecia todo el mercado global de gas a favor de los exportadores norteamericanos por lo que resta de la década. Los estados del Golfo enfrentan años de reconstrucción. Europa enfrenta su segunda crisis energética en cuatro años. El americano promedio puede enfrentar inflación moderada temporal y gasolina más cara. Pero si eres el arquitecto del imperio estadounidense y consideras el ascenso de China y la superinteligencia artificial china como un escenario existencial donde el ganador se lleva todo, el daño colateral es un costo aceptable.

Quien controla los corredores energéticos controla el sistema monetario. Quien controla el sistema monetario y el suministro energético simultáneamente controla la infraestructura de computación que determina qué civilización construye primero la superinteligencia artificial. Estados Unidos está tomando los tres.

Israel says Iranian leader who ordered Strait of Hormuz closure killed in targeted strike

«Tonight, in a precise and lethal operation, the IDF eliminated the Commander of the IRGC Navy, Tangsiri, along with senior members of the naval command,» Katz noted, according to a translation from Hebrew. «The man who was directly responsible for the terrorist act of mining and blocking the Strait of Hormuz to navigation has been targeted and eliminated.»

«This is a clear message to all senior officials of the Iranian IRGC terror organization currently ruling Iran: The IDF will hunt and eliminate you one by one. I congratulate the IDF on a perfect execution,» Katz indicated. «This is also significant news for our American partners, as an expression of the IDF’s assistance in reopening the Strait of Hormuz and the historic partnership between U.S. President Donald Trump and Prime Minister Benjamin Netanyahu, and between our two countries and two armies.»

The strike was executed based on American and Israeli intelligence, a senior Israeli official indicated to Fox News.

«The head of Iran’s Revolutionary Guard Navy, Alireza Tangsiri, who directly commanded the closure of the Strait of Hormuz — one of the world’s most critical energy chokepoints — was targeted in a strike overnight, along with his senior operational leadership, including intelligence and operations chiefs, at a covert naval command center,» the official noted. «This targeted strike was based on U.S. and Israeli intelligence and continues to demonstrate how deeply it is capable of penetrating.»

Cornyn counters Paxton with wave of GOP endorsements as party warns critical Texas seat at risk

FIRST ON FOX: Sen. John Cornyn, R-Texas, has received a slate of 18 new endorsements from Texas Republicans in the latest development in the bitter primary runoff between him and challenger state Attorney General Ken Paxton.

Texas Republican congressmen Randy Weber, Nathaniel Moran and Roger Williams, influential GOP state Rep. Matt Shaheen, and former Texas House Speaker Dade Phelan are among the latest lawmakers to back Cornyn over Paxton.

This primary has become increasingly bruising, with the rivals lobbing more personal attacks at each other after neither candidate achieved the 50% threshold needed to secure the GOP nomination in the March primary. Meanwhile, the stakes are high for the Republican Party, as Democrats believe candidate James Talarico, a state representative and rising star, has an opening to flip the seat for the first time in decades. Such an upset would be devastating for the GOP’s chances of retaining a majority in the upper chamber and could impact President Donald Trump’s agenda for the remainder of his term.

Cornyn, a top Senate Republican who has held the seat since 2002, responded to the new endorsements by telling Fox News Digital, «I’m honored to have the endorsement of many longtime friends in Texas politics, whom I have gotten to know during our time in office and with whom I’ve been proud to work.»

The senator said that he has «always worked hard to earn the trust of our elected officials, so we can roll up our sleeves and work together for the betterment of all Texans.»

He added that he looks forward to «continuing our important work together upon my re-election to the United States Senate.»

In total, 30 prominent Republican legislative leaders from Texas have publicly backed Cornyn, evidencing strong support for the incumbent among party leadership. He has received the support of more than 500 current and former Texas elected officials. Outside Texas, Cornyn has also received the backing of Senate Majority Leader John Thune, R-S.D., the National Republican Senatorial Committee and the National Border Patrol Council.

In a statement shared with Fox News Digital, Weber said Cornyn «has been a tireless fighter for Texas energy, standing up for our oil and gas industry and working to unleash American energy dominance.»

Weber said he is «proud» to support Cornyn «because he will continue fighting to protect our energy producers and keep Texas leading the way.»

Shaheen emphasized the importance of the GOP not losing the Senate seat in November, writing, «As someone with a Democrat challenger this November, I understand how vital it is that John Cornyn be our U.S. Senate nominee, otherwise election losses for Republicans could be disastrous.»

He emphasized that Cornyn «has never lost an election,» and said that «with him at the top of the ballot, he will defeat James Talarico and lift up Republicans in down-ballot races.»

Meanwhile, Paxton, who has served as Texas attorney general since 2015, also has strong grassroots support. Last week, Paxton received a slate of 13 new state-level endorsements, including several prominent legislators. This brought his total number of endorsements from Texas Republican leaders to 250, a list that includes congressmen Lance Gooden and Troy Nehls. He has been endorsed by Turning Point USA and the NRA Political Victory Fund.

Fox News Digital reached out to Paxton’s campaign for comment.

After receiving the new endorsements last week, Paxton told Fox News Digital that «the momentum behind our campaign continues to grow stronger every single day.»

He said that «Texans are ready for a change and are ready to be represented by an America First warrior who is going to work tirelessly to help Texas and support President Trump,» adding, «That’s exactly what I’ve done as Attorney General, and it’s what I’ll continue to do as our next United States Senator.»

Noticeably absent from the list of supporters for either candidate is Trump, who, despite saying he likes both, has not officially endorsed. He has hinted that he would endorse «soon.»

He recently suggested that the SAVE America Act, a voting integrity bill being debated in the Senate, will play a role in his endorsement decision.

«A lot has to do with the SAVE America Act,» Trump said, according to NBC News. «A lot is going to determine — Republicans have to get that passed, because that will secure voting in this country.»

Cornyn, who co-sponsored an earlier version of the SAVE America Act, recently authored an opinion piece in The New York Post titled «Why the SAVE Act matters more than the filibuster.» In the piece, he advocated for passing the measure through «whatever changes to Senate rules may prove necessary.» This marks a break from his previous support for the filibuster, which many lawmakers consider a necessary guardrail against majoritarian rule.

Cornyn argued that «the Senate rules will change eventually, whether Republicans like it or not,» and that «this leaves conservatives with two options. We can either unilaterally disarm, or we can stand and fight.»

«We can let the Democrats keep obstructing today and then smash the rules the first chance they get, or we can act now and use the mandate the American people gave this president and this Congress to secure our elections, protect our homeland and bring back common sense,» wrote Cornyn, adding, «The answer is clear: We need to stand, fight and win.»

«Democrats started this fight. Now Republicans should finish it,» said Cornyn.
