DOJ, Treasury investigate nonprofits and leaders allegedly coordinating with Cuba in influence campaign

This article is Part I of a Fox News Digital investigative series examining allegations that the communist government of Cuba built an influence network inside the United States that federal authotiries are now investigating. Part I focuses on the network’s rapid response following the indictment of Cuban leader Raúl Castro.
Just nine minutes after U.S. Attorney General Todd Blanche announced murder charges against Cuban leader Raúl Castro for the 1996 shootdown of two civilian aircraft flown by exile group Brothers to the Rescue, a coordinated rapid response network was already mobilizing across the U.S. to defend Castro and the Communist Party of Cuba.
At 1:54 p.m. on Wednesday, the Party for Socialism and Liberation, a Marxist political organization deeply embedded in a «Hands Off Cuba» campaign, published six pre-produced graphics denouncing the indictment as a «BASELESS INDICTMENT OF RAUL CASTRO» and «A PRETEXT FOR ANOTHER WAR.»
Hours later, at 3:18 a.m. early Thursday morning, Vijay Prashad, executive director at Tricontinental, a Marxist think tank, wrote on X, «Cuba is not a menace to the world. The United States is a menace to the world. The world stands with Raúl Castro, hero of the Cuban Revolution. The world turns its back on Donald Trump, clown of human destruction.» Manolo De Los Santos, executive director of the People’s Forum, a New York-based nonprofit, shared the message without a word, as did leaders from CodePink, another leftist organization.
Then, 24 hours after Blanche’s announcement, at 1:46 p.m. on Thursday, BreakThrough News, a media platform aligned with the same activist ecosystem, published a video featuring defiant Cubans, with one man declaring, «We won’t hand over Raúl.»
Fox News Digital has learned that Justice and Treasury Department officials are investigating U.S. nonprofits and activist groups for allegedly coordinating lobbying, messaging, fundraising, delegations and political organizing efforts with Cuban government officials as part of a possible foreign influence campaign operating inside the United States.
A Fox News Digital investigation has identified 145 nonprofits, labor groups, advocacy organizations and activist collectives across the U.S. that are mobilizing in support of the Cuban government and the Communist Party of Cuba. Together, the organizations report about $1 billion in combined annual revenue.

To U.S. national security officials examining the influence of foreign governments in the U.S., the rapid-response messaging campaign offers a striking example of how quickly the nationwide Cuba «solidarity» infrastructure synchronizes political messaging across nonprofits, media platforms, labor organizations and activist coalitions following major geopolitical developments involving the Cuban regime.
Making the alleged influence campaign even more complicated, the ANSWER Coalition, Party for Socialism and Liberation, BreakThrough News, CodePink, People’s Forum and Tricontinental are all part of a network funded by American expatriate tech tycoon Neville Roy Singham, who lives in Shanghai, supporting the Chinese Communist Party and its global agenda, including its defense of the communist regime in Cuba.
In a statement to Fox News Digital, a spokeswoman for the Embassy of Cuba in Washington denied any improper activity and said the country’s diplomats operate within the bounds of the Vienna Convention, where Article 41 states that diplomats «have a duty not to interfere in the internal affairs» of a state.
«Cuban diplomats strictly comply with the Vienna Convention on Diplomatic Relations,» the embassy spokeswoman said, noting that «part of diplomatic work» is to «promote friendly relations» and «interact with organizations and institutions of civil society in the State to which one is accredited.»
The embassy added that «it is neither extraordinary, nor a violation of any international or U.S. law, for Cuban diplomats to engage with civil society,» and said it doesn’t encourage Americans «to overthrow or act against the constitutional order of the United States.»
Sources familiar with the probe said investigators are also examining the activities of several prominent activists and organizers connected to the Cuba solidarity movement, including Twitch streamer Hasan Piker, CodePink co-founder Medea Benjamin and CodePink D.C. coordinator Olivia DiNucci.

Federal investigators are also probing about 40 Americans who allegedly coordinated with Cuban government officials to bring goods and supplies to Cuba in «convoys» and «flotillas» earlier this year, sources told Fox News Digital.
The organizations under scrutiny span labor unions, activist nonprofits, solidarity campaigns, travel networks, socialist political groups and media operations.
The pro-communist Cuba ecosystem includes seven clear communities:
- Singham network: ANSWER Coalition; BreakThrough News; CodePink; International People’s Assembly and its affiliates; Liberation News and Party for Socialism and Liberation; People’s Forum and its fiscally-sponsored projects, Venceremos Brigade and Hatuey Project; Tricontinental Institute; IFCO and its Pastors for Peace project,
- Labor unions and labor activists: AFL-CIO-affiliated organizers, International Association of Machinists Local 1484, Labor/Community Strategy Center, Service Employees International Union, Teamsters tied to Amazon labor campaigns, United Union of Roofers, Waterproofers and Allied Workers Local 36
- Cuba travel brigades, convoys and delegations: Activist flotilla and humanitarian caravan organizers; Global Exchange; Hands Off Cuba Committees; National Network on Cuba; Nuestra América Convoy organizers
- Socialist, Marxist, Communist organizations: African People’s Socialist Party, Communist Party USA, Democratic Socialists of America, Peace and Freedom Party, Socialist Unity Party, Socialist Workers Party
- Media and propaganda ecosystem: activist social media amplification campaigns, anti-imperialist podcasts and livestream networks, BreakThrough News, BT News, Liberation News, Tricontinental
- Legal, academic and institutional networks: National Lawyers Guild; church and faith-based solidarity organizations, educational outreach organizers working in schools and campuses, , professors tied to Cuba delegations and anti-sanctions campaigns, university-based Cuba solidarity groups

Investigators are also scrutinizing travel and delegation infrastructure tied to the network, including organizations coordinating labor trips, educational exchanges, people-to-people tours, activist brigades and humanitarian convoys to Cuba.
Under the Foreign Agents Registration Act, Americans who engage in political activities in the United States at the direction or control of a foreign government may be required to register with the Justice Department. Advocacy itself is protected under the First Amendment, and registration under FARA doesn’t prohibit political activity. Investigators are examining whether any organizations crossed the line from independent activism into coordinated activity directed by Cuban government officials.
Investigators are examining whether some organizations and activists are coordinating lobbying, messaging, delegations, fundraising and political organizing efforts with Cuban government officials without registering under the Foreign Agents Registration Act, known as FARA, according to sources familiar with the inquiry.
The Treasury Department’s Office of Foreign Assets Control, or OFAC, enforces the decades-old U.S. sanctions regime against Cuba, including restrictions on financial transactions, material support, shipping and the transfer of goods and services to the island.
While humanitarian exemptions and licensed travel categories exist, investigators are examining whether some activists and nonprofit groups coordinated shipments, fundraising, «convoys,» flotillas and aid campaigns in ways that may have violated sanctions regulations or evaded reporting requirements.

Investigators are also scrutinizing whether organizations used intermediary nonprofits, fiscally sponsored projects or generic donation language in ways that obscured Cuba-related transactions that otherwise could have triggered additional compliance scrutiny under OFAC regulations.
One fundraising page soliciting solar panel donations for Cuba instructed donors: «Please do not write ‘Cuba’ in donation comments or on the memo line of checks. Simply write ‘Urgent Aid.’»
Sources familiar with the probe said investigators are also examining the activities of several prominent activists and organizers connected to the Cuba solidarity movement, including Twitch streamer Hasan Piker, CodePink cofounder Medea Benjamin and CodePink D.C. coordinator Olivia DiNucci.
«Cuba is 100% operating a foreign influence operation in the U.S.,» said Heritage Foundation senior fellow Mike Gonzalez, a Cuban-born author who has written extensively on communist influence operations in Latin America.
He described Cuba as «ground zero for anti-American revolutionary organizing in the Western Hemisphere.»
Gonzalez told Fox News Digital, «Cuba is a prep school for revolutionaries.»
«The Cuban regime has spent decades building influence networks inside universities, labor groups, activist nonprofits, churches and solidarity organizations in the U.S.,» Gonzalez said. «The key question for investigators is whether these organizations crossed the line from protected activism into coordinated political activity directed by a foreign government.»

Era el estilista de las celebridades, apareció muerto junto a su madre y una carta escondía la verdad
Mauricio Leal era uno de los estilistas más reconocidos de Colombia. Dueño de un exclusivo salón de belleza en Bogotá, trabajaba con actrices, modelos, cantantes e influencers, y había construido una exitosa carrera que lo convirtió en una figura muy querida dentro del mundo del espectáculo.
Pero el 22 de noviembre de 2021 su nombre comenzó a ocupar las portadas de todos los medios por un motivo completamente distinto. Ese día fue encontrado muerto junto a su madre, Marleny Hernández, en la casa que ambos compartían en La Calera, un municipio ubicado en las afueras de Bogotá.
Lo que en un principio parecía un homicidio seguido de suicidio terminó convirtiéndose en uno de los casos policiales más impactantes de la historia reciente de Colombia, con una investigación que descubrió una escena cuidadosamente montada y reveló que el asesino era una persona de su entorno más cercano.
El hallazgo
La mañana del 22 de noviembre, familiares y allegados comenzaron a preocuparse porque Mauricio no respondía los llamados ni los mensajes. Poco después, las autoridades ingresaron a la casa y encontraron una escena estremecedora.
El peluquero y su madre estaban muertos dentro de la casa, ambos con múltiples puñaladas. Junto al cuerpo de Mauricio se encontró una carta escrita a mano en la que, supuestamente, confesaba haber asesinado a su madre para luego quitarse la vida. “No puedo más”, decía ese documento, que después se convirtió en la principal prueba de la causa.
Durante las primeras horas, esa hipótesis pareció convencer a parte de los investigadores. Sin embargo, había varios detalles que no terminaban de cerrar.

Con el avance de las pericias forenses, la teoría del homicidio seguido de suicidio empezó a derrumbarse. Los especialistas concluyeron que Mauricio había sido obligado a escribir la carta antes de morir y que, debido a la gravedad de las heridas que presentaba, era prácticamente imposible que hubiera podido redactarla por voluntad propia después de atacar a su madre.
Además, el análisis de la escena permitió establecer que alguien había intentado alterar la evidencia para hacer creer que se trataba de un suicidio.
La investigación dio entonces un giro total: ya no buscaban explicar una tragedia familiar, sino identificar al responsable de un doble homicidio cuidadosamente planificado.
El principal sospechoso
A medida que avanzaban las declaraciones y el análisis de cámaras de seguridad, todas las miradas comenzaron a dirigirse hacia Jhonier Leal, hermano mayor de Mauricio.

También encontraron pruebas que indicaban que había manipulado distintos elementos de la escena y que había permanecido en la casa durante un tiempo mayor al que había reconocido.
La Fiscalía colombiana sostuvo que el hombre había organizado el asesinato con un objetivo económico: quedarse con la importante fortuna de Mauricio, que incluía propiedades, vehículos, empresas y otros bienes obtenidos durante años de trabajo.
En enero de 2022, apenas dos meses después del crimen, Jhonier Leal fue detenido e imputado por el doble homicidio.
Durante una audiencia sorprendió al admitir su responsabilidad. Entre lágrimas, aceptó haber asesinado tanto a su hermano como a su madre y pidió perdón a su familia.
Sin embargo, poco tiempo después cambió completamente su estrategia judicial. Su defensa aseguró que había sido presionado para declararse culpable e intentó retractarse de la confesión, por lo que el proceso continuó con la presentación de pruebas periciales, testimonios y reconstrucciones realizadas por la Fiscalía. La condena
Tras analizar toda la evidencia reunida durante la investigación, la Justicia concluyó que el doble crimen había sido cometido por Jhonier Leal y que el móvil había sido económico.
Los jueces consideraron probado que asesinó a su hermano y a su madre, que intentó simular un homicidio seguido de suicidio mediante la carta encontrada junto al cuerpo de Mauricio y que alteró la escena para desviar la investigación.
En junio de 2024 fue condenado a más de 55 años de prisión por el doble homicidio agravado.

De escasez de remedios a falta de médicos especializados: la vida de los cubanos se complica mientras ven colapsar el sistema de salud
La crisis que atraviesa el sistema de salud en Cuba se refleja en casos como el de Rosa Valentina Pérez, quien lleva casi tres semanas esperando una tomografía computarizada en la principal clínica oncológica de La Habana. La urgencia de su diagnóstico contrasta con la realidad: solo un escáner funciona en la capital y la lista de espera es larga.
“No se pueden imaginar lo que es tener este dolor, saber que tu esperanza de vida se está reduciendo y oírles decir: ‘Veamos cuándo podemos hacer esa tomografía’”, relató Pérez. Su historia ilustra el deterioro de un sistema que durante décadas fue considerado el emblema de la revolución cubana.
Aunque Cuba fue célebre por su atención médica gratuita y de calidad, hoy la sanidad pública está al borde del colapso. Factores como la pandemia, el endurecimiento de sanciones internacionales y una crisis energética agravada por el bloqueo de combustible llevaron la infraestructura hospitalaria a una situación crítica.
En los hospitales cubanos, los cortes de energía y la escasez de medicamentos son el pan de cada día. A esto se suman el éxodo de profesionales hacia el exterior y la obsolescencia de los equipos médicos, lo que deja áreas prioritarias como oncología, cardiología y nefrología al límite de sus capacidades.
El director del Instituto Nacional de Oncología y Radiobiología, Luis Eduardo Martín, expuso la magnitud del problema: “El 80% de los equipos utilizados en diagnóstico y tratamiento están obsoletos o averiados”. Este déficit tecnológico obliga a los médicos a “administrar medicamentos sin poder verificar en ocasiones que estén teniendo el efecto que esperamos… porque no contamos con los reactivos ni el equipo para controlarlos”.
La lista de espera para acceder a la radioterapia en el INOR supera los 1.200 pacientes. El relato de Pérez a la agencia AFP, quien tras una cirugía de cáncer de mama necesita saber si la enfermedad avanzó o no, se repite entre quienes enfrentan el drama de la demora diagnóstica.
La situación actual en el sistema de salud cubano es insostenible: la falta de recursos, equipos dañados y la escasez de personal también provocaron que los tratamientos y diagnósticos se ralenticen o se limiten, poniendo en riesgo la vida de miles de pacientes. El deterioro afecta tanto a adultos como a niños, y las soluciones improvisadas rara vez bastan para evitar consecuencias graves.
La crisis no distingue edades. Según datos oficiales, la supervivencia al cáncer infantil cayó del 85% al 65% en pocos años. “Es muy frustrante saber que puedes salvar al niño, lograr una mayor tasa de supervivencia, y no puedes hacerlo porque tienes las manos atadas”, lamentó Mariuska Forteza, jefa de oncología pediátrica del INOR.
La falta de reactivos y combustible para transportar muestras entre hospitales obligó a recortar análisis sanguíneos esenciales. A pesar de la adversidad, los técnicos intentan mantener los equipos en funcionamiento. “A veces tengo que venir al hospital a medianoche o a las 2 de la madrugada para reparar equipos para que el paciente pueda comenzar su tratamiento”, contó Alexis Amado Domínguez, técnico de reparaciones.
En el Instituto Nacional de Cardiología y Cirugía Cardiovascular, el número de operaciones cardíacas anuales cayó de más de 400 a apenas 100, según el médico José Esteban Abreu. Unos 130 pacientes esperan la implantación de un marcapasos, mientras el personal recurre al canibalismo de piezas para mantener algunos equipos activos.
“Siempre estamos inventando, trabajando, innovando”, dijo el técnico Luis Alexis Duncan, mostrando equipos desmantelados que esperan ser reparados en el taller que atiende el 80% del equipamiento médico de la ciudad.
La inventiva cubana, aunque legendaria, no alcanza para sortear todas las limitaciones. Incubadoras y respiradores neonatales defectuosos se acumulan en los talleres, mientras el éxodo de médicos y enfermeros agrava una situación ya crítica. Los salarios estatales, pagados en pesos muy devaluados, no alcanzan para retener al personal sanitario.
En la unidad de diálisis del Hospital Hermanos Ameijeiras, la jefa de nefrología Iamara Castro admitió que debieron reducir las sesiones de cuatro a dos horas para atender a más pacientes. “Cuando se acorta el período de hemodiálisis, se acorta la vida”, señaló con gravedad, subrayando que el servicio se sostiene por la pura “compasión”.
Nelson Companioni, paciente de 81 años, describió su temor a que los equipos fallen antes de terminar su tratamiento. “Se ve a las enfermeras arrodilladas allí, golpeándolo para que funcione”, relató sobre la escena habitual en el hospital.

Rep. Ilhan Omar, D-Minn., refused to address her revised financial disclosures that could imply she has a negative net worth after the progressive lawmaker dramatically reduced the reported value of assets tied to her husband’s business ventures.
«Can you tell us if your husband still has the consulting business and the wine business?» Fox News Digital asked Omar.
The congresswoman stayed silent as she was repeatedly questioned, after previously telling Fox News Digital that the original filing — showing Omar’s reported assets reducing by as much as $29.9 million — was inaccurate and «incomplete» information.

The controversy surrounding Omar’s finances began when a 2024 financial report estimated that Omar and her husband possessed between $6 million and $30 million in assets, all while the Minnesota fraud scandal within the Somali community was beginning to come to fruition.
A more recent 2025 financial disclosure report shows Omar’s revised value of shared assets between her and husband to sit at a maximum of $125,000 — a multimillion-dollar drop from the year prior. The lower estimate of their assets, $20,000, compared to the low and high debt estimates, $30,000 and $100,000, would imply the Minnesota Democrat could have a negative net worth.
Both she and her husband have separate debts, each ranging somewhere between $15,000 and $50,000 — from her own student loans and her husband’s credit card debt, according to the disclosures.

The biggest change in the documents involved Omar’s husband, Tim Mynett. His reported ownership interests in both his winery and venture capital advisory firm, which were previously valued in the millions of dollars, are listed with no value now.
In Omar’s 2024 financial disclosure records, Mynett’s share in his winery was valued between $1 million and $5 million, and his share at the venture capital advisory firm was valued between $5 million and $25 million. Now, his equity interests are both listed at $0.
Omar’s office previously told Fox News Digital that Mynett has partners in both businesses and said the earlier disclosure mistakenly reflected the businesses’ total equity rather than his ownership interest. The office also said the original filing listed assets without accounting for liabilities.

House Oversight Committee Chairman James Comer, R-Ky., has publicly voiced his interest in the Ethics Committee opening an investigation into Omar’s personal finances after the 2025 financial reports came out showing the possibility of a $29 million drop in her net worth.
Vice President JD Vance also has said the U.S. Department of Justice will be opening a probe into her alleged fraud as part of the administration’s anti-fraud taskforce that he spearheads, though no formal investigations have been shared with the public at this time.
Omar has been reluctant to answer Fox News Digital’s questions about her financial fallout and potential probes to be opened against her.
The Minnesota lawmaker similarly dodged answering any of Fox News Digital’s questions just last month about the revised disclosures.
