Office of Management and Budget (OMB) chief Russell Vought and President Donald Trump are in the midst of mapping out cuts to the federal government after lawmakers on Capitol Hill failed to reach a funding bill agreement early Wednesday morning.

Trump set the stage in the lead-up to the shutdown that the federal government is likely to see staffing and program cuts during the shutdown, adding in a message Thursday to Truth Social that many federal agencies are a «political SCAM.» 

«I have a meeting today with Russ Vought, he of PROJECT 2025 Fame, to determine which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut, and whether or not those cuts will be temporary or permanent,» Trump posted.

Fox News Digital spoke with Richard Stern, the Heritage Foundation’s director of the Grover M. Hermann Center for the Federal Budget, Thursday morning to discuss which agencies the OMB chief would likely target for staffing cuts and if such cuts would be permanent.

How a shutdown enables cuts 

Stern explained to Fox Digital that there are a pair of overlapping issues that lead to the government’s staffing size. Agencies are required by various laws to provide certain services to citizens. And, separately, appropriation bills set funding floors on how much money an agency has available to spend on staff payroll. 

During a shutdown, however, there is a lapse in funding, meaning agencies do not have «payroll floors from the funding bill,» leaving the executive branch with discretion on how to continue providing required services to citizens, he explained.  

«Because the funding bills set effective floors per salary spending, that tends to dictate how many people work for the agencies. In the event of a shutdown, the only requirement on the administration is to ensure that the agencies provide the services and whatnot that are required by law. But those laws don’t say you need, you know, 100 staffers to write a grant or only one staffer,» Stern told Fox Digital in a phone interview.

«They simply say, you know, ‘There’s a grant program that has to go out the door under XYZ parameters.’ So, in the event of a lapse in funding, it means that the administration … can lay out a plan saying, ‘Hey, look, you know, we think the Department of Education, for example, could do everything it is legally required to do, but do it with 10% of the workforce,’» he continued.

«If the funding was there, and if the funding law required those staff levels, then you wouldn’t be able to RIF,» he said. «But in the lapse of funding, it gives the White House that opportunity.» 

Permanent changes to the government are in a gray zone, however, because RIFs would not be able to take effect until after 60 days. 

«Once the RIF notices go out, you … legally need to wait 60 days before the RIF notices can be enacted,» Stern continued. «Really the shutdown would have to last 60 days, beyond that, to actually act on the RIFs.»

The Heritage Foundation expert, who also serves as the conservative think tank’s acting director of the Thomas A. Roe Institute for Economic Policy Studies, stressed that any staffing cuts are not an example of government «downsizing.»

«It’s not downsizing the activities of agencies,» he said. «It’s not reducing what they make available, what services they provide. It’s simply reducing the workforce that’s providing the same level and the same amount of services.»

What agencies could be targeted for cuts? 

White House press secretary Karoline Leavitt told a gaggle of reporters Thursday that «thousands» of federal employees could be laid off during the shutdown. 

«Look, it’s likely going to be in the thousands. It’s a very good question. And that’s something that the Office of Management and Budget and the entire team at the White House here, again, is unfortunately having to work on today,» Leavitt said.

Stern pointed to a handful of agencies that will likely be targeted for layoffs, citing agencies that have «mission creeped» their original purview into regulatory issues, such as the Environmental Protection Agency, as well as other agencies, like the National Science Foundation, that handle grant writing for programs.

«Probably the Department of Ed is, is kind of the poster child on this one,» he said. «They’ve been talking about, they quite literally only need 10% or so on the staff.» 

He also noted the EPA, Department of the Interior and the Department of Labor could face cuts due to the various agencies’ «mission creep into a lot of regulations that are quite harmful to the economy, that are quite harmful to just American families.»

«EPA over … a decade or so, has mission creeped its jurisdiction into more and more regulatory affairs, that just simply the EPA doesn’t have under a statutory capacity,» he said. «They’re regulating outside of the confines, the charge they were given by law, by Congress. So, EPA is another one of those where that makes a lot of sense to cut a lot of the workforce there. Then, at HUD and Department of Labor you have similar things.» 

Stern said the administration likely is also eyeing agencies such as the National Science Foundation, National Endowment for the Arts and Humanities and certain aspects of the Department of Housing and Urban Development that are charged with «running programs that write grants where there’s an enormous amount of legal discretion on who gets the grant money.»

«These grants are not serving some critical, or frankly, constitutional role,» he said, adding the grants often land in the hands of universities and promote «left-wing» ideology on topics, such as transgenderism and climate change.

What has Trump said on federal cuts?

Trump said during various public remarks Tuesday, as the deadline clock began to run dry, the shutdown presented him with the opportunity for the administration to carry out layoffs as part of a continued mission to slim down the federal government and snuff out overspending and fraud. Trump, however, repeatedly has stressed he does not support the shutdown, pinning blame on Democrats.

«We don’t want it to shut down because we have the greatest period of time ever,» Trump said from the Oval Office Tuesday. «I tell you, we have $17 trillion being invested. So, the last person that wants it shut down is us.

«Now, with that being said, we can do things during the shutdown that are irreversible, that are bad for them and irreversible by them, like cutting vast numbers of people out, cutting things that they like, cutting programs that they like,» he continued. 

Republicans have pinned the shutdown blame on Democrats, arguing they refused to fund the budget as an attempt to reinstate taxpayer-funded medical benefits for illegal immigrants. Democrats have countered that claim as a «lie» and cast blame for the shutdown on Republicans. 

«A lot of good can come down from shutdowns,» Trump added Tuesday. «We can get rid of a lot of things that we didn’t want, and they’d be Democrat things. But they want open borders. They want men playing in women’s sports. They want transgender for everybody. They never stop. They don’t learn. We won an election in a landslide.»

Trump’s second administration has spotlighted the size of the federal government as bloated since Inauguration Day, including the president launching the Department of Government Efficiency to weed out potential fraud, overspending and corruption and offering federal employees voluntary buyouts in January to leave their posts before rolling out other RIF initiatives across various agencies. 

Fox News Digital reached out to OMB’s office for comment on the anticipated cuts but did not immediately receive a reply.

Caso Andrés: la policía peina cada rincón de su antigua mansión tras el operativo supersecreto para detenerlo

Cuando al menos 15 vehículos policiales llegaron este viernes al Royal Lodge de Windsor para continuar el allanamiento a la ex casa de Andrés Mountbatten-Windsor por segundo día, se revelaron algunos de los detalles de la secreta operación para detenerlo, el jueves, por la policía del valle del Thames.

El Royal Lodge, un manoir donde la reina Isabel pasó su infancia, tiene 30 habitaciones. Aún se encuentran allí muchos de los objetos personales de Andrés, que salió intempestivamente del lugar por pedido del rey por la noche, a principios de febrero.

Esos documentos, computadoras y teléfonos son los que está buscando la policía. El palacio va a aportar la documentación de su período de enviado comercial del gobierno británico, que es la época en que se conectó con el pedófilo Jeffrey Epstein. El allanamiento en Sandringham, donde Andrés reside y fue detenido, terminó en la noche del jueves.

Una operación secreta

Pero a puertas cerradas, altos mandos de la policía de Thames Valley habrían estado planeando metódicamente el operativo durante días.

Tras evaluar la denuncia por mala conducta en un cargo público contra el exduque y considerar las pruebas disponibles, el agente de policía a cargo de la investigación habría solicitado una orden de allanamiento.

Debió persuadir a un magistrado o juez de distrito de la necesidad de allanar la antigua casa de Andrew en Windsor y la suya actual en Sandringham, un estate de 7000 hectáreas, con pueblos incluidos, que es propiedad personal del rey y donde vive actualmente Andrés.

El viaje probablemente duró unas tres horas y el convoy de patrulleros sin identificación llegó a Wood Farm poco después de las 8 de la mañana. Andrés tiene custodia policial regularmente.

Un exagente explicó que es poco probable que los detectives seleccionados para la operación confidencial recibieran los detalles con antelación.

Como un sospechoso ordinario

El agente que lo arrestó le leyó la advertencia habitual que se da a todos los sospechosos detenidos: «No tiene que decir nada. Pero podría perjudicar su defensa si no menciona, al ser interrogado, algo en lo que luego se basará en el tribunal».

The Gerald R. Ford is the largest and most advanced aircraft carrier ever built.

Commissioned in 2017, the nuclear-powered warship stretches more than 1,100 feet and displaces more than 100,000 tons of water. It serves as a floating air base that can operate in international waters without relying on host-nation approval — a key advantage in politically sensitive theaters.

Powered by two nuclear reactors, the ship has virtually unlimited range and endurance and is designed to serve for decades as the backbone of U.S. naval power projection.

How much airpower does it carry?

A typical air wing aboard the Ford includes roughly 75 aircraft, though the exact mix depends on mission requirements.

Those aircraft can include F/A-18 Super Hornets, stealth F-35C Joint Strike Fighters, EA-18G Growler electronic warfare jets, E-2D Hawkeye early warning aircraft and MH-60 helicopters.

In a potential conflict with Iran, several of those platforms would be central. 

The F-35C is designed to penetrate contested airspace and carry out precision strikes against heavily defended targets. The Growler specializes in jamming enemy radar and communications — a critical capability against Iran’s layered air defense systems. 

The E-2D extends surveillance hundreds of miles, helping coordinate air and missile defense.

Built for higher combat tempo

What separates the Ford from earlier carriers is its ability to generate more sorties over time.

Instead of traditional steam catapults, it uses an electromagnetic aircraft launch system, or EMALS, allowing aircraft to launch more smoothly and at a faster pace. The system is designed to reduce stress on jets and increase operational tempo.

The ship also features advanced arresting gear and a redesigned flight deck that allows more aircraft to be staged and cycled efficiently.

In a high-intensity scenario — particularly one involving missile launches or rapid escalation — the ability to launch and recover aircraft quickly can be decisive.

How it compares to the Lincoln

While both the Ford and the Abraham Lincoln are 100,000-ton, nuclear-powered supercarriers capable of carrying roughly 60 aircraft to 75 aircraft, they represent different generations of naval design.

The Lincoln is a Nimitz-class carrier commissioned in 1989 and part of a fleet that has supported decades of operations in the Middle East. The Ford is the Navy’s next-generation carrier and the lead ship of its class.

The key difference is efficiency and output. 

The Ford was built to generate a higher sustained sortie rate using its electromagnetic launch system, along with a redesigned flight deck and upgraded power systems. In practical terms, both ships bring substantial strike capability — but the Ford is designed to launch and recover aircraft faster over extended operations, giving commanders greater flexibility if tensions escalate.

How it defends itself

The Ford does not sail alone. It operates as the centerpiece of a carrier strike group that typically includes guided-missile destroyers, cruisers and attack submarines.

Those escort ships provide layered air and missile defense, anti-submarine protection and additional strike capability.

The carrier itself carries defensive systems including Evolved Sea Sparrow Missiles, Rolling Airframe Missiles and the Phalanx Close-In Weapon System — designed to intercept incoming threats at close range.

That defensive posture is especially relevant in the Middle East.

Iran has invested heavily in anti-ship ballistic missiles, cruise missiles, armed drones, naval mines and fast-attack craft operated by the Islamic Revolutionary Guard Corps. The Gulf region presents a dense and complex threat environment, even for advanced U.S. warships.

Why two carriers matter

With both the Ford and the Lincoln in theater, commanders gain more than just added firepower. Two carriers allow the U.S. to sustain a higher tempo of operations, distribute aircraft across multiple areas, or maintain continuous presence if one ship needs to reposition or resupply.

Dual-carrier deployments are relatively uncommon and typically coincide with periods of heightened regional tension.

The timing — as negotiations with Tehran continue — underscores the strategic message. Carriers are often deployed not only to fight wars, but to prevent them.

By positioning both ships in the region, Washington is signaling that if diplomacy falters, military options will already be in place.

Donald Trump anunció que ordenará a las agencias federales de Estados Unidos publicar documentos clasificados sobre “vida extraterrestre” y “ovnis”.

Lo cierto es que el interés por los ovnis y la vida extraterrestre creció en los últimos años. Según una encuesta de YouGov de noviembre pasado, el 56% de los estadounidenses cree que “los alienígenas visitaron la Tierra”.

El Congreso y los testimonios sobre ovnis

El tema no es nuevo en la política estadounidense. El Congreso realizó varias audiencias sobre ovnis, y en el verano de 2023 escuchó a testigos clave como David Fravor (comandante retirado de la Marina), Ryan Graves (expiloto de la Armada) y David Grusch (exoficial de inteligencia de la Fuerza Aérea), quien afirmó que el Pentágono tiene partes de naves alienígenas y “restos no humanos”.

En 2017, un artículo de The New York Times reveló la existencia de un programa secreto del Pentágono que desde 2007 estudia los avistamientos militares de UAP. Tras esa publicación, el Departamento de Defensa decidió en 2020 divulgar videos de encuentros de pilotos militares con objetos voladores no identificados, que ya circulaban por internet.
