El gobernador turista y el costo de la ausencia
Hay una idea profundamente equivocada que se instaló en parte de la política mexicana: creer que gobernar es proyectarse. Que un mandatario es exitoso mientras más fotos acumula en aeropuertos, foros internacionales o cenas diplomáticas. Como si la promoción sustituyera a la ejecución.
Pero la evidencia seria sobre desarrollo económico apunta exactamente en sentido contrario. La inversión no llega por likes, algoritmos o selfies en París. Llega a los territorios que ofrecen condiciones reales para producir y crecer: infraestructura funcional, seguridad, energía, agua, movilidad, capital humano y gobiernos capaces de cumplir su palabra.
Douglass North, premio Nobel de Economía, explicó que el desarrollo depende de instituciones capaces de reducir incertidumbre. Cuando un gobierno transmite improvisación, desorden o desconexión territorial, aumentan los costos de transacción y cae la confianza. Y ahí aparece el problema del gobernador ausente que padecemos en Nuevo León.
Porque una cosa es realizar una gira estratégica vinculada a proyectos concretos, y otra convertir el viaje permanente en estilo de gobierno. Cuando la gira intenta suplir la falta de resultados locales, se vuelve contraproducente. La literatura sobre promoción de inversión es clara: la promoción solo funciona cuando amplifica fortalezas reales; cuando intenta reemplazarlas, genera desgaste reputacional.
Dicho de forma sencilla: ningún inversionista serio instala miles de millones de dólares porque un gobernador fue de visita y mostró un traje caro en Europa. Lo hace porque detecta gobernabilidad, infraestructura y reglas claras. Y eso obliga a decir algo incómodo pero evidente: el principal problema de Nuevo León hoy no es de promoción internacional. Es de gobernabilidad.
La propia S&P Global advirtió recientemente un deterioro en la capacidad de gestión financiera y presupuestaria del estado, señalando tensiones políticas, dependencia creciente de deuda de corto plazo e incertidumbre institucional. Eso sí manda señales negativas que ninguna gira tapa. Porque el capital global puede tolerar muchas cosas, menos incertidumbre operativa.
Los polos exitosos del mundo —Singapur, Texas, Baviera o Shenzhen— no crecieron por giras políticas permanentes. Crecieron porque construyeron ecosistemas sólidos: logística, universidades, seguridad jurídica, infraestructura y coordinación público-privada. Primero existió capacidad estatal, la promoción vino después y no siempre fue necesaria.
Por eso organismos como la OCDE y el Banco Mundial insisten siempre en lo mismo: simplificación administrativa, digitalización, infraestructura, gobernanza metropolitana y capacidad institucional. No casualmente, el propio Plan Nacional de Desarrollo de la Presidenta de México, la Dra. Claudia Sheinbaum Pardo, pone el énfasis en coordinación, innovación pública, infraestructura y gobiernos cercanos al territorio. Porque gobernar no es aparecer. Gobernar es coordinar. Particularmente en Nuevo León, donde la economía depende de cadenas industriales extremadamente sensibles al tráfico, la logística, la movilidad y la certidumbre regulatoria.
En Nuevo León la ciudadanía observa obras tiradas, conflictos políticos permanentes, crisis ambientales, drenajes colapsados y una creciente sensación de desconexión. Y mientras todo eso ocurre, el gobernador vuelve a andar en Europa o en sabrá Dios que lugar que le parece interesante o trendy visitar.
Nathan Jensen y otros especialistas en inversión extranjera han demostrado que los inversionistas valoran mucho más la estabilidad institucional y la capacidad administrativa que las campañas de promoción. La confianza no se produce en una gira.
En Nuevo León siempre se admiró más al empresario que estaba en la planta que al que solo salía en revistas. Don Eugenio Garza Sada entendía eso perfectamente: el prestigio no se construía desde la apariencia, sino desde la seriedad y el cumplimiento. Y ahí está la discusión de fondo. Cuando la gira acompaña resultados, tal vez ayude. Cuando intenta sustituirlos, estorba.
Porque el inversionista serio no apuesta por el gobernador más fotografiado. Apuesta por el territorio que funciona. Y hoy el verdadero riesgo para Nuevo León no es quedarse sin promoción internacional. Es seguir teniendo un gobierno que viaja más, mucho más, de lo que gobierna.

SpaceX se prepara para concretar este jueves una de las pruebas más importantes de su historia con el lanzamiento del Starship 3 y el cohete Super Heavy, el sistema de transporte espacial más potente desarrollado hasta el momento por la compañía de Elon Musk.
El despegue está previsto para las 18:30 hora local desde Starbase, en el sur de Texas, Estados Unidos. En Argentina, el lanzamiento podrá seguirse desde las 19:30.
La misión corresponde al vuelo de prueba número 12 del programa Starship y servirá para evaluar por primera vez la tercera versión tanto de la nave espacial como del cohete impulsor.
SpaceX incorporó una serie de mejoras tecnológicas con el objetivo de fortalecer su candidatura como socio privado de la NASA en futuras misiones tripuladas a la Luna previstas para 2028.
Actualmente, Starship es una de las dos opciones que analiza la agencia espacial estadounidense para acoplarse con la cápsula Orion durante la misión Artemis IV y facilitar el descenso de astronautas sobre la superficie lunar. La empresa compite directamente con Blue Origin, la firma aeroespacial fundada por Jeff Bezos.

Entre las principales novedades del Starship 3 aparecen nuevos motores de maniobra orbital que permitirán realizar tareas de aproximación y acoplamiento en el espacio, funciones consideradas claves para futuras misiones lunares.
Además, esta nueva versión puede permanecer hasta 48 horas en órbita sin utilizar paneles solares y transportar cargas de hasta 100 toneladas, una diferencia importante respecto al modelo anterior, cuya capacidad era de 35 toneladas.
El vuelo tendrá una trayectoria de cuasi órbita. Aunque técnicamente será suborbital, la nave alcanzará niveles energéticos muy cercanos a una órbita real. SpaceX explicó que el objetivo de esta prueba es medir la confiabilidad del sistema antes de colocar un vehículo de 135 toneladas en órbita baja terrestre.

Durante la misión, Starship también llevará 22 maquetas de satélites Starlink. Una vez en el espacio, serán liberadas como parte de una prueba destinada a evaluar distintos sistemas. Dos de esos satélites tendrán además la tarea específica de fotografiar y analizar el comportamiento térmico de la nave.
Para realizar ese control, SpaceX simuló fallas en algunas losetas térmicas pintándolas de blanco, con el objetivo de comprobar si los satélites logran detectar correctamente esas anomalías ficticias.
Debido a que se trata de la primera prueba de esta nueva versión, la compañía no intentará recuperar la nave ni el cohete en tierra firme. Ambos amerizarán tras completar el vuelo para luego ser recogidos. Según el plan previsto, Starship caerá sobre el océano Índico poco más de una hora después del lanzamiento.
El cohete Super Heavy, encargado de impulsar la nave durante la primera etapa, mide 72,3 metros y utiliza 3650 toneladas de metano y oxígeno líquido como combustible.

Su estructura fue diseñada para alimentar en simultáneo los 33 motores Raptor 3 que posee. Cada uno de ellos tiene una capacidad de empuje de 280 toneladas, superando ampliamente las 230 toneladas de la versión anterior.
El resultado es un empuje total de 9240 toneladas, cifra que le permitirá superar el récord histórico del Saturn V y convertirse en el cohete más potente del mundo.
El Super Heavy también cuenta con rejillas aerodinámicas de gran tamaño, sistemas de protección térmica y mecanismos de supresión de incendios, aunque mantiene un peso relativamente menor gracias al diseño más liviano de sus motores.
Tras separarse de la nave, el cohete amerizará en el Golfo de México apenas siete minutos después del despegue.

Colorado Democrats formally censured Gov. Jared Polis on Wednesday after he commuted the prison sentence of former Mesa County Clerk Tina Peters, a prominent election denier convicted in a voting system breach case.
The Colorado Democratic Party State Central Committee voted Wednesday to censure Polis, a fellow Democrat, after he issued a controversial commutation for Peters, who was convicted in connection with a 2021 voting equipment breach case.
«Reducing her sentence now, under pressure from Donald Trump, is not justice,» the party said in a statement. «It sends a message to future bad actors that election tampering has consequences, unless you’re friends with the president.»
«That’s a dangerous and disappointing precedent to set,» the statement added.

The party accused Polis of having «materially harmed» the state party’s credibility and barred him from participating in official Democratic Party-sponsored events moving forward.
It also said the clemency decision «does not reflect the values, institutional positions, or democratic commitments of the Colorado Democratic Party.»
When reached for comment, a spokesperson for Polis defended the governor’s decision in a statement to Fox News Digital.

«The Governor made this decision based on the facts of the case and what he believed was the right thing to do,» the spokesperson said. «Sometimes the right thing isn’t the popular thing with everybody. Democracy is strongest when disagreement is met with debate and dialogue, not censorship.»
The reprimand came after Polis announced clemency for 44 individuals last Friday, including 35 pardons and nine commutations.
Peters was among those granted a commutation, reducing her prison sentence and making her eligible for parole beginning June 1, 2026.

Peters became a nationally known figure among 2020 election skeptics following the Mesa County voting equipment breach controversy and subsequent criminal prosecution.
President Donald Trump quickly weighed in on the commutation, posting on Truth Social: «FREE TINA!»
According to the executive order signed Friday, Peters’ sentence was reduced from eight years and three months to four years and four-and-a-half months.
The order also stated the clemency action «shall not in any way affect the underlying criminal conviction.»
Peters was convicted in 2024 of three counts of attempting to influence a public servant, along with conspiracy to commit criminal impersonation, official misconduct, violation of duty and failure to comply with secretary of state requirements.
In a statement announcing the clemencies, Polis said, «the Clemency power is a serious responsibility, and not one that I take lightly.»
«This power has the ability to change lives — help grant a second chance for someone who has made grave mistakes — and it comes with great consideration, and sometimes even controversy,» he added.

The move was immediately condemned by Democrats, including Colorado Secretary of State Jena Griswold, who accused Polis of legitimizing «the election denial movement.»

President Donald Trump split with immigration hawks by defending Chinese students in the U.S. while also softening on Chinese-owned farmland — creating friction inside MAGA and unexpected overlap with moderate Democrats.
Fox News’ Sean Hannity asked Trump in a recent interview from Beijing about concerns surrounding Chinese nationals attending school in the U.S. and China-linked entities purchasing farmland, including in sensitive areas like near a North Dakota military base that raised eyebrows earlier this decade.
Republicans have long warned that Chinese student visa programs could expose U.S. research and state secrets to the Chinese Communist Party, while GOP officials like Florida Gov. Ron DeSantis and Nebraska Sen. Deb Fischer have pushed for tougher restrictions on Chinese ownership of American farmland.
«It’s not that I love it. You want to see farm prices drop; you want to see farmers lose a lot of money just take that out of the market. But they’ve had a lot of land for a long time. Obama did nothing about it,» Trump said.

Trump also defended allowing Chinese students to study in the U.S., calling them «good students» and arguing that banning them would unnecessarily inflame tensions with Beijing.
«I frankly think that it’s good that people come from other countries and they learn our culture and many of them want to stay here,» Trump said, while admitting that it «doesn’t sound like a very conservative position – and I’m a conservative… commonsense guy. I think MAGA is ‘common sense,’» he said.
The comments triggered backlash from the right wing of the MAGA movement, with former Rep. Marjorie Taylor Greene disputing, «No — that’s not commonsense.»
«Trump says it’s insulting to tell China their students can’t go to our universities, imagine being an American student and receiving a rejection letter while 500,000 Chinese students get in,» Greene said, according to the left-wing New Republic. «And no – it’s not OK for China to buy our farmland.»
Some Democrats, however, appeared heartened by Trump’s more moderate stance on a major sticking point in the immigration field.
Fox News Digital reached out to top Democrats on the moderate New Democrat Coalition’s Border Security Working Group.
Chairman Gabe Vasquez of New Mexico told Fox News Digital that while he disagrees with Trump «on a lot» regarding immigration enforcement, he will continue to support efforts to bring new blood into the American economy.
«I have long supported building America’s workforce by encouraging the best and brightest across the world to come study in the U.S. and build their careers and families here,» said Vasquez.
«Congress should expand more legal pathways for students to stay here and start businesses, grow the American economy, and help our country fill critical needs in key industries like healthcare, manufacturing, quantum AI and engineering.»
A Vasquez spokesperson added that the lawmaker, however, agrees with conservatives on one point where Trump differed — that Chinese nationals should not be permitted to purchase U.S. farmland.
«Food security is national security,» the spokesperson said.
Speaking to Hannity, Trump added: «I could tell [Xi], I don’t want any students, it’s a very insulting thing to say to a country. They would then immediately go out and start building universities all over China.»
Trump argued that without the influx of Chinese students, middling and lower-tier universities would begin dying on the vine financially.
Lora Ries, former counsel for the House Judiciary Committee’s immigration subcommittee and a 30-year policy expert now with the Heritage Foundation, told Fox News Digital that universities have grown too dependent on foreign students because they often pay «full freight» — and made the case for scrutinizing the education system rather than keeping it propped up with foreign tuition.

«It is no longer a level playing field for American students to get into these universities. We also know many of these universities are producing degrees that don’t have a great return on investment: gender studies, et cetera. So why on earth do we want to keep universities that depend on those sorts of degrees afloat?» Ries said.
«We shouldn’t justify continuing to bring in high levels of foreign students to keep so many universities in business when the Big-Ed model is absolutely upside-down.»
According to Ries, Chinese and other foreign student blocs exacerbate the difficulty American students face getting into colleges — while native students are also not finding meaningful jobs after graduation.
Ries said the issue is «right up Trump’s alley,» but not in the way the president posited on «Hannity.» She said Trump could shake up «Big-Ed» by incentivizing quality degrees and disincentivizing ones that leave American graduates occupationally stranded.

When it comes to the adage about jobs Americans supposedly won’t do, she pointed to the medical field, which has seen an influx of foreign students.
«You can’t say medicine is a job that Americans won’t do, so what’s going on?» she said.
She also noted that Chinese nationals cannot come to live in America without the knowledge of — and often information-sharing with — the CCP, which itself poses a risk.
«Also, Chairman Xi can say, ‘Well, America is in decline,’ as he just did in this summit.»
When asked for comment, a White House spokesperson directed Fox News Digital to the president’s remarks to Hannity.

Trump’s comments set up a new potential divergence between presidential policy and conservative politics among some of his current and former most ardent supporters, including Greene.
It also, however, potentially opens up a rare immigration dialogue with Democrats like Vasquez and his coalition of moderates, who have been trying to advance their own fixes to the broken system.
