The Senate is moving toward a test vote tonight to break a filibuster on a new GOP spending plan. This test vote is not to be underestimated. If the Senate breaks a filibuster on the test vote tonight, it’s likely the government shutdown is just a few days from ending.
Here’s what we expect:
Sometime between 8 and 10 pm EST, the Senate will take the test vote to break the filibuster on the revised GOP spending package. The revamped bill re-opens the government through at least January 30. That buys lawmakers time to work on individual spending bills. However, the package includes full spending bills until next fall for the Department of Agriculture, veterans and military construction programs plus Congress.
It’s about the math. Sixty yeas are needed to break a filibuster Republicans believe they can get a group of Democrats to side with them to at least break the filibuster.
SENATE COULD TAKE TEST VOTE ON NEW SPENDING BILL AS EARLY AS SUNDAY AFTERNOON

FOX is told to keep an eye on these senators who caucus with the Democrats: Sens. Tim Kaine, D-Va., Mark Warner, D-Va., Raphael Warnock, D-Ga., Jon Ossoff, D-Ga., John Fetterman, D-Pa., Catherine Cortez Masto, D-Nev., Angus King, I-Maine, and Jeanne Shaheen, D-N.H. Also keep an eye on Senate Minority Whip Dick Durbin, D-Ill., has expressed interest in opening the government.

In addition, it is unclear if Sen. Rand Paul, R-Ky., could vote yes. Paul previously voted to block the old GOP funding plan. A potential yea or nay vote by Paul could determine how many Democrats are needed to break the filibuster. After all, it’s about the math.
Voting to break the filibuster does not necessarily mean that these senators would eventually vote for the underlying bill. However, Republicans can haul the freight on their own with a simple majority and won’t need any Democrats for final passage.
What happens if the Senate scores 60 yeas? By the book, it would take until NEXT weekend to get to a final vote on the bill. But that probably doesn’t happen.
There are two schools of thought:
One school says that Democrats are frustrated with one another and just want to get out of the Capitol. So it’s possible they could forge a time agreement and vote on final passage of the bill overnight tonight or maybe during the daylight hours on Monday.

The other school says Democrats are so mad over the health care capitulation that they require the Senate to burn significant time over the next few days and pass the bill mid-week.
Some Democrats are outraged that their colleagues may help out the GOP and re-open the government – without an ironclad agreement to re-up expiring Obamacare subsidies. This chasm will spark a Democratic civil war. House Democrats fumed at Senate Democrats for helping the GOP avoid a shutdown in March. This battle will only intensify between those who support the test vote tonight and those who were dug in on Obamacare.

Moreover, it’s entirely possible that Democrats blocked government funding for 40 days – and their own party threw them under the bus without a solution to the Obamacare problem.
However, Democrats pushing for the Obamacare assistance may have lost the battle – but could yet win the war. They have successfully put the health care affordability issue on the radar and could force Republicans and President Trump to address it. If they don’t Democrats may have secured a crucial issue ahead of next year’s midterms.
Here’s another factor:
Some rank-and-file Democrats are fuming at Senate Minority Leader Chuck Schumer, D-N.Y. Liberals raged at Schumer when he sided with the GOP in the spring. Now some think Schumer overcorrected and went too far this time. This could have consequences for leadership elections down the road.

So what changed for some Democrats?
The pressure of the shutdown was beginning to mount. It was a toxic combination of aviation delays (with the holidays looming), air traffic controllers off their jobs, federal workers missing paychecks, no distribution of SNAP benefits, Capitol Police officers and Congressional aides working without pay… you name it. Plus, some Democrats scored spending priorities important to them in the appropriations bills tacked on to the package. That’s what makes this measure different from the one which Democrats have blocked since late September. And, a new funding deadline of January 30 gives lawmakers the chance to finish the other spending bills and get their big asks into those bills. So, it was a combination of things which altered the equation.

El documento, respaldado por legisladores de ambos partidos y revisado por Reuters, se suma a una serie de advertencias previas desde Washington sobre el poder de China en los mercados internacionales de materias primas estratégicas.
El comité, presidido por el republicano John Moolenaar y respaldado por el demócrata Raja Krishnamoorthi, sostiene que la posición dominante de China en el procesamiento y comercialización de minerales críticos —como las tierras raras y el litio— dificulta que Estados Unidos y sus aliados puedan determinar el precio real de estos insumos clave. El informe surge luego de que China anunciara el viernes la suspensión, por un año, de las restricciones impuestas desde el 9 de octubre a la exportación de materiales estratégicos tales como tierras raras, componentes para baterías de litio y diamantes sintéticos industriales. De acuerdo con un breve comunicado del Ministerio de Comercio, la medida rige se extenderá hasta el 10 de noviembre de 2026.
Además, el G7 anunció, a inicios de mes en Toronto, el lanzamiento de 26 nuevos proyectos enfocados en disminuir la dependencia global de China en la cadena de suministro de minerales críticos. El ministro de Energía canadiense, Tim Hodgson, describió la iniciativa como un compromiso “claro y decidido” del bloque para promover una reforma en el mercado mundial de estos recursos estratégicos.
Representantes de Reino Unido, Canadá, Francia, Alemania, Italia, Japón y Estados Unidos participaron en la reunión. Las nuevas iniciativas contemplan alianzas con otros miembros del G7, aunque Estados Unidos aún no participó en acuerdos concretos.
Tae-Yoon Kim, encargado de la división de tierras raras en la Agencia Internacional de Energía, calificó la cita de Toronto como “una oportunidad importante para comenzar a redistribuir el poder del mercado”. En ese sentido, advirtió que “la fuerte concentración de refinado de los minerales críticos en un solo país (China) crea riesgos económicos y de seguridad nacional”.

President Donald Trump drew criticism from those within his «Make America Great Again» base after he reinvigorated debate on one of his party’s most controversial issues: H-1B visas.
The visas allow U.S. companies to hire highly skilled foreign workers for up to six years.
The issue resurfaced after Trump told Fox News’ Laura Ingraham in an interview that aired Tuesday that bringing foreign workers to the U.S. on H-1B visas is important to «bring in talent» to the U.S. While Ingraham argued that the U.S. has talent at home, Trump said that wasn’t the case.

«No, you don’t. No, you don’t. You don’t have, you don’t have certain talents, and people have to learn!» Trump said. «You can’t take people off an unemployment line and say I’m gonna put you into a factory where we’re gonna make missiles.»

Trump also defended past remarks endorsing allowing up to 600,000 Chinese students to come to the U.S. to Ingraham, claiming that they must study in the U.S. so U.S. colleges don’t «go out of business.»
While proponents of the program argue that the program is key to U.S. competitiveness, critics argue that the visa holders are taking away jobs from Americans.
Rep. Marjorie Taylor Greene, R-Ga., promptly spoke out against the statements, claiming that she is «America First and America Only.»
«I believe in the American people. I am one of you.I believe you are good, talented, creative, intelligent, hardworking, and want to achieve. I am solidly against you being replaced by foreign labor, like with H1Bs,» Greene said. «I am solidly against allowing foreign students into our colleges and universities, like 600,000 Chinese students, just to financially prop them up. If they fail, they fail. The system in place isn’t helping our young people anyway.»

Other Republicans weighed in and said the policy could play out poorly for the GOP in the 2026 midterms.

«This is insane—we’re going to lose the mid-terms so badly,» Anthony Sabatini, a Republican county commissioner in Florida, said in a Tuesday post on X. «We’ve never seen an administration crash & burn in its first year so badly—for no reason other than to appease donors and special interests.»
Meanwhile, the White House pointed to the Trump administration’s announcement in September that would require a $100,000 annual fee for companies seeking to obtain an H-1B visa. Likewise, the White House said that the Department of Labor launched Project Firewall in September in an attempt to ensure employers don’t abuse the H-1B visa process.
«The Trump administration is protecting American workers by restoring accountability in the H1-B process, ensuring that it is used to bring in only the highest-skilled foreign workers in specialty occupations and not low wage workers that will displace Americans,» White House spokeswoman Taylor Rogers said in a Wednesday statement to Fox News Digital.
The issue historically has been controversial within Trump’s base, particularly after Trump himself came out and backed H-1B visas, saying it was a «great program» and that he’s a «believer in H-1B» in an interview with the New York Post in December 2024.
SpaceX and Tesla CEO Elon Musk, who originally is from South Africa and used an H-1B visa to remain in the U.S., also said in December he would «go to war» on the issue.
«The reason I’m in America along with so many critical people who built SpaceX, Tesla, and hundreds of other companies that made America strong is because of H1B,» Musk said in a December 2024 post on X.
The comments and Trump’s support ignited backlash within the president’s own party. Original MAGA supporters like Steve Bannon, who previously served as Trump’s White House chief strategist, blasted the program in response and labeled it a «scam» in his podcast in December 2024.

He also promised to undermine Musk’s influence at the White House as Musk geared up to oversee the Department of Government Efficiency (DOGE) in a separate interview.

«This thing of the H-1B visas, it’s about the entire immigration system is gamed by the tech overlords, they use it to their advantage, the people are furious,» Bannon told Italian newspaper Corriere della Sera in January.
In the same interview, Bannon vowed to «run out» Musk from the White House and would make «it my personal thing to take this guy down.»

Members of the left also remain critical of the H-1B program. For example, Sen. Bernie Sanders, I-Vt., said that the program is used to replace U.S. workers and pay foreigners for less.
«The main function of the H-1B visa program is not to hire ‘the best and the brightest,’ but rather to replace good-paying American jobs with low-wage indentured servants from abroad,» Sanders said in a post on X in January. «The cheaper the labor they hire, the more money the billionaires make.»

Qué es el hielo XXI, el hallazgo que reescribe los límites de la física y podría revolucionar la exploración planetaria
Científicos del European XFEL, en Alemania, anunciaron hoy la creación de una nueva forma de hielo al comprimir agua entre diamantes, sin bajar la temperatura. El trabajo involucró a un equipo internacional de investigadores, que buscó simular condiciones presentes en las profundidades de planetas y lunas del sistema solar. Los especialistas emplearon presiones de hasta dos gigapascales y observaron la estructura cristalina resultante con técnicas de rayos X.
El procedimiento no requirió bajar la temperatura del agua. Los científicos colocaron una gota entre dos diamantes, aplicando presión extrema para transformar su estructura molecular. Este método alcanzó unas 20.000 veces la presión atmosférica normal, permitiendo el agrupamiento de las moléculas en una configuración inédita.
De acuerdo con DW, los pulsos de presión duraron milisegundos y se repitieron en más de mil ciclos, con breves pausas para observar los cambios. Utilizaron el láser de rayos X European XFEL, que registra imágenes a velocidades extremadamente altas.
La transformación produjo la fase conocida como hielo XXI. Se trata de la vigésima primera variante cristalina del agua identificada en laboratorio. La estructura de este nuevo hielo es más compacta que la del hielo común y solo permanece estable durante algunas decenas de microsegundos. Después, evoluciona hacia formaciones cristalinas reconocidas, como el hielo VI.
Según un comunicado del European XFEL, el hallazgo revela que altas presiones pueden modificar la estructura del agua incluso a temperatura ambiente. El equipo empleó la celda de yunque de diamante, un instrumento capaz de reproducir condiciones semejantes al interior de las lunas heladas, como Titán o Ganímedes. La compresión rápida del agua permitió observar cómo se formaba hielo XXI antes de su transición a fases conocidas.
De acuerdo con Geun Woo Lee, investigador líder del Instituto Coreano de Investigación de Estándares y Ciencia (KRISS), el hielo XXI representa una etapa intermedia, un “camino oculto” en la transformación del agua al hielo bajo presión.
Lee indicó que la presión mantiene el agua líquida más allá de su punto habitual de cristalización, abriendo caminos de fase aún no explorados. El estudio, publicado en Nature Materials, incluye imágenes tomadas con el XFEL en intervalos de microsegundos que muestran la formación y la desaparición de esta estructura.
Los científicos confirmaron la existencia de hielo XXI mediante análisis realizados en la fuente de fotones PETRA III. La estructura cristalina observada tiene una forma tetragonal y agrupa 152 moléculas de agua por bloque, una disposición nueva en la familia de hielos descubiertos. El carácter metaestable de esta fase limita su duración a fracciones de segundo, pero permite su estudio mediante técnicas de observación rápida y precisa.
Rachel Husband, investigadora del equipo DESY HIBEF, destacó que el descubrimiento sugiere la posibilidad de fases metaestables adicionales a altas temperaturas y sus rutas de transición. Según Husband, la existencia de hielo XXI podría ampliar la comprensión sobre los procesos internos de lunas y planetas con grandes presiones, donde las fases intermedias juegan un papel en la dinámica interna y estructura.
El hallazgo abre una nueva perspectiva sobre la física del agua, un material cotidiano que muestra comportamientos complejos y variados. Los investigadores buscan ahora identificar otros caminos de transición y analizar la influencia de factores como la presión, la composición y el entorno en la formación de fases cristalinas.
De acuerdo con el portal ZME Science, la utilización de presión en vez de temperaturas bajas constituye una estrategia novedosa, que podría servir para estudiar procesos en condiciones extremas del espacio y la Tierra. Los datos del European XFEL y otras fuentes, como Nature Materials e Interesting Engineering, documentan los detalles experimentales y el potencial del método para futuras investigaciones.
Geun Woo Lee señaló que aún existen muchas preguntas sobre la cristalización del agua y la cantidad de fases posibles de hielo. El equipo internacional trabaja en ampliar la descripción de las transiciones de fase, utilizando tecnología de observación de alta velocidad y dispositivos de compresión sofisticados.
