Exclusive: Whistleblower alleges misconduct by United Nations in Gaza

EXCLUSIVE – An international aid worker operating in Gaza has filed a formal whistleblower complaint to the Inspector General of the United States Agency for International Development (USAID), alleging «gross misconduct and misuse of humanitarian funds by the World Food Programme and other U.N. Agencies,» according to a copy of the complaint obtained by Fox News Digital.
Details of alleged United Nations interference in the delivery of aid to Gazans have been revealed by the whistleblower who was in Gaza in July. The whistleblower confirmed to Fox News Digital the content of the complaint.
The whistleblower’s complaint claims «A firsthand eyewitnessing of senior Israel Defense Forces (IDF) officials offering any support necessary, including security protection and coordination, to representatives from the World Food Programme (WFP) and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) only to have WFP and OCHA respond that they were not prepared to discuss such coordination.»

According to the whistleblower complaint, this «raises serious questions as to why WFP and OCHA were unprepared to discuss or accept the assistance offered by the IDF, thereby preventing aid from getting to the people of Gaza.»
The whistleblower confirmed to Fox News Digital during an interview the allegations outlined in the complaint. The whistleblower said in the complaint that «the IDF is actively helping the Gaza Humanitarian Foundation (GHF) get food into the hands of civilians while U.N. agencies, including WFP and OCHA, through their unwillingness to coordinate with the IDF, are inhibiting the distribution of such aid.»
The whistleblower continued, «As has been recently shown through openly available imagery, the IDF has provided clearance for thousands of tons of U.N. humanitarian goods that are now sitting inside of Gaza, awaiting distribution. The U.N. must be held accountable to pick up and distribute such aid. I urge you to launch an independent investigation into this matter to determine the extent to which U.N. agencies, by refusing to coordinate with the IDF on essential issues, including security, are abusing U.S. taxpayer funds rather than using them to deliver the aid the American people are donating – and whether such actions are being taken independently by U.N. officials in Gaza or at the direction of the U.N. Secretary General or other senior U.N. officials in New York. «
The GHF, with support from the U.S. and Israel, has distributed 127 million meals to Gazans since May. However, its aid distribution system has been under consistent attack from Hamas and from some unlikely quarters — the world’s leading aid groups.

GAZA HUMANITARIAN FOUNDATION: WHAT TO KNOW ABOUT THE US-BACKED AID GROUP
The whistleblower told Fox News Digital «There is a concerted effort to discredit GHF and any attempts to provide aid out of [the] U.N.»
A senior U.S. State Department official sent Fox News Digital a lengthy response. The official said, «The fact of the matter remains that GHF is a threat to how Hamas functions and enriches itself because GHF provides meals to those in need with safeguards to minimize Hamas from stealing. This is why Hamas continues to attack GHF aid sites.»
GHF Executive Chair, Reverend Johnnie Moore, told Fox News Sunday that the U.N. would rather aid Hamas, a U.S.-designated foreign terrorist organization, than help the charity.
According to the State Department official, «Aid diversion to terrorists frequently occurs in conflict zones under Foreign Terrorist Organization (FTO) control. It is a moral and legal obligation, and our duty to the American taxpayer, to work with our partners to ensure this ends immediately. There is endless video evidence of Hamas looting, not to mention members of the aid-industrial complex who have admitted that looting exists by reporting it as ‘self-distribution,’ in a poor attempt at an aid corruption coverup.»

The State Department official continued that «During the Biden Administration, USAID OIG published concerns related to the vetting of NGO personnel in Gaza. USAID OIG identified serious shortcomings and vulnerabilities in oversight mechanisms to prevent diversion of aid to Hamas terrorists. As a result of investigations, numerous UNRWA personnel affiliated with Hamas have been referred to the State Department for suspension or debarment proceedings.»
Fox News Digital reported on August 1 that the U.S. State Department urged in a report that the U.N. Relief and Works Agency (UNRWA) that provides aid to Palestinians in the Gaza Strip needs to be abolished and is beyond reform.
According to a U.S. State Department public assessment to Congress that was independently obtained by Fox News Digital, «The Administration has determined UNRWA is irredeemably compromised and now seeks its full dismantlement.»

The State Department officials said that «USAID OIG investigations into UNRWA officials associated with Hamas, as well as other credible reports of Hamas interference in the delivery of aid, are active and ongoing. USAID OIG has received and is actively investigating credible allegations of systematic interference by Hamas in Gaza. These allegations can come from aid workers, whistleblowers, and other parties, rather than sanitized disclosures sent by U.N. agencies which refuse to name Hamas as the party responsible for the interference. Whistleblowers, including U.N. staff, may fear political retaliation or violent retribution for sharing information and outing Hamas.»
An Israeli security official told Fox News Digital, «In recent months, Israeli security officials have several times proposed to U.N. representatives that they hire the services of a security company. However, the U.N. has categorically refused and opposed the Israeli proposal.»
The Israeli official added, «It should be emphasized that despite this opposition by the U.N. to armed security for the organizations’ convoys in the Gaza Strip, the U.N. does agree to receive security and escort for its convoys in other countries around the world where it provides humanitarian services to civilians, such as South Sudan or Congo.»

The whistleblower’s complaint has caught the attention of congressional lawmakers. A senior Republican congressional staffer confirmed to Fox News that several offices have seen the whistleblower report and that it has been discussed between the Hill and USAID oversight and State Department officials.
«This report is just the latest in a long line of investigations and evidence in showing that Hamas worked with the U.N., NGO and officials within the Biden USAID to divert aid and cover it up. However, it is one of the more compelling accounts to come out yet,» said the senior congressional Republican staffer.
A second congressional staffer weighed in on the whistleblower’s complaint. According to the senate aide, the complaint was received, and they «conveyed their interest in this issue to the executive branch. We hope that they will do their job and look at it.»
Stéphane Dujarric, a spokesman for the United Nations secretary general, told Fox News Digital, «We are not aware of this complaint by a whistleblower as nothing has been passed on to us by USAID.»
He added, «On the basic accusation that we refuse to coordinate with the IDF in Gaza, the only thing that I can tell you is that such an accusation is delusional. There is not a single day that goes by that my colleagues on the ground are not in contact with the IDF, or more specifically COGAT, in an effort to coordinate the delivery of humanitarian aid in Gaza. On the issue of hunger in Gaza we firmly stand by the reporting of various U.N. agencies on the dramatic humanitarian situation.»
According to the whistleblower, who was on the ground in Gaza, they «found no evidence of ‘starvation’ or ‘famine’ in Gaza. There are pockets of severe hunger, but they are not systematic or pervasive.»
The whistleblower also based the analysis of hunger on input from other aid workers in Gaza.

ISRAEL RELEASES CONVERSATIONS OF GAZA RESIDENTS AMID CRITICISMS OF AID DELIVERY SYSTEM
A WFP spokesperson told Fox News Digital in response to the whistleblower’s allegations about WFP disrupting aid delivery and impeding IDF help «that any such claim is untrue.»
The WFP spokesperson added, «GHF’s four sites in Gaza are in specific areas and the routes used to deliver aid to the sites are different from other humanitarian organizations delivering aid into Gaza. The U.N. is 100% transparent with the Israel authorities – for all coordination and if incidents occur.»
Richard Goldberg, a senior advisor to the Foundation for Defense of Democracies and a former White House and National Security Council official during both Trump administrations, told Fox News Digital, «The U.N. is playing hunger games with the people of Gaza to drive a crisis, try to get the GHF to fail and resuscitate UNRWA as the dominant aid facilitator. We are talking about an enormous amount of taxpayer money being provided to WFP and the U.N. writ large with an expectation that aid be delivered in coordination with Israel.
«The allegations here suggest a directive from the Secretary General himself across the U.N. system to cause aid disruptions for the benefit of Hamas, which would be the biggest U.N. scandal since oil for food.»

He added, «Secretary Rubio would be more than justified in calling the Secretary General and telling him that the U.N. won’t get another dime from U.S. taxpayers unless he submits to an independent investigation and orders all agencies to cooperate with Israel.»

Secretary of War Pete Hegseth warned that more casualties are expected in the ongoing Operation Epic Fury in Iran, with seven U.S. soldiers having been killed so far in the fighting.
Hegseth made the comment during an interview with CBS’ «60 Minutes» that aired on Sunday.
«The president’s been right to say there will be casualties,» Hegseth said. «Things like this don’t happen without casualties.»
«There will be more casualties,» he continued. «And no one is — I mean, especially our generation knows what it’s like to see Americans come home in caskets, it’s — but that doesn’t weaken us one bit. It stiffens our spine and our resolve to say this is a fight we will finish.»

Un estudio en la Capa de Hielo de la Antártida Occidental halló un registro profundo y antiguo de cambios climáticos, y abre una nueva era para la predicción del aumento del nivel del mar
En una de las zonas más remotas y frías del planeta, un equipo internacional de científicos completó una hazaña técnica que promete revolucionar la comprensión global sobre la estabilidad del hielo antártico.
El proyecto SWAIS2C (Sensibilidad de la Capa de Hielo de la Antártida Occidental a 2 °C) consiguió extraer el núcleo sedimentario más profundo jamás recuperado bajo la capa de hielo del continente blanco, un cilindro de 228 metros de longitud que representa un archivo geológico de cerca de 23 millones de años de historia climática.

La operación se llevó a cabo en la Cresta de Hielo Crary, ubicada a unos 700 kilómetros de las estaciones de investigación más cercanas, en las inmediaciones del borde de la Capa de Hielo de la Antártida Occidental y la Plataforma de Hielo Ross. Para llegar al objetivo, el equipo perforó 523 metros de hielo sólido hasta alcanzar los sedimentos que reposan en el fondo antártico. Estos estratos, formados por barro, arena y roca, preservan información única sobre los cambios ambientales ocurridos durante las primeras fases cálidas del planeta.
El hallazgo no solo constituye un récord para la ciencia polar, sino que abre una ventana inédita para anticipar cómo reaccionará el hielo antártico ante un incremento sostenido de las temperaturas globales.
Tal como advirtió el estudio, la región occidental de la Antártida representa una de las mayores incógnitas en cuanto a la proyección del nivel del mar. Si esa extensa capa de hielo se derritiera completamente, los científicos estiman que el nivel de los océanos podría aumentar entre cuatro y cinco metros, una cifra capaz de transformar drásticamente las zonas costeras del mundo.

Hasta la fecha, las predicciones sobre el comportamiento de la Capa de Hielo de la Antártida Occidental bajo escenarios de calentamiento se basaban en registros satelitales y núcleos de sedimentos obtenidos en áreas periféricas o bajo plataformas flotantes.
El núcleo recién recuperado por el proyecto SWAIS2C ofrece, por primera vez, una evidencia directa y detallada sobre la evolución de la capa de hielo desde el interior del continente durante periodos cálidos anteriores.
De acuerdo con Huw Horgan, codirector científico de SWAIS2C e investigador de ETH Zürich, “este registro nos brindará información crucial sobre cómo es probable que la capa de hielo de la Antártida Occidental y la plataforma de hielo de Ross respondan a temperaturas superiores a 2 °C”.

El experto enfatizó la urgencia de este tipo de investigaciones para anticipar las consecuencias del calentamiento en las próximas décadas y para afinar la capacidad de predicción global.
El análisis preliminar de las capas sedimentarias permitió establecer una cronología basada en microfósiles marinos, y reveló que los estratos abarcan hasta 23 millones de años, incluyendo intervalos en los que la temperatura media global superó en más de 2 °C los niveles preindustriales.
Los investigadores esperan que el estudio detallado de estos sedimentos permita comparar cómo reaccionó el hielo antártico en otros episodios de calentamiento extremo, y así identificar los umbrales que podrían desencadenar cambios drásticos en la masa de hielo actual.

La investigadora Molly Patterson, codirectora científica del proyecto y profesora de la Universidad de Binghamton, explicó la diversidad de los materiales recuperados: “Observamos mucha variabilidad.
Algunos sedimentos eran típicos de los depósitos que se forman bajo una capa de hielo, como la que tenemos actualmente en Crary Ice Rise.
Pero también vimos material más típico de un océano abierto, una plataforma de hielo flotando sobre el océano o el borde de una plataforma de hielo con icebergs desprendiéndose”.

Uno de los hallazgos más sorprendentes surgió del análisis de los microfósiles y fragmentos de conchas hallados en el núcleo. Según el equipo internacional, la presencia de organismos marinos que requieren luz confirma que la zona estuvo cubierta por mar abierto en el pasado, lo que sugiere que el borde de la plataforma Ross y la región occidental de la Antártida experimentaron episodios de retroceso parcial o total del hielo.
“Debió existir mar abierto”, afirmó Horgan, al referirse a la validación de estas condiciones en las capas arenosas del núcleo. Estos indicadores permitirán reconstruir la cronología de los periodos de deshielo y entender cómo la temperatura del océano, los cambios atmosféricos y otros factores ambientales influyeron en la estabilidad de la capa de hielo en épocas pasadas.
Patterson detalló que el objetivo ahora es determinar con precisión cuándo se produjeron esos retrocesos y qué condiciones ambientales los desencadenaron. El núcleo sedimentario contiene elementos clave para descifrar la relación entre las variables climáticas y la estabilidad del hielo, un aspecto fundamental para proyectar el futuro climático global.

El equipo de investigación detalló que este avance científico fue posible gracias a la cooperación de especialistas de diez países y al perfeccionamiento de un sistema de perforación especialmente diseñado para operar en condiciones extremas, tras dos intentos fallidos en campañas previas.
El equipo de 29 integrantes trabajó en turnos rotativos, fundiendo inicialmente un pozo de 523 metros de profundidad en el hielo y luego descendiendo más de 1.300 metros de tubería para recuperar cada sección del núcleo.
Según los científicos, conseguir un registro tan extenso y completo es un logro científico excepcional, probablemente irrepetible en sus carreras profesionales.
La importancia del descubrimiento se multiplica cuando se lo compara con los datos satelitales más recientes sobre la dinámica del hielo antártico. De acuerdo con un extenso estudio dirigido por científicos de la Universidad de California, Irvine, la Antártida ha perdido casi 13.000 kilómetros cuadrados (5.000 millas cuadradas) de hielo en las últimas tres décadas, principalmente a causa del calentamiento de las aguas oceánicas que erosionan los bordes más vulnerables del continente.
El trabajo, publicado en 2026 rastreó cómo la “línea de base” de la Antártida —el límite donde el hielo anclado al lecho rocoso comienza a flotar en el océano— se ha desplazado entre 1992 y 2025. Este límite resulta clave porque marca el punto en el que el hielo terrestre empieza a contribuir directamente al aumento del nivel del mar, de modo que su retroceso evidencia inestabilidad y pérdida futura de masa.
“Sabemos que es de importancia crítica desde hace 30 años, pero esta es la primera vez que lo mapeamos de manera exhaustiva en toda la Antártida durante un período de tiempo tan largo”, explicó Eric Rignot, autor principal del estudio.
El análisis satelital, realizado a partir de datos de agencias espaciales europeas, canadienses, japonesas, italianas, alemanas y argentinas, mostró que alrededor del 77% de la costa antártica no experimentó migraciones detectables de la línea de base desde 1996, lo que sugiere estabilidad en buena parte del continente. Sin embargo, en las regiones más vulnerables, especialmente en la Antártida Occidental, la Península Antártica y sectores de la Antártida Oriental, el retroceso fue pronunciado.
Los cambios más marcados se detectaron en la costa del mar de Amundsen y en el sector de Getz, donde la línea de base se retrajo hasta 42 kilómetros en algunas áreas durante el periodo de estudio. Rignot precisó que el retroceso resultó más severo en zonas donde canales submarinos profundos permitieron que el agua más cálida del océano alcanzara la base de los glaciares, derritiendo el hielo desde abajo y debilitando su capacidad de sostener los glaciares interiores.
La recuperación del núcleo de sedimento antártico representó tanto un hito científico como un logro de ingeniería nunca antes alcanzado en un entorno tan remoto y desafiante. Dos intentos de perforación anteriores resultaron fallidos por dificultades técnicas, lo que subraya la magnitud del desafío superado por el equipo internacional.
“Hasta donde sabemos, los núcleos de sedimentos más largos perforados bajo una capa de hielo miden menos de diez metros. Superamos nuestro objetivo de 200 metros. Esta es una ciencia de vanguardia en la Antártida”, manifestó Patterson, codirectora científica del proyecto. El éxito requirió la colaboración de geólogos, glaciólogos, ingenieros y especialistas polares, así como el desarrollo de tecnología capaz de operar durante semanas bajo temperaturas extremas y total aislamiento.
Cada segmento del núcleo recuperado fue registrado, fotografiado, radiografiado y preparado para análisis avanzados en laboratorios de Nueva Zelanda, donde los investigadores trabajan para fechar con precisión cada capa, identificar restos orgánicos y reconstruir episodios de deshielo y persistencia glaciar a lo largo de millones de años.
El equipo del proyecto SWAIS2C espera que los datos obtenidos permitan combinar la información sedimentaria con modelos climáticos y registros históricos, perfeccionando las proyecciones sobre el impacto de un posible aumento de temperatura global superior a 2 °C respecto a los niveles preindustriales. Este umbral, definido como objetivo por el Acuerdo de París, representa el límite crítico para evitar consecuencias irreversibles del cambio climático.
De cara al futuro, Huw Horgan anticipó que el equipo internacional continuará “colaborando para desentrañar los secretos climáticos que se esconden en el núcleo. Tras haber probado nuestro sistema de perforación en estas duras condiciones antárticas y haberlo superado con éxito, planeamos futuras perforaciones para continuar nuestra misión de aprender más sobre la sensibilidad de la capa de hielo de la Antártida Occidental al calentamiento global”.
