House GOP pushes back on Senate’s ‘skinny’ plan to end record-breaking DHS shutdown

Senate Republicans are forging ahead with a two-step plan to end the record-breaking Department of Homeland Security (DHS) shutdown, but their House counterparts tell Fox News Digital they are not on board with the strategy.
A swath of House Republicans have voiced growing frustration that a forthcoming GOP-only funding package does not include other policy priorities beyond funding immigration enforcement ahead of November’s midterm elections.
«I think we’ve got one last opportunity for reconciliation,» Rep. Pat Harrigan, R-N.C., told Fox News Digital in an interview. «I know some people are talking about two, but I think we’ve got one guaranteed shot.»
«I like the idea of making it bigger,» he added, mentioning defense funding and affordability concerns. «We’ve got a lot of important stuff to do and we need to get it done.»
Rep. Pat Harrigan, R-N.C., is advocating for a larger budget reconciliation package that could include defense funding and cost-of-living priorities, but he told Fox News Digital he would ultimately defer to House GOP leadership’s guidance.

«I’m undecided,» Rep. Clay Higgins, R-La., a member of the House Freedom Caucus, told Fox News Digital, referring to the Senate’s approach. «I’ve got issues with it. We believe it should be more expansive.»
The Senate approved a budget resolution early Thursday largely along party lines that would fund Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) for the rest of President Donald Trump’s term.
Republicans are pursuing the partisan budget reconciliation process to bypass Democrats and fund immigration enforcement with GOP votes after Senate Minority Leader Chuck Schumer, D-N.Y., refused to fund the department without sweeping reforms added to the proposal.
House Speaker Mike Johnson, R-La., is racing to pass the Senate’s budget resolution as early as next week, at which point he can afford to lose only a handful of votes. President Donald Trump has set a June 1 deadline to fully fund immigration enforcement through a GOP-only bill, forcing Republicans to act quickly with little room for error.
Before the DHS shutdown, House Republican leadership teased a budget reconciliation sequel to the One Big Beautiful Bill Act that would incorporate a diverse set of priorities, such as a defense supplemental package, spending cuts targeting fraud and policies aimed at lowering the cost of living.
Concerns among rank-and-file Republicans that a forthcoming budget bill will not include those provisions threaten to jeopardize that timeline.

House conservatives have also fiercely objected to the Senate passing a bipartisan partial DHS bill carving out ICE and the Border Patrol from the normal appropriations process and keeping those two agencies unfunded.
After Democrats in the upper chamber repeatedly filibustered DHS funding bills, the Senate approved legislation funding parts of the department that Democrats would support. The House has yet to take up that legislation.
«The bill the Senate sent over is totally unacceptable to conservatives,» House Freedom Caucus Chairman Andy Harris, R-Md., said Thursday, referring to the upper chamber’s partial DHS bill. «We will never vote or support in any way a bill that puts in a zero» for immigration enforcement, he added.
«The very premise of needing a reconciliation bill to pass funding for ICE and CBP is repulsive to me,» Higgins told Fox News Digital. «That sort of thing has never been done up here, to take an appropriations bill and sort of cherry pick what you don’t want in it and isolate whole agencies … I’m against that whole premise.»

Senate Republicans are largely unified on keeping the package as narrow as possible out of concern that adding more to the pot could stall lawmakers’ progress.
Senate Budget Committee Chairman Lindsey Graham, R-S.C., has sought to expedite the passage of a forthcoming budget bill by involving in the process just two panels — the Senate Judiciary and the Senate Homeland Security and Governmental Affairs Committees.
«The vast majority of Republicans stuck together to do something Democrats are refusing to do: Fully fund the Border Patrol and ICE for three and a half years through the Trump presidency,» Graham said Thursday after the upper chamber adopted the budget blueprint. «As Senate Budget Committee Chairman, I am very proud of my colleagues.»
Still, some Senate Republicans agree with their House colleagues who want to supersize the forthcoming package out of fear that they may not get another shot before the midterms.
Sen. John Kennedy, R-La., argued that Republicans should try to beef up the package despite promises from leadership that there could be a third bite at the apple later in the year.
«I’m not saying anybody’s lying, they’re not. People probably intend to do a third reconciliation bill,» Kennedy said on the Senate floor. «But you’re not looking at Bambi’s baby brother here. There won’t be a third reconciliation bill. You know it … and I know it. This is it. This is the last train leaving the station.»

It is unclear whether the House will ultimately modify the Senate’s budget blueprint funding immigration enforcement.
Any changes to the resolution would kick it back to the Senate for reconciliation and require another marathon vote series before Congress could officially unlock the reconciliation process.

DHS, meanwhile, has warned this week it is short on funds to continue paying its employees through May.
Earlier in April, Trump ordered the department to use existing funds to provide back pay to federal employees who had been furloughed or reported to work without their salary during the funding lapse, which began in mid-February.

New York City’s socialist mayor, Zohran Mamdani, is facing backlash for criticizing a famous quote from former President Ronald Reagan, who cautioned about the dangers of big government.
Mamdani, a democratic socialist and New York’s first Muslim mayor, voiced his disagreement with the beloved conservative president as he launched the first of his long-promised city-run grocery stores in the Bronx.
«Standing here this morning, I cannot help but think of the words of our 40th president, Ronald Reagan. He famously said the nine most terrifying words in the English language are, ‘I’m from the government, and I’m here to help,’» he said. «It’s a good quote, but I disagree.»
Instead, Mamdani said, «I think nine more terrifying words are actually, ‘I worked all day and can’t feed my family.’»
He went on to promise, «We are going to use the power of government to lower prices and make it easier for New Yorkers to put food on the table,» adding, «When government understands its purpose as serving the very working people that it has left behind, time and again, it can make a difference in the most pressing struggles facing our city today.»

«It’s not just that government can help, it’s that government must help, and our government will help,» he continued.
Mamdani made his promise of opening affordable, government-run grocery stores throughout the city a central tenet of his campaign. He said on Monday that the first location, a 20,000-square-foot store in the Bronx, will open at some point in 2027.
This is the second of the five promised stores to be officially announced. Mamdani previously announced an East Harlem location for the city’s 9,000-square-foot Manhattan flagship store, but that location will be built from the ground up and is slated to open in 2029.
Mamdani said the Bronx location, along with the planned mixed-use development dubbed the «Peninsula,» «will serve as physical proof of our conviction that government can be a force for good, that government can drive change that improves people’s lives.»

Though cheered by the crowd at his announcement, Mamdani’s dig at Reagan earned him scorn from conservatives online.
Conservative commentator Eric Daugherty posted on X: «What a FREAKING DISASTER! He REALLY thinks this will work.»
Daugherty accused the mayor of going «FULL DERANGED MARXIST,» telling New Yorkers to be «prepared for utter failure.»
Turning Point USA spokesman Andrew Kolvet posted on X that Mamdani had «flipped Ronald Reagan’s warning upside down,» writing that «his answer is government-run grocery stores that will use taxpayer advantages to undercut private competition.»
Jennifer Harrison, founder of the Victims Rights Reform Council, pointed to ongoing public transportation woes in New York City amid widespread strikes, writing on X, «Bc everything government run, like the MTA, is working out so well for Nyers.»

El presidente de Estados Unidos, Donald Trump, anunció este lunes que renunció a lanzar un ataque contra Irán previsto para el martes, en respuesta a una petición de líderes de países del Golfo Pérsico.
Además, aseguró que se están llevando a cabo “negociaciones serias” con Teherán.
Sin embargo, advirtió que Estados Unidos está preparado para lanzar un “ataque total, a gran escala contra Irán, de manera inmediata, en caso de que no se logre un acuerdo aceptable”, según un mensaje publicado en su red Truth Social.
Irán respondió a nueva propuesta de Washington
El posteo se conoció poco después que Irán respondió a una nueva propuesta estadounidense destinada a poner fin a la guerra.
Washington y Teherán intercambiaron propuestas para terminar con el conflicto desencadenado por los ataques de Estados Unidos e Israel contra la república islámica el 28 de febrero, pero solo llevaron a cabo un ciclo de conversaciones a pesar del precario alto al fuego.

Irán está “preparado” para un eventual enfrentamiento
Sobre la posibilidad de otro enfrentamiento militar, Baqai dijo que Irán está “totalmente preparado para cualquier eventualidad”.
La agencia de noticias iraní Fars informó el domingo que Washington había presentado una lista de cinco puntos, que incluía una exigencia de que Irán mantenga en funcionamiento únicamente un sitio nuclear y transfiera su reserva de uranio altamente enriquecido a Estados Unidos. Estados Unidos se había negado a liberar “ni siquiera el 25%” de los activos congelados de Irán o a pagar reparaciones por los daños de la guerra, según Fars.
El informe señaló que Estados Unidos también había dejado claro que solo cesaría las hostilidades cuando Teherán participe en negociaciones de paz formales.

En una propuesta anterior, enviada la semana pasada, Irán había pedido el fin de la guerra en todos los frentes, incluida la campaña de Israel en Líbano, así como el cese del bloqueo naval estadounidense de los puertos iraníes vigente desde el 13 de abril.
También pedía el levantamiento de todas las sanciones estadounidenses contra Irán y la liberación de sus activos congelados en el extranjero.
La gestión del estrecho de Ormuz
Fars señaló que esa propuesta iraní puso énfasis en que Teherán seguiría gestionando el estratégico estrecho de Ormuz, que Irán ha mantenido en gran medida cerrado desde el inicio de la guerra.
El lunes, el máximo organismo de seguridad de Irán, el Consejo Supremo de Seguridad Nacional, anunció la formación de un nuevo órgano para gestionar el estrecho.
En su cuenta oficial de X, el Consejo Supremo de Seguridad Nacional compartió una publicación de la Autoridad del Estrecho del Golfo Pérsico (PGSA) en la que se indicaba que ofrecería “información en tiempo real sobre las operaciones” en este paso marítimo.
Por su parte, los Guardianes de la Revolución afirmaron que los cables de fibra óptica de Internet que atraviesan el estrecho también podrían quedar sujetos a un sistema de permisos.
“Tras la imposición del control sobre el estrecho de Ormuz, Irán, alegando su soberanía absoluta sobre el lecho y el subsuelo de sus aguas territoriales (…) podría declarar que todos los cables de fibra óptica que atraviesan la vía navegable están sujetos a permisos”, afirmó el ejército ideológico de la república islámica en redes sociales.

Estados Unidos sancionó a la agencia de inteligencia de Cuba y a altos funcionarios de la dictadura
El gobierno de Estados Unidos anunció este lunes nuevas sanciones contra la Dirección de Inteligencia de Cuba, considerada la principal estructura de espionaje del régimen, y contra nueve funcionarios cubanos vinculados a áreas estratégicas de la dictadura de Miguel Díaz-Canel. La medida fue oficializada por la Oficina de Control de Activos Extranjeros (OFAC), dependiente del Departamento del Tesoro.
Entre las personas alcanzadas por las restricciones aparecen funcionarios relacionados con los ministerios de Comunicaciones, Energía y Justicia, según detalló el comunicado difundido por el Departamento del Tesoro. Las sanciones implican el bloqueo de bienes y activos que puedan encontrarse bajo jurisdicción estadounidense, además de restricciones para operaciones financieras y comerciales.
La medida se suma a otras acciones recientes impulsadas por la administración estadounidense para incrementar la presión política y económica sobre el régimen comunista.
Entre los nombres incluidos aparecen la ministra de Comunicaciones, Mayra Arevich Marín; el ministro de Energía, Vicente de la O Levy; y el ministro de Justicia, Oscar Manuel Silvera Martínez, además de otros dirigentes vinculados al aparato estatal cubano.
También fueron sancionados Roberto Tomás Morales Ojeda, integrante de la cúpula política del régimen; Juan Esteban Lazo Hernández, presidente de la Asamblea Nacional; el general Joaquín Quintas Solá; Eugenio Armando Rabilero Aguilera; Raúl Villar Kessell; Rosabel Gamón Verde y José Miguel Gómez del Vallín.
Además de las nuevas incorporaciones, el Departamento del Tesoro actualizó sanciones ya existentes contra organismos de seguridad cubanos, entre ellos el Ministerio del Interior y la Policía Nacional Revolucionaria.
Washington también modificó registros vinculados a Oscar Alejandro Callejas Valcarce y Eddy Manuel Sierra Arias, funcionarios asociados a la Policía Nacional Revolucionaria, quienes quedaron nuevamente vinculados a sanciones bajo la orden ejecutiva “CUBA-EO14404”.
En paralelo, la OFAC publicó este lunes la Licencia General 134C, un documento que actualiza y reemplaza una autorización anterior relacionada con operaciones petroleras vinculadas a crudo y derivados de origen ruso cargados antes del 17 de abril de 2026. El texto establece que determinadas transacciones podrán continuar hasta el 17 de junio de 2026, pero excluye expresamente cualquier operación relacionada con Cuba.
El documento oficial señala que la licencia “no autoriza ninguna transacción que involucre a una persona ubicada o constituida bajo las leyes de la República de Cuba”. También aclara que quedan prohibidas actividades relacionadas con Irán, Corea del Norte y regiones ocupadas de Ucrania.
La actualización normativa lleva la firma de Bradley T. Smith, director de la Oficina de Control de Activos Extranjeros, y entró en vigor el 18 de mayo de 2026.
El anuncio de las sanciones se produjo un día después de que el dictador cubano Miguel Díaz-Canel advirtiera que cualquier acción militar estadounidense contra la isla provocaría un “baño de sangre” y tendría consecuencias “incalculables” para la estabilidad regional.
“Cuba no representa una amenaza”, escribió Díaz-Canel en la red social X, en respuesta a versiones sobre presuntos planes militares atribuidos a La Habana.
Las declaraciones surgieron luego de reportes sobre supuestas discusiones vinculadas a drones militares y posibles objetivos estadounidenses en la región. Desde La Habana rechazaron esas acusaciones y aseguraron que se intenta construir un argumento para justificar una eventual intervención.
La situación económica cubana también agravó el escenario político interno. Tras la interrupción de suministros energéticos procedentes de Venezuela luego de la captura de Nicolás Maduro en enero, la isla enfrenta una severa escasez de combustible y cortes eléctricos prolongados.
En distintos puntos de la capital cubana, residentes expresaron su preocupación por el aumento de la confrontación entre ambos países. “Cuba responderá”, afirmó Sandra Roseaux, una habitante de 57 años citada por medios internacionales. “Mi país, con hambre o como esté, va a responder”.
Otro residente, Ulises Medina, pidió negociaciones directas para evitar un conflicto. “Tienen que llegar a un acuerdo y conversar”, sostuvo.
Las tensiones también aumentaron después de versiones sobre una posible acusación judicial en Estados Unidos contra Raúl Castro por el derribo de avionetas de la organización “Hermanos al Rescate” en 1996.
