North Carolina auditor excited for ‘real effect’ of state-level DOGE: ‘Keeping government accountable’

EXCLUSIVE: North Carolina’s state auditor said he is looking forward to making a positive impact on taxpayers by implementing a state version of Department of Government Efficiency (DOGE).

In an exclusive interview with Fox News Digital, North Carolina state auditor Dave Boliek said his office would look into how the state government can be more efficient and utilize the resources it has in the «best possible way» for taxpayers. He plans on doing that through House Bill 125, a state-level DOGE initiative named after him that recently passed the legislature.

«It helps to give our office and the state auditor’s office more resources to take a look at efficiencies and ways to really drill down on determining a good return on investment of taxpayer dollars across North Carolina,» Boliek said.

«I really support the effort,» he said, in part. «We’ve got the team in place, and we’ve got the ability to really get effective results.»

The bill includes a provision for the state auditor to establish a Division of Accountability, Value and Efficiency, otherwise known as the DAVE Act. The bill passed the legislature last week with bipartisan support – a 91-23 vote in the House and a 47-2 vote in the Senate.

The measure now sits at Gov. Josh Stein’s desk, and while it is unclear if he will sign the measure into law, the ability to override a potential veto is there with a Republican majority in both chambers and enough Democrat support.

«It will become law. I’m very confident that it will,» Boliek said.

Boliek explained that his office will be taking a «data-driven approach» to determining the best «return on investment in taxpayer dollars.» He also said his office will look across the entire state government to identify where it can be more efficient rather than focusing on specific key areas.

«I think it’d be unfair to sort of pick out one specific area where we see cuts are necessary because we haven’t taken that deep dive yet, but we are going to use modern computer programs, we’re going to use AI and we’re going to use a lot of data analysis to come up with solid common-sense recommendations,» he said.

Unlike DOGE, the goals of the DAVE Act include allocating funds to areas where there are not enough resources, in addition to eliminating wasteful spending.

Boliek said the legislature has asked for open positions in the state to be examined to determine why the roles are unfilled and, if necessary, what needs to happen in order to fill them.

«I don’t think we’re limited to just looking at cutting only. There may be areas where the state is responsible for serving citizens, and we’re not putting in enough resources. The legislature has been very clear about giving us that freedom to take a look at those areas as well, like where we are underfunding certain things,» Boliek added.

When asked about areas the Trump administration focused on with DOGE that Boliek could continue with at the state level, he said he wants to pursue initiatives in a data-driven way to ensure his office is backing up its recommendations for cuts or enhancements with «solid data» and «not just a feeling.»

«The approach should be to take a look at how taxpayer dollars are being spent and ask ‘what is the return on investment?’ If we’re spending tax dollars on a specific program, the real question is what kind of return are taxpayers getting for that amount of money? And that, I think, will drive decisions on recommendations,» he said.

Boliek said «taking a look at how dollars are appropriated is really important» and he pointed out the need for «relief-type bills,» including for hurricane relief following the devastation left in the state last year by Hurricane Helene.

«It’s one thing to expend money and appropriate money, it’s another thing to appropriate money with some measurables,» he said. «That’s really going to be key to us being able to be the most efficient. The auditor’s office here in North Carolina is well situated to assist with the monitoring of measurables on the expense of appropriated dollars.»

As he awaits official enactment of the DAVE Act, Boliek said it is an «exciting time» for his office to be able to have a «real effect» on everyday Americans in the Tar Heel State.

«We want to be able to be relevant to them, and we want to be there so that these citizens of North Carolina know that there’s somebody paying attention and keeping government accountable on their behalf,» Boliek said.

Martine Moise describió al tribunal la noche de julio de 2021 cuando hombres armados irrumpieron en su residencia, mataron a tiros a su esposo y la hirieron gravemente.

Casi cinco años después de que el presidente de Haití fuera asesinado en su dormitorio, delante de su esposa, el martes esta se ahogó en lágrimas al comenzar a testificar en el juicio celebrado en Estados Unidos contra cuatro de los hombres acusados de planear su asesinato.

“Por favor, perdónenme”, dijo Martine Moise ante el Tribunal Federal de Distrito de Miami al romper en lágrimas instantes después de subir al estrado.

Utilizando el nombre con el que llamaba a su esposo desde hacía 25 años, el presidente Jovenel Moise, añadió:

“Le prometí a Jo que no volvería a llorar. Llevo tanto tiempo esperando”.

Vestida con chaqueta, blusa y falda negras, Moise, de 51 años, luchó con sus emociones cuando empezó a describir los acontecimientos de la noche de julio de 2021, cuando unos hombres armados irrumpieron en su residencia, mataron a tiros a su esposo y la hirieron gravemente, lo que sumió a su atribulado país en un caos aún mayor.

El martes, al comenzar el juicio, dijo al tribunal que aquella noche se despertó a eso de la 1 a. m. por el ruido de los disparos y se volvió, aterrorizada, hacia su esposo, que yacía a su lado.

“Lo miré a los ojos. Estaba en estado de shock”, dijo.

Moise narró que le preguntó:

“Cariño, ¿qué está pasando?”.

Él respondió: “Cariño, estamos muertos”.

Jovenel Moise, de 53 años, fue abatido a quemarropa poco antes de las 2 a.m., en la culminación de lo que, según la fiscalía, fue una conspiración de un mes orquestada por una empresa de seguridad de la zona de Miami, la Academia Federal de la Unidad Antiterrorista, o CTU por su sigla en inglés.

La fiscalía afirma que la CTU esperaba derrocar al presidente en un “golpe violento” para obtener lucrativos contratos de seguridad de su sustituto.

Los cuatro acusados, imputados por conspiración “para matar o secuestrar” al presidente, incluían a los copropietarios de la CTU, Arcangel Pretel Ortiz, que es colombiano, y un estadounidense de origen venezolano, Antonio Intriago, quien también se enfrenta a cargos relacionados con la exportación ilegal de chalecos antibalas.

También están acusados James Solages, empleado haitianoestadounidense de la empresa de seguridad, y Walter Veintemilla, estadounidense de origen ecuatoriano que ayudó a financiar el proyecto de la compañía en Haití.

Un quinto acusado, Christian Sanon, pastor haitianoestadounidense y aspirante a candidato presidencial, será juzgado por separado en una fecha posterior debido a problemas de salud.

La acusación de 2023 imputaba a 11 hombres en una extraña trama en la que estaba implicado un equipo de sicarios formado por unos 20 ex soldados colombianos, la mayoría de los cuales están encarcelados en Haití a la espera de ser juzgados allí.

Cinco acusados en el caso estadounidense se han declarado culpables de participar en la conspiración y han sido condenados a cadena perpetua, y otro se declaró culpable de un cargo de proporcionar chalecos antibalas y fue condenado a nueve años.

En sus alegatos iniciales, los abogados defensores culparon repetidamente a varios haitianos implicados en el plan, encabezados por un ex funcionario del Ministerio de Justicia haitiano, Joseph Badio, quien fue despedido por Moise por corrupción dos meses antes del asesinato.

“A mi cliente le tendieron una trampa”, dijo Orlando do Campo, abogado de Pretel, quien descartó cualquier mensaje de texto potencialmente incriminatorio como “declaraciones hechas con falsa bravuconería”.

Dijo al jurado que su cliente era un exagente de la ley colombiano entregado a su trabajo, quien durante muchos años había trabajado como informante del FBI en casos delicados relacionados con el narcotráfico y el terrorismo.

Lejos de dirigir una conspiración encubierta, dijeron los abogados, los propietarios de la empresa de seguridad escribieron una carta a la embajada de Estados Unidos en la que anunciaron su presencia en Haití, e incluso facilitaron los nombres y pasaportes de los 20 soldados colombianos que habían contratado para trabajar allí.

“¿Qué clase de persona que está planeando un asesinato va a la embajada y se anuncia?”, dijo Emmanuel Perez, abogado de Intriago.

Dijo que su cliente estaba en un asado familiar en Texas la noche del asesinato y que no se enteró del ataque a la residencia del presidente hasta más tarde esa mañana.

Martine Moise volverá al estrado el miércoles por la mañana.

Se espera que el juicio dure entre cuatro y seis semanas.

Su testimonio es la primera vez que habla en detalle sobre el asesinato desde 2021, incluida una larga entrevista con The New York Times apenas tres semanas después del atentado.

Antes de que el tribunal levantara la sesión el martes, Martine Moise relató cómo, tras oír los disparos, se arrastró escaleras abajo para ver cómo estaban sus dos hijos, ambos veinteañeros, a quienes encontró en el dormitorio de su hijo con un perro de la familia.

US diplomatic facility in Iraq struck by drone

A suspected retaliatory drone attack by pro-Iranian militias struck a major U.S. diplomatic facility in Baghdad on Tuesday, according to The Washington Post.

The newspaper said the strike hit the Baghdad Diplomatic Support Center, and no injuries were immediately reported.

Six drones were launched toward the compound, five of which were shot down.

The Post, citing a security official and a State Department alert, reported one drone struck near a guard tower and people at the facility were instructed to «duck and cover.»

Iraq’s ministry of defense condemned the drone and missile attacks targeting the Martyr Muhammad Alaa Air Base and the Martyr Ali Fallah Air Base in a post on X but did not mention the hit on the U.S. facility or Iran directly.

«In response to these sinful aggressions, the Ministry wishes to clarify and confirm the following facts: These air bases are fully sovereign and Iraqi, subject entirely to the authority of the state and the law, and there is no representation of any foreign forces in them under any designation,» the government account wrote.

The security official told The Washington Post the attack was likely conducted by militias affiliated with the Islamic Resistance in Iraq, a loose umbrella group of Iran-aligned Shiite armed factions that have claimed responsibility for attacks on U.S. forces in the region.

Texas conservatives tout record-breaking school choice signups after long battle with teachers unions

After a decades-long battle with Democrats, teacher unions, and even a few Republicans, Texas conservatives are celebrating the successful launch of what is likely to become the largest school-choice program in the country.

The Lone Star State’s school choice program, called the Texas Education Freedom Accounts, saw record-setting registrations in its first days. Within one hour of the program opening, it had already garnered 8,000 registrations. By the end of the day, it had notched 42,000 signups and three days in, it was sitting at around 62,000 signups. The program is expected to hit 100,000 by its March 17 deadline.

To Texas Acting Comptroller Kelly Hancock, chief administrator of the program, the program’s early success represents a win for what he called «educational freedom.»  

«We figure in the State of Texas, we lead the nation in economic freedom, we might as well lead the nation in educational freedom,» he said in an interview with Fox News Digital.

School choice was a major legislative priority for Republican Gov. Greg Abbott, who signed the measure establishing the program into law last May. Under the program, families will receive $10,000 per year to help pay for their child’s private school tuition or costs for home-schooling and virtual learning programs. Children with disabilities can qualify for as much as $30,000 per year.

Though showing early signs of success, getting a school choice program to pass in a state the size of Texas was not easy. As a parent himself, Hancock said he has been an advocate for school choice for the last three decades.

«We got close at times in the state of Texas, where we thought the votes were there, and then we wouldn’t get there. And frankly, a couple of years ago, before Gov. Abbott got involved, I myself was like, ‘OK, I don’t know that we’re ever going to get there,’» he admitted.

While proponents believe the measure gives parents more options by allowing them to take their children out of poor-performing public schools in favor of alternative public or private school choices, others argue it pulls financial resources from Texas’ public school students and subsidizes the private education of wealthy families.

The program saw fierce opposition from the state’s leading teachers unions, including the Texas American Federation of Teachers (Texas AFT) and the Texas State Teachers Association (TSTA).

Ahead of the program launching, Texas AFT issued a statement calling it a «growing billion-dollar boondoggle.»

TSTA argued that Texas could not adequately fund both its public schools and the school choice program, saying, «Our underfunded public schools need all the tax dollars that lawmakers spend on K-12 education.»

In a statement shared with Fox News Digital, TSTA President Ovidia Molina vowed to «continue working to kill this expensive and discriminatory program.»

She knocked the state for «most» of the religious schools approved to participate in the program being Christian, which she said, «restrict admission or give preference to children of their own faith.» She also said that «some of these schools refuse admission to LGBTQ students.»

«These schools will use public tax dollars to discriminate against children whose families pay these tax dollars. Public schools do not discriminate. They accept every student who lives in their district, regardless of race, ethnicity, gender identity, religion, family income or whatever, and only public schools should receive our tax revenue,» said Molina.

Hancock, however, pushed back on the idea that the program pits public and private schools against each other. He said Texas, which operates on a constitutionally required balanced budget, was able to fund the school choice program «at the same time that we had record investment in public education and $4 billion in teacher pay, which was a record investment in going directly to paying for our teachers there within the public setting.»

«We want to be number one, not only in this program, but in education as a whole, both our public schools, our charter schools, and home schools, and private schools,» he explained. «We’re willing to give that investment, and we have our eyes set on it.»

He framed the opposition to the program as attempts to maintain the status quo and eliminate competition in education.

«It’s the standard pushback, and the reality is no change, no competition, we want the system as is, we don’t want any changes to be involved in it,» he said. «Look, I’m a businessman, and I would love it if in the business I’m in that I had limited or no competition, that I have government protections, that had government funding me, that lived within all those protections. I mean, let’s face it, who wouldn’t want those protections? But that’s not good for… the students, the children.»

«What’s the best for children is competition,» he went on.

Further, he believes the huge number of signups indicates how badly needed the program is.

«I think by opening this up and then the enormous turnout we had, the record turnout we hit, that what it shows is we’re meeting the customers’ needs and the customers are Texans.»
