La máxima autoridad de Gibraltar, contundente a horas de integrarse a Europa: “La soberanía del Peñón solo se negocia con el Rey”

Gibraltar, esa punta británica en suelo español bautizada poéticamente como “territorio de ultramar”, va a contramano de los tiempos de corren.

Desde 1989, cuando cayó el de Berlín, se construyeron 74 muros fronterizos en el mundo. Sin embargo, la verja que separa Gibraltar del resto de España -en pie desde 1909- dejará de existir el miércoles 15 de julio.

El gobierno británico levantó esa frontera artificial a principios del siglo pasado para delimitar el confín del peñón que los españoles cedieron a regañadientes con el tratado de Utrecht, en 1713.

España nunca dejó de reclamar la soberanía sobre esos 6,8 kilómetros cuadrados habitados por poco más de 38 mil almas que, a ojos españoles, son continuidad del paisaje andaluz.

Fabián Picardo, ministro principal y máxima autoridad política de la colonia británica, recibió a Clarín en el número 6 de Convent Place, en el centro de Gibraltar.

Desde allí gobierna a una población que en 2016 dijo mayoritariamente que “no” al Brexit -que sí abrazaron los británicos de la casa matriz para abandonar la Unión Europea- y que está a horas de ingresar en el espacio de libre circulación Schengen del cual el Reino Unido nunca formó parte.

Es lo que acordaron la Unión Europea, España y el Reino Unido para el Peñón de Gibraltar: la eliminación de las barreras y de los controles aduaneros para personas y mercancías que circulen entre La Línea de la Concepción, en la provincia de Cádiz, y el territorio de ultramar de Gibraltar.

Más de 15.500 vecinos que trabajan de un lado de la verja y viven del otro ya no tendrán que pasar por el control de pasaportes que se trasladará al aeropuerto de la colonia británica.

La soberanía, no

El acuerdo, sin embargo, mantiene intacta la soberanía inglesa y el estatus del peñón.

“No me voy a sentar nunca con nadie a negociar o discutir la soberanía de Gibraltar”, afirma a Clarín Picardo, quien gobierna desde 2011 y lidera el Partido Socialista Laborista de Gibraltar.

“La soberanía de Gibraltar es asunto entre el gibraltareño y nuestro monarca. Se acabó”, agrega, contundente, mientras se gira y señala el retrato del rey Carlos III de Inglaterra que preside la sala de reuniones.

“El estatus político de Gibraltar se determinó en 1967, en el referéndum de entonces, y se confirmó en el referéndum de 2002. Somos británicos en soberanía”, define Picardo.

“En el 2016, cuando votamos como parte del referéndum británico Brexit, nosotros dijimos muy claramente que el futuro que nosotros queríamos también era europeo -subraya-. Tomamos una decisión que era contraria a la gran parte del Reino Unido. Pero Gibraltar decía muy claramente: ‘Nosotros tenemos un futuro con la Unión Europea porque somos parte del mismo continente’. Nuestro futuro es europeo, socio-culturalmente, pero siendo un pueblo británico.”

-El presidente estadounidense Donald Trump, en uno de sus enojos con los aliados de la OTAN por falta de colaboración en sus ataques a Irán, amenazó con retirar su apoyo al Reino Unido con respecto a su soberanía sobre las islas Malvinas, un histórico reclamo argentino. ¿Podría suceder lo mismo sobre Gibraltar?

-El presidente Trump ha dicho muchísimas cosas, pero en relación a las Falklands (Malvinas) no ha dicho nada. Ha habido un consejero en el Pentágono que ha escrito a otro consejero en el Pentágono diciendo que una de las opciones, si queremos darle una bofetada al primer ministro del Reino Unido, a lo mejor sería ésta. Pero en relación a las Falklands, el presidente Trump no ha dicho nada.

-¿No le gustaría que Gibraltar fuera independiente?

-Soy el que defiende que Gibraltar debe ser británico. Si es británico no es independiente.

-¿En qué se diferencia el estatus que tiene Gibraltar respecto del de Malvinas?

-Gibraltar y las Falklands son casi casos idénticos, pero no jurídicamente idénticos. En relación a Gibraltar, existe un tratado. En relación a las Malvinas, como las llaman ustedes, no existe un tratado. Eso no cambia. En la posguerra, la posición que debe imperar es la que señala que las poblaciones de los sitios son las que deben determinar el futuro de esos sitios. En la carta de las Naciones Unidas viene recogido bien claro, y en las resoluciones también: es lo que se llama el pueblo colonial el que debe determinar su futuro. No puede ser un país el que venga de pronto a acordar con otro que se transfiere una tierra en contra de la población de esa tierra. Y en eso, Falklands y Gibraltar son idénticas. Tienen su población y su población debe poder determinar el futuro de ese sitio que llaman ellos su casa.

Creo que es lo más sagrado, donde tenés enterrado a tus antepasados, donde tus hijos están creciendo, donde te van a enterrar a vos. Ese es tu sitio, es tu tierra, es lo más sagrado que hay, ¿no? Hoy Gibraltar es autónomo en todo, menos en defensa y en relaciones externas, pero totalmente, íntegramente y exclusivamente británico.

-Señala aspectos en este momento tan cruciales como la defensa y la política exterior. Si tuviera esas potestades, ¿tomaría una decisión distinta a la que adopta el Reino Unido en esas materias?

-No me competen, pero me permito decirle que yo creo que, en los últimos 50 años, Gibraltar ha estado exactamente donde tiene que estar, porque las decisiones que han tomado los primeros ministros británicos han sido las correctas. Ha habido decisiones contrarias a las posiciones de Gibraltar en relación a Gibraltar y hemos insistido que debía imperar el punto de vista de Gibraltar. Por ejemplo, la idea que tuvieron el señor Tony Blair (primer ministro británico entre 1997 y 2007) y el señor Jack Straw (ex ministro de Relaciones Exteriores inglés) de compartir (con España) la soberanía de Gibraltar. Eso fue una idea descabellada. El pueblo de Gibraltar votó en su referéndum y ahí matamos esa locura.

-Y en este momento puntual, en el que todos los focos vuelven a estar sobre el estrecho de Ormuz, ¿cómo se posiciona Gibraltar, punto estratégico en el tablero internacional?

-Gibraltar es uno de los cinco estrechos más importantes del mundo. Estamos mirando lo que pasa en Ormuz. Si de pronto en Ormuz es permisible cobrar dos millones de dólares por cada barco que pase por el estrecho, supongo que a los otros cuatro estrechos también se nos permitirá, ¿no? Entre Marruecos, España y Gibraltar nos podemos repartir dos millones de dólares por cada barco que pase… No va a pasar. Tenemos que defender la libertad de navegación por todos los estrechos del mundo. Si no, el mundo se puede convertir en una autopista de pago. Eso sería una cosa muy mala y yo defiendo que exista la libertad de navegación.

-¿Acaso las aguas territoriales no son parte del reclamo de España sobre Gibraltar?

-Yo lo tengo muy claro. Todo lo que es territorial en Gibraltar es un punto de disputa y de diferencia entre el gobierno de Gibraltar y mis grandes amigos en el Partido Socialista Obrero Español, porque en eso no hemos podido acordar en nada ni vamos a poder acordar en nada. Como le dije, Gibraltar no tiene que negociar ni discutir su soberanía con nadie más que con el jefe, que es el rey de Gibraltar y el rey del Reino Unido. Pero todo eso viene encapsulado en una cláusula en el artículo 2 del acuerdo o tratado que hemos conseguido ya terminar. Y hay 1.083 páginas en ese tratado, es decir, en una página está el desacuerdo. Hay 1.082 páginas más. Pregúnteme por ésas.

-Bueno, resúmamelas, por favor

-A ver, éste es un acuerdo para poder tener libertad de movimiento de personas, de movimiento de bienes. Tener la posibilidad de que personas vengan a visitar Gibraltar de toda la Unión Europea sin tener que enseñar su pasaporte; que los que viven en Gibraltar y quieren ir al resto del continente europeo, en particular a España y la zona colindante del campo de Gibraltar, tengan la capacidad de hacerlo; que todos los que estén viviendo en esa zona puedan venir a Gibraltar también. Hablamos de la oportunidad de trabajo, la oportunidad económica, pero más importante que todo eso: somos personas. Y entonces, lo que hemos conseguido, como políticos, es quitar una barrera a que las personas puedan tener ese intercambio humano que han venido teniendo en esta zona cientos de años, con barrera y sin barrera. Y que tengan esa libertad de encontrarse y que se sigan enamorando. Yo tengo sangre española y no me avergüenzo de eso para nada.

-¿Qué porcentaje de la población que nace y crece en Gibraltar vive el resto de su vida aquí teniendo la posibilidad tal vez de hacerlo en el Reino Unido?

-La mayoría de las personas que nacen en Gibraltar, vuelven a Gibraltar. Aunque le pagamos la beca a cualquier gibraltareño que obtenga un sitio en una universidad en el Reino Unido, la amplia mayoría vuelve. Cuando tienen hijos, quieren vivir en libertad, quieren que sus hijos estén en Gibraltar.

-¿El gobierno de Gibraltar financia a los estudiantes gibraltareños para que vayan a estudiar a Reino Unido?

-Todo estudiantes gibraltareño que esté en el colegio en Gibraltar y que se vaya a Reino Unido a la universidad tiene toda su beca paga. También le pagamos para su mantenimiento mientras esté en el Reino Unido. Si va a una universidad en cualquier otra parte del mundo, le damos el equivalente a lo que le hubiéramos dado si hubiera estado estudiando en Reino Unido. Por ejemplo, si elige ir a una universidad en Estados Unidos, donde es mucho más caro, le damos el tuition fee (lo que cuesta la matrícula y el año académico) británico, que hoy es de 1.750 libras. Somos un partido socialista laborista por algo. Ese es el sistema desde 1968. Era el sistema en Reino Unido hasta que la señora (Margaret) Thatcher (primera ministro británica entre 1979 y 1990) lo quitó.

-¿De dónde recauda tanto el gobierno de Gibraltar como para permitirse tener una ayuda social tan grande?

-Gibraltar vende servicios al mundo entero. Vendemos servicios de apuestas online, servicios de seguros a Reino Unido. Por ejemplo, tres de cada diez coches que hay en el Reino Unido está asegurado con un aseguradora en Gibraltar. El 60 por ciento, casi dos terceras de las partes de todas las apuestas online en Reino Unido, son apuestas con entidades basadas en Gibraltar.

-¿Gibraltar es un paraíso fiscal?

-Es una antigua leyenda, pero si le pregunta a los que determinan si somos paraíso fiscal, que son la OCDE (Organización para la Cooperación y el Desarrollo Económicos), la Unión Europea, etc., dicen que no es verdad.

-¿Cómo afectan a Gibraltar los vaivenes políticos del Reino Unido? (En junio, cuando el primer ministro británico, Keir Starmer, anunció su renuncia, Picardo le envió una carta agradeciéndole “el firme respaldo a Gibraltar”)

-Es un tema ajeno a Gibraltar. Tengo muy buenas relación con el Partido Laborista, con el Partido Conservador y tenemos buena relación con Reform UK, con el Green Party. El que sea el partido de gobierno de Reino Unido tiene al gobierno de Gibraltar como un aliado.

-El rey Carlos III todavía no visitó Gibraltar, desde que rey (asumió el trono en 2022 cuando murió su madre, la reina Isabel II)

-¿Sabe si tiene pensado viajar a conocer este territorio de ultramar?

-Yo no sé lo que está pensando el rey.

Indonesian passenger ship carrying 240 people loses contact in Java Sea, search underway

A passenger ship carrying 240 people vanished from contact in the Java Sea on Sunday local time, triggering an urgent search as Indonesian crews raced to locate the vessel.

The Virgo Transport 8 was traveling from Surabaya, East Java, to Banjarmasin on the island of Borneo when communications with the ship were lost, the Associated Press reported, citing Indonesia’s Banjarmasin Search and Rescue Office.

Authorities said the vessel was last tracked roughly 92 miles from a pier in Banjarmasin, the capital of South Kalimantan province.

Search-and-rescue teams launched an operation after receiving a report that the ship had suffered a communications failure during the voyage, according to the AP.

Officials had not reported any deaths or injuries as of Sunday, and it was not immediately clear what caused the vessel to lose contact or whether weather conditions were affecting the search.

‘Trump-level’ smackdown earns Vance roaring praise as 2028 buzz builds at GOP convention

Republicans reached a consensus that Vice President JD Vance solidified his position as the presumptive 2028 presidential candidate with his «Trump-level» smackdown of a foreign flag-waving protester who disrupted his speech at the Republican National Convention.

Vance did not hesitate after a protester interrupted his primetime speech in Dallas on Thursday by waving the flags of the Palestinian Authority and Mexico. He recalled to those watching his speech on TV: «What the people at home missed is that we just had a protester interrupting us and waving the Mexican flag.»

«Well, my friend, if you love Mexico so much, get your a– over there. I’ll buy you the plane ticket,» the VP said, to which the crowd erupted into applause.

«JD Vance just MIC DROPPED a leftist heckler who interrupted him waving a Mexican flag…this place is DEAFENING,» conservative commentator Eric Daugherty wrote on X, adding, «TOTAL PANDEMONIUM.»

Popular conservative pundit Benny Johnson called Vance’s quick wit an «epic response.» President Donald Trump supporter and activist Scott Pressler similarly praised Vance for reacting «without missing a beat,» and called it «an iconic moment.»

«This was masterful. A Trump-level move from JD Vance,» wrote Overton, a conservative commentary and news account. «Vice President Vance perfectly handled a protestor waving a Mexican flag at the RNC in Dallas. Then he fired back with a savage one-liner that sent the American Airlines Center into absolute bedlam.»

The moment was capped off with a «USA!» chant from those in the crowd at the GOP Midterm Convention.

Students for Trump co-founder Ryan Fournier wrote, «JD Vance just absolute [sic] WIPED THE FLOOR with a leftist heckler who interrupted his rally waving a Mexican flag.»

«The crowd went completely WILD. Unbelievable energy,» wrote Fournier.

Commentator Brilyn Hollyhand put it simply, posting on X, «Yea JD for President after this.»

Vance recovered from the interruption quickly, telling the crowd, «Ladies and gentlemen, I had a whole speech written. But I think I’ve got to change it because we just discovered the symbol of the far left — an idiot waving … a Mexican flag at a protest when he should be waving the flag of the United States of America.»

«Now, we all know, of course, that as much as that person might wave around a foreign flag, he’d much rather live in Dallas, or in Cincinnati, or in any one of our great cities than Mexico,» President Donald Trump’s No. 2 continued. «But while we wave the American flag and fight for the American dream, we have to remind ourselves tonight that the good life that is the foundation of this country’s promise is not guaranteed.»

«Every generation of Americans has had to fight for these things when it’s our turn,» he went on.

«And this fall, the Democrats are running candidates who will tell your children what they’re allowed to say, how they’re allowed to live, and importantly, who they ought to hate, because that’s what the Democrat Party is about in 2026,» Vance continued. «It’s not about you, it’s about foreign fraudsters, and it’s about who they hate. And we got to send their a–es back in November.»

Speculation has swirled over who will be the heir to Trump’s MAGA throne in 2028. The consensus so far among Republicans appears to be split between Vance and Secretary of State Marco Rubio — but a lot could change before the next presidential election.

Top House chairman warns Congress against ‘complacency’ 25 years after 9/11

House Homeland Security Committee Chairman Andrew Garbarino, R-N.Y., remembers exactly where he was when the World Trade Center was attacked on Sept. 11, 2001.

«I was a senior in high school. I was in Mr. Ponzi’s government class. And that’s when the first plane hit. And one of the other teachers came in and was telling Mr. Ponzi about it,» he told Fox News Digital. «We all thought it was a little plane. And then we went to the next class. And then the second plane hit, and everybody realized that stuff was wrong.»

Twenty-five years later, Garbarino leads a congressional committee that oversees a Cabinet department created explicitly after the terror attack. He’s warning that Congress needs to change how it deals with potential threats to avoid another tragedy of that scale.

«Being chairman of the committee, being a New Yorker, it’s one of those things you focus on, and you want to make sure another 9/11 doesn’t happen, and doesn’t ever happen again. And that’s my goal. That’s my priority,» he said.

«That’s why 9/11 happened. 9/11 happened because our intelligence agencies, they were siloed, they were not sharing information. I don’t know if it was a complacency or whatever, but there were a lot of problems,» Garbarino said. «I don’t want to fall into that same complacency.»

Garbarino represents New York’s 2nd Congressional District, part of Long Island’s south shore. As a suburb of New York City, its residents are deeply attuned to that tragedy 25 years ago.

«We have people that lost loved ones that day that are still dealing with it 25 years later,» Garbarino said. «So the scar is still there.»

His district and others are also still dealing with illnesses stemming from that day, including first responders who bravely rushed to the collapsing twin towers.

«There are now more people that have died from 9/11-related illnesses than died on the actual day. So it’s a day that keeps taking people away from us,» Garbarino said.

«You have firemen who, 9/11 was their first call. They were 21, 22 years old. They’re now 47… And a lot of these, some of these cancers, they take a while to take hold, and they’re now just getting sick.»

Earlier this year, President Donald Trump signed legislation led by Garbarino and others to address a projected funding shortfall for the World Trade Center Health Program, which helps survivors pay for their medical treatment.

He said nearly all congressional districts across the country have at least one person participating in the program, a testament to how widespread the tragedy’s effects are.

«People moved out of New York, people who came from all over the country after 9/11 to help, they all went back home, they also got sick. So this does affect the entire country,» Garbarino said.
