Secuestros, narcos y crisis diplomática: el espectacular operativo parodia que tuvo en vilo a México y Francia
La acusación
El periódico El Universal, de México, no fantaseaba: “Una bella ejecutiva, de andar exquisito, cabello rubio y sonrisa de cielo está presa por secuestradora en la ciudad de México”. Y todos detrás de ella. Era una mujer francesa de 31 años que volvió loco a todo el mundo, en todos los sentidos posibles. Preparación académica, buenos modales, tono de voz medido, dicción perfecta del español con algún delicioso ingrediente francés… Quién no se enamoraría de Florence Marie Louise Cassez. Con ella estaba hasta el gobierno de Nicolás Sarkozy, que reclamaba por su libertad y envió a Frank Berton, uno de los mejores penalistas de Francia, para que la asistiera.
“Francesa secuestradora”, rezaba un cartel que algunos pocos llevaron hasta los tribunales mexicanos para manifestar su apoyo a una fuerte condena contra Florence. Ella, decían, era la novia y cómplice de un secuestrador abominable, Israel Vallarta Cisneros, capo de la banda “Los Zodíaco”, que, según la Policía tenía una particularidad, la de llevar a sus secuestrados a su propia mansión, el Rancho Las Chinitas, al sur del Distrito Federal. Era rarísimo.

Así como Sarkozy aludía a irregularidades en la detención de Florence y quería llevársela a Francia, el presidente de México, Felipe Calderón, avaló a la Policía y rechazó rotundamente la posibilidad que fuera llevada a su país. El tire y afloje entre los presidentes causó una grave tensión en las relaciones entre Francia y México que duró años. Por ejemplo, estaba previsto que 2011 iba a ser el año de México en Francia, con más de 300 actividades, pero el presidente Calderón suspendió su participación, y Sarkozy convirtió esas actividades (aunque muchas se suspendieron) en un homenaje a Florence Cassez. El expresidente Sarkozy envió un abogado para que asistiera a Florence Cassez.
¿Cómo había nacido este embrollo que tenía a una linda francesa en el medio de la escena y desencadenó una gravísima tensión entre los dos países?
El origen
Iba a amanecer el 9 de diciembre de 2005 cuando la Policía mexicana montó un superoperativo en la casa de Israel Vallarta. A las 5.30, los policías avanzaron hacia la propiedad. Habían decidido ese momento porque la dueña de una farmacia cercana les informó que la noche anterior habían mandado a comprar lo necesario para realizar una amputación.
La Policía navegaba la sospecha de que Vallarta era tan desalmado que cuando las familias se demoraban en pagar el rescate por los suyos, les enviaba una parte del cuerpo de la víctima. Los agentes decían tener testimonios que apuntaban a la francesa Cassez como la que más insistía con mutilar a los secuestrados.
El periodista Carlos Loret de Mola, del noticiero de la mañana de Televisa, de gran audiencia, le dio paso al móvil con el reportero Pablo Reinah, que, casi en voz baja, informó que estaba a las puertas de un rancho al pie de la carretera México-Cuernavaca. Era la casa de Israel Vallarta, pero aún el público no lo sabía y Reinah mantuvo la intriga. Las primeras imágenes fueron de policías de élite de la Agencia Federal de Investigación (AFI), apostados en diferentes lugares. Reinah afirmó que de un momento a otro el público vería en vivo y en directo “un golpe contra la industria del secuestro”. El momento de la detención, el 9 de diciembre de 2005. Florence junto con Israel Vallarta.
Agregó el notero que en el rancho había tres personas cautivas, entre ellas, una madre y su hijo, y que los delincuentes eran mexicanos y la esposa de uno de ellos de nacionalidad francesa. Se vio a continuación cómo los policías avanzaron y entraron en la propiedad, puertas que se abrieron a los golpes, gritos y el arresto de los supuestos secuestradores. La apoteosis se alcanzó con la liberación de los rehenes. Entonces la imagen se detuvo en una persona con la cabeza tapada por un trapo. Reinah explicó: “Esta mujer que vemos tapada es la mujer de origen francés...”. Una mano pertinente retiró la tela que la cubría y mostró su rostro asustado ante las cámaras. El reportero interrogó.
-¿Cuál es su nombre?
-Florence. No tengo nada que ver, no sabía nada… No soy su esposa. –
La mujer, despeinada, alterada, miró la cámara y reiteró que era inocente. ¡Qué otra cosa iba a decir si la agarraron con las manos en la masa! Además, todo México la vio. Las imágenes no mienten. En vivo y en directo, ahí estaba Florence Cassez. Es decir, no se podía editar, estaba pasando. Y las imágenes son poderosas: la policía, muy criticada, teniendo un rotundo éxito, y los secuestradores cayendo in fraganti, y los ciudadanos, que estaban aterrados con los secuestros y asesinatos, aliviados por el momento. A la banda le imputaron siete secuestros extorsivos.
El montaje
Florence Cassez había nacido en Dunquerque, Francia, en 1974. Llegó a México el 28 de agosto de 2003 para reunirse con su hermano Sebastián, un sólido empresario dedicado a los blindajes y la seguridad. Florence habla muy bien el idioma español y desde su llegada trabajó en diferentes hoteles internacionales y empresas extranjeras de marketing. Había sido novia de Israel Vallarta, pero hacia 2005 ya no tenían vínculo sentimental. Ella se estaba mudando a un departamento de alquiler y el 8 de diciembre de ese año, es decir un día antes de aquél procedimiento policial, él iba a llevarle unos muebles de ella que habían quedado en su rancho.

El viernes 9 de diciembre pasó lo que todo el mundo vio por televisión. Hubo un par de periodistas que se quedaron pensando en esas imágenes. Todo había salido perfecto, demasiado, muy “armadito” para un operativo policial de esa envergadura. Yuli García no podía sacarse esas imágenes de la cabeza y fue con sus dudas a ver a su jefa, Denise Maerker, una de las periodistas más influyentes de México y conductora de un programa de debate e investigación. Coincidieron en un punto, luego de repasar la grabación: se trataba de un hecho preparado, un montaje, nada de lo que había ocurrido era espontáneo.
Los periodistas repararon en una imagen que pasó desapercibida, pero que estaba allí: un instante antes de que los policías irrumpieran en la casa, un hombre con un abrigo negro les abrió la puerta, como dando inicio a la función. Se le pudo ver la cara. Era Luis Cárdenas Palomino, mano derecha de Genaro García Luna, el director de la Agencia Federal de Investigación (y luego secretario de Seguridad Pública). Había un detalle que también llamó la atención: en la habitación donde estaban juntos secuestrados y secuestradores el televisor estaba encendido y mostraba el allanamiento en vivo. Además, en todo el lugar había fotografías familiares de Vallarta, es decir que estaban a la vista de los supuestos secuestrados.
Las periodistas García y Maerker invitaron al programa a García Luna, el jefe de la AFI, y lo enfrentan con los hechos que habían descubierto. Entonces, García Luna aceptó que lo que Televisa y TV Azteca mostraron en directo era una “recreación” de la liberación de los rehenes. De inmediato le echó la culpa a la televisión: “Ellos me lo pidieron” (que hiciera una parodia de allanamiento y detención).
¿Dónde estaba la orden de arresto? ¿Luis Cárdenas Palomino, uno de los personajes más turbios de la Policía mexicana, torturó a cuatro detenidos? ¿Era verdad que el gobierno mexicano estaba tan patas para arriba que García Luna dictaba las políticas y Felipe Calderón las seguía?
Cuando el programa estaba por terminar, Denise Maerker anunció que tenían en línea a una persona relacionada con el caso. Era Florence desde la cárcel. “Yo fui detenida el día 8 (de diciembre de 2005) en la carretera y me secuestraron en una camioneta. No fui detenida el 9 sino el 8 a las 11.00…”
Qué fue lo que pasó
Había testigos de ello. La noche del 7 al 8 Florence la había pasado en su nuevo departamento. A las 9.30 había ido a desayunar a un café cercano donde esperaría a Israel Vallarta que le llevaría sus muebles. Saludó con un beso a Alma Delia Morales, propietaria de un restaurante cercano al café, donde Israel y Florence iban a cenar seguido. También la vio allí a esa hora el taxista que había traído a la señora Morales, que se quedó a desayunar en otra mesa. Estas dos personas declararon que un hombre vestido de negro (Palomino) se acercó a Florence y le preguntó si estaba esperando a Israel. Ella no le respondió. Ese hombre añadió: “Yo también tengo una cita con él en este lugar”, y salió del bar.

Quince minutos después de esa situación, llegó Vallarta en su camioneta, con ropa y muebles. Florence subió. Los testigos vieron cuando la Policía detuvo el vehículo de Israel y lo bajaron a la fuerza. Le cubrieron la cabeza con su campera y lo metieron en un automóvil. Igual hicieron con Florence, pero a ella se la llevaron en otro vehículo. Veinte horas después, los dos aparecían por televisión, en vivo y en directo, detenidos por los policías en el rancho de Vallarta.
Pero Florence Cassez y Vallarta seguían detenidos. El testimonio, aunque contradictorio y cambiante, de Cristina Ríos Valladares y de su hijo de 12 años, Christian, los comprometían. Madre e hijo fueron secuestrados en octubre de 2005. Los tuvieron en dos casas, exigiendo el pago de 15 millones de pesos por su libertad. Pero como el procedimiento del 9 de diciembre en lo de Vallarta fue un fraude, jamás se supo con certeza dónde estuvieron retenidos y cuándo fueron rescatados. Pero los dos afirmaron que Florence e Israel era sus secuestradores y que estuvieron en el rancho de Vallarta. Luego surgió que la descripción que hicieron del lugar de su cautiverio no coincidía con las características de la casa de Israel.
96 años de cárcel
El 25 de abril de 2008, Florence Cassez fue condenada a 96 años de cárcel, luego rebajados a 60 años, por asociación ilícita, tres secuestros extorsivos y portación de arma de guerra. Todos sus recursos fueron rechazados a lo largo de cuatro años. En la cárcel, Florence afirmó: “Lo que más me ha torturado durante este tiempo es la condena de la gente. Muchos, incluso de mi familia, se preguntaban: ¿y cómo no iba a saber que en el rancho donde ella vivía había gente secuestrada? Hasta yo me lo preguntaba. ¿Cómo no me di cuenta? ¿Cómo no supe a lo que Israel se dedicaba? Las respuestas a esa tortura ya van llegando”.
La policía reconoció haber aportado información incompleta y falsa y que Florence había sido detenida antes, sin precisar cuándo. Aparecía entonces que los testigos de cargo falsearon sus declaraciones, que las víctimas hicieron lo propio y que la verdadera motivación fue una jugada de Genaro García Luna, jefe de la Policía Federal de Investigaciones, para mostrar un éxito frente a los incesantes secuestros y asesinatos. Florence tras las rejas.
Según las investigaciones de la periodista francesa Anne Vigna, autora del libro “Fábrica de culpables”, los secuestrados nunca estuvieron en la cabaña de Vallarta sino que fueron llevados allí expresamente para el montaje televisivo.
El final de la historia
El 23 de enero de 2013, con tres votos a favor y dos en contra, los ministros de la Suprema Corte de Justicia de México ordenaron la libertad inmediata de Cassez por faltas graves en la investigación. Florence fue directo de la prisión al aeropuerto y regresó a Francia. Seis meses después, en junio de 2013, se casó con un franco-mexicano que la visitaba en la cárcel de Tepepan.
Genaro García Luna fue detenido en 2019 en Nueva York por sus vínculos con el narcotráfico, y condenado en 2024 a 38 años y 8 meses de prisión por haber recibido sobornos del Cartel de Sinaloa. Es paradójico: durante el gobierno de Felipe Calderón fue uno de los máximos responsables de la estrategia contra el narcotráfico, en un periodo conocido como de la “guerra contra el narco” que dejó más de 250.000 muertos en seis años.
¿Cuál fue su motivación para atrapar a inocentes y endilgarles los secuestros extorsivos? Las investigaciones encaradas en los Estados Unidos y en México revelan que en mayo de aquél año 2005, García Luna ya tenía vínculos con el Cartel de Sinaloa, a quien aparentaba perseguir, y era jefe a la vez de la poderosa Agencia Federal de Investigaciones. Al menos tres hombres de esta agencia participaron de un escándalo mayúsculo: el secuestro y ejecución de cuatro personas, enemigas de Joaquin “El Chapo” Guzmán, capo del Cartel de Sinaloa. Para tapar las relaciones de la Policía con los narcos, García Luna preparó un golpe televisado contra una banda inexistente de secuestradores.

Felipe Calderón nunca ha sido juzgado por su papel en el caso Cassez, aunque son numerosos los testimonios que lo sitúan también en la órbita del Cartel de Sinaloa. Tampoco salió indemne el policía Luis Cárdenas Palomino, ese que apareció en la televisión abriéndole la puerta del Rancho Las Chinitas, de Israel Vallarta, a la Policía el 9 de diciembre de 2005. Fue preso en 2021 por torturar con picana eléctrica y submarino seco a cuatro presos, entre ellos el hermano y el sobrino de Israel.
Al igual que sus familiares, Israel Vallarta Cisneros fue torturado en prisión. No obstante las innumerables inconsistencias, abusos e irregularidades del caso, en la actualidad sigue detenido sin una sentencia. Sostiene que es un secuestrado de la justicia mexicana.

President Donald Trump, frustrated by the Senate stalemate on the SAVE America Act, has moved via executive order to create a nationwide list of verified eligible voters and to restrict mail-in voting, a move that swiftly drew legal threats from Democrats.
«I don’t see how they can challenge it,» Trump said at Wednesday night’s Oval Office signing, admitting, «maybe it’ll be tested.»
«I believe it’s foolproof.»
Arizona, California and Oregon, states that widely offer mail-in voting, immediately pledged to sue the Trump administration, but Colorado, Hawaii, Maine, Minnesota, Nevada, Utah, Vermont, Washington state, Washington, D.C., and Wisconsin could follow suit.

Arizona Secretary of State Adrian Fontes said the state’s vote-by-mail system is now used by 80% of voters, adding Arizona does not need the federal government to tell it who can vote, and arguing federal data is not always reliable.

Trump won 30 states outright in 2024, compared to former Vice President Kamala Harris’ 18 (19, when including Washington, D.C.). Maine and Nevada split their Electoral College votes.
Trump won Nevada and Utah, two universal mail-in voting states. Nevada is a battleground state, while Utah is generally reliably red.

New Jersey, Maryland, Illinois and Minnesota have «Permanent Absentee» lists where, once you sign up, you are automatically mailed a ballot for every future election. New York, Virginia, Massachusetts, Rhode Island, Connecticut, New Mexico and Delaware have standard no-excuse needed mail-in voting.
Any of those states also stand to object, but Trump said he is prepared for the legal wrangling.

Trump’s order directs the Department of Homeland Security, working with the Social Security Administration, to compile lists of eligible voters in each state and seeks to block the U.S. Postal Service from delivering absentee ballots to voters not on state-approved rolls. It also calls for ballot envelopes with unique tracking barcodes and threatens to withhold federal funding from states and localities that do not comply.
«Not only is his order unconstitutional, it’s unserious,» NAACP President Derrick Johnson told Reuters in a statement. «This order will not stand.»

Legal experts said the order is likely to face immediate constitutional challenges because election administration is largely left to the states, not the president.

AP reported that Oregon, Arizona, Maine and Nevada were among the Democrat-led states where top officials either threatened lawsuits or said they would not comply:

Arizona: Fontes, in addition to his comments above, added, «We will not let this stand.»
Maine: Secretary of State Shenna Bellows, a Democrat, called the order «laughably unconstitutional» and said Maine would not comply. More than a quarter of Maine voters cast mail-in ballots in the 2024 election.

Nevada: Secretary of State Francisco Aguilar, the lone Democrat in a state won by Trump in 2024, said the order would burden local election officials and «doesn’t benefit anybody in this country except himself.»
The latest order follows Trump’s broader push to reshape election rules from Washington. A March 2025 executive order that sought major changes to voter registration and mailed-ballot rules was largely blocked in court after lawsuits from voting-rights groups and Democrat state attorneys general.
«The president has no authority to regulate elections,» Weiser told the Post. «He tried to do something like this a year ago.

Election-law specialists say Tuesday’s order is vulnerable for many of the same reasons.
David Becker, a former Justice Department lawyer who now leads the Center for Election Innovation and Research, said the Constitution is clear that the president does not control state-run elections.

The order was «clearly unconstitutional» and would be blocked immediately, Becker wrote on social media, adding Trump «might as well sign an EO banning gravity.»
Becker also noted the Postal Service is governed by a board of governors, limiting the president’s authority to dictate what mail it can carry.
«There’s no authority for any of this,» UCLA Safeguarding Democracy Project Director Richard Hasen told the Post, adding the order would be unenforceable in time for the midterm elections.

It is «just a fantasy,» Hasen concluded. «That’s why I think this isn’t serious.»
The order also revives concerns about the federal SAVE system, which voting-rights advocates have criticized as unreliable and prone to errors that could affect eligible voters.
At least one Republican elections official on Tuesday defended the SAVE system while downplaying the potential of widespread voter fraud.

Robert Sinners, a spokesperson for Georgia Secretary of State Brad Raffensperger — who stood firmly against Trump’s 2020 presidential election integrity investigation — said their recommendations to the Trump administration have strengthened voter verification and stressed that «the small number flagged as potential non-citizens cannot vote by mail or in person until they provide proof of citizenship.»
«The executive order will be decided in court, but in Georgia, we already verify citizenship and will continue to do so regardless of the outcome,» Sinners added.
The Brennan Center and other groups have warned that using federal databases to police state voter rolls can create mistakes, privacy concerns and barriers for lawful voters.

Trump vehemently disagrees, despite using mail-in voting himself last month.

«So I was away mostly in Washington, D.C., so I used a mail-in ballot.»

JERUSALEM: Israel’s Parliament, the Knesset, on Monday passed a law mandating the death penalty for Palestinian terrorists convicted of deadly acts of terrorism, sparking anger from European countries and an Israeli opposition leader.
Lawmakers voted 62-47 in favor of far-right National Security Minister Itamar Ben Gvir’s legislation to prescribe the death penalty by hanging. Ben Gvir and his party, Otzma Yehudit, proposed the measure.

«For too many years, we have tried to please the entire world, even when we were being murdered in our streets. Since October 7, we have shifted to an offensive approach so that we can dictate the reality in the future,» he said.
Foghel said the death penalty for terrorists is part of a broader shift in Israel, driven by the recognition that no other country faces a reality in confronting radical Islamic terrorism in Gaza, Lebanon, Judea and Samaria (the West Bank), as well as in Yemen and Iran.
«The death penalty for terrorists who burned, raped, mutilated and abused children and parents is the same punishment we established for the Nazis,» he said.
Kaja Kallas, the European Union’s High Representative for Foreign Affairs and Security Policy, said, «The EU has a principled position against the death penalty in all cases and in all circumstances. Israel had long upheld a de facto moratorium on both executions and capital punishment sentencing, thereby leading by example in the region despite a complex security environment.»
She added, «The approval of the Death Penalty Bill by the Israeli Parliament marks a grave regression from that practice and from Israel’s own commitments. We are deeply concerned about the de facto discriminatory character of the Bill.»

Israel has applied the death penalty only once in the state’s history for the Nazi mass murderer Adolf Eichmann in 1962. The death penalty exists on the books in Israel, but Israeli courts have limited latitude to apply execution to cases beyond penalties for Nazi war criminals.
Former Prime Minister and current leader of the centrist Yesh Atid party, Yair Lapid said the legislation is fundamentally flawed because it does not apply to Hamas terrorists involved in the Oct. 7, 2023 massacre that killed 1,200 people.
«This law is not a show of force; it is a sign of panic. This law is more extreme than anything in the United States, and they know it will get struck down by the law. It isn’t a law for justice or for deterrence, it is a law for public relations,» he added.

Likud lawmaker Dan Illouz, a supporter of the legislation, told Fox News Digital that the events of Oct. 7 underscored, in his view, the need to prevent terrorists from viewing the kidnapping of civilians as a viable means of securing the release of imprisoned militants.
«The death penalty shatters that equation. It serves as the ultimate deterrent, ensuring that terrorists know their actions lead only to their own demise, not a negotiated release. We are a life-loving nation, but to protect life, we must deal decisively with those who seek to destroy it,» he said.
«Prime Minister Netanyahu’s vote in favor was crucial. It projects an unmistakable message of strength and moral clarity from the very top of Israel’s leadership. By personally casting his vote, the Prime Minister showed our enemies, and the entire world, that our government is completely united and unyielding in our resolve to eradicate terrorism and defend our citizens,» he added.

The Israeli Channel 12 political commentator, Amit Segal, wrote that he supports «executing terrorists who attempt to murder civilians — especially the monsters of October 7,» but was critical of Ben Gvir’s legislation.
He wrote in his newsletter, «The law defines terrorism as acts ‘to negate the existence of the state,’ a definition that could apply to groups such as extremist Haredi factions and violent members of the ‘Hilltop Youth’ (which Ben-Gvir supports.)

Segal said that «while Ben-Gvir’s law is essentially a campaign stunt, a more responsible law is making its way through the system. Proposed by MKs Simcha Rotman and Yulia Malinovsky, the law establishes the practical mechanisms — procedural and evidentiary — to secure convictions of Nukhba terrorists, after which the death penalty could be imposed.»
Another Likud lawmaker, Amit Halevi, told Fox News Digital that the central element of the legislation is the distinction between criminal offenses and crimes against the state or against humanity.
«A terrorist commits his crimes as part of an ideology aimed at killing, oppressing and controlling all Jews. These terrorists, if they could, would kill every one of us. They are ideological murderers, in a different category from ordinary criminals, and that is a critical point of the bill,» he said.

Halevi added that further efforts are needed to clearly delineate crimes against the state, including what falls within that category and what does not.
«Generally speaking, this legislation is a step in the right direction. Much of the criticism I hear relates to ordinary criminals. People do not understand the enemy — who he is and what this war is about,» he said.
