Exmandataria de la Cicig solicita levantar el antejuicio al juez Jimi Bremer
Claudia González presentó una solicitud de retiro de antejuicio contra el juez Jimi Bremer, a quien atribuye cinco posibles delitos por las decisiones adoptadas en el proceso penal que enfrenta por abuso de autoridad.
La exmandataria de la desaparecida Comisión Internacional contra la Impunidad en Guatemala (Cicig) busca que se investiguen presuntas vulneraciones a sus derechos, después de que un grupo de expertos de Naciones Unidas calificara de arbitraria su detención de 2023.
La petición fue entregada este lunes 21 de septiembre ante la Dirección de Gestión Penal del Organismo Judicial, en la Torre de Tribunales.
El expediente pasó al Juzgado Quinto Penal, que deberá inhibirse y trasladarlo a la Corte Suprema de Justicia, encargada de decidir si da curso al levantamiento de la inmunidad del magistrado.
González pretende que Bremer sea investigado por prevaricato, abuso de autoridad, incumplimiento de deberes, retardo malicioso y denegación de justicia. La abogada sostiene que las actuaciones judiciales la dejaron en una situación de indefensión para resolver su situación legal.
“Todas las acciones en mi contra, mi detención y todas las vulneraciones de derechos humanos que se dieron dentro de mi proceso tienen que ser investigadas por el Estado de Guatemala”, afirmó González al explicar los fundamentos de la acción.
Las actuaciones cuestionadas durante el proceso penal
La denuncia apunta a los aplazamientos de audiencias, la reserva aplicada al expediente y el rechazo de la mayor parte de las pruebas de descargo ofrecidas por su defensa. González cuestionó también que se le imputara abuso de autoridad, al sostener que nunca ejerció como funcionaria pública.
“Yo no fui funcionaria, nunca fui funcionaria pública, entonces tampoco cabría el tema de levantar un proceso penal por el delito de abuso de autoridad”, señaló. Sobre la audiencia para presentar pruebas, añadió: “Rechazó casi toda mi prueba; o sea, me dejó en estado de indefensión total”.
El Grupo de Trabajo sobre la Detención Arbitraria de Naciones Unidas concluyó que la captura de González y la privación de su libertad vulneraron sus derechos fundamentales y debían ser investigadas por el Estado de Guatemala.
En prisión durante 82 días
González fue detenida el 28 de agosto de 2023 tras un allanamiento en su vivienda y permaneció 82 días en prisión preventiva en el centro militar Mariscal Zavala. La Sala Primera de Apelaciones le concedió posteriormente medidas sustitutivas al considerar que la prisión carecía de fundamentación suficiente.
La audiencia de primera declaración se realizó nueve días después de la captura, pese a que la legislación fija un plazo máximo de 24 horas. El caso fue declarado bajo reserva, lo que restringió el acceso a la información sobre el proceso.
Las suspensiones incluyeron ausencias del Ministerio Público, excusas de jueces, demoras para presentar actos conclusivos y postergaciones de las audiencias de ofrecimiento de prueba. La etapa intermedia se extendió durante más de un año, con interrupciones atribuidas también a exceso de trabajo y a presuntas presiones externas.
El 18 de marzo de 2025, Bremer resolvió enviar a González a juicio. Dos meses después, el Tribunal Séptimo de Sentencia Penal suspendió la audiencia de inicio porque el Ministerio Público no compareció y fijó el debate para el 12 de mayo de 2027, al alegar que no contaba con otra fecha disponible por la carga de trabajo.
La denuncia de Blanca Stalling y el origen del expediente
El proceso contra González se originó en una denuncia de la exmagistrada de la Corte Suprema de Justicia Blanca Stalling, fallecida en noviembre de 2025, quien acusó a la abogada por las indagaciones que realizó en 2017 mientras trabajaba para la Cicig.
La exmagistrada había sido investigada por presunto tráfico de influencias luego de que el exjuez Carlos Ruano la denunciara. Ruano sostuvo que Stalling intentó influir para que dejara en libertad a su hijo, Otto Molina Stalling, procesado en un caso de corrupción.
Aunque González actuó bajo el amparo de la Cicig, la Fiscalía sostiene que no tenía facultades para investigar a funcionarios judiciales. La acusación quedó exclusivamente a cargo del Ministerio Público que, en ese entonces, estaba bajo la dirección de Consuelo Porras, sancionada en 43 países.
Abogados Sin Fronteras Canadá y la defensa de González exigieron al Estado de Guatemala cumplir la resolución de Naciones Unidas y reparar las vulneraciones denunciadas. La organización afirmó que la persecución penal se relaciona con la labor de la abogada en la comisión, un organismo de Naciones Unidas que entre 2014 y 2019 desmanteló más de 200 estructuras corruptas dentro del Estado.
El juez Bremer y los antecedentes de sanciones internacionales
Jimi Rodolfo Bremer Ramírez es titular del Juzgado Décimo de Primera Instancia Penal y ha intervenido en procesos contra exfiscales, abogados, periodistas y antiguos operadores de justicia. Entre sus resoluciones figuran autorizaciones de diligencias y allanamientos vinculados a investigaciones contra exintegrantes de la Fiscalía Especial contra la Impunidad.
Bremer fue incluido en listas de sanciones de la Unión Europea y del Gobierno de Estados Unidos, incluida la Lista Engel, bajo señalamientos de atentar contra la democracia y el Estado de derecho. La solicitud de González busca que la Corte Suprema de Justicia determine si puede ser investigado por las decisiones que tomó durante su proceso.

White House won’t back down as attorney predicts how Trump’s latest press tussle will play out in court
An attorney at a nonprofit that defends the First Amendment doesn’t think President Donald Trump will come out on top in a legal battle with three media outlets he banned from the White House.
But after announcing on Friday his ban of CNN, MS NOW and Politico — and the resulting lawsuit against him — the White House told Digital that Trump isn’t backing down.
«I think the Trump administration will not fare well in court because its action here is blatantly unconstitutional,» predicted Aaron Terr, the director of public advocacy at the Philadelphia-based Foundation for Individual Rights and Expression (FIRE).
Trump took to TRUTH Social on Friday to announce that employees with the three major media outlets will be banned from White House grounds over «reporting FAKE NEWS. He said they «shouldn’t be able to constantly write or report FICTION and LIES when they’re covering the President of the United States.»

Terr says that what media outlets report is not at issue.
«There’s settled precedent that when the White House opens its doors to the press, which it has done, the First Amendment walks in too,» Terr said. «So that means the administration can’t ban reporters from the White House grounds just because it doesn’t like their point of view or thinks their coverage is too negative or critical, and the president in his statements has been crystal clear that this was the exact reason that he banned CNN, MSN, and … Politico from the entire White House grounds.»
Reporters and cameramen with the outlets removed their gear and set up on Pennsylvania Ave. over the weekend and this week continued to film live hits from across the street rather than from their usual spots on White House grounds.
In response to Terr’s assessment, the White House remained defiant about the ban.
«The Fake News has no place demanding a spot in the President’s Oval Office,» the White House said. «The lies they smear are a disservice to the American public and tear at the very fabric of our Democracy. They’re completely capable of reporting from directly outside.»

Monday morning, the three news outlets filed a lawsuit against Trump seeking an injunction that would halt the president’s ban temporarily, and asking the court to immediately order the restoration of the media members’ White House credentials.
CNN was scheduled for White House television pool coverage on Monday. Media, ABC News, CBS News and NBC News, the other press pool networks, announced in a joint statement that they would not take CNN’s place.
«The public has a vital interest in receiving accurate, independent information about its government. No administration should restrict a news organization because it objects to its reporting,» the pool members said in a joint statement.
Additionally, White House Correspondents’ Association (WHCA) President Jacqui Heinrich of Fox News, released a statement expressing the organization’s support of the outlets.
«Today’s action revoking access for journalists from CNN, POLITICO, and MSNOW violates the First Amendment,» she wrote. «The implications extend beyond these organizations: a standard used to exclude one news outlet because of its coverage could be applied to any outlet in the future.»
«The American people, through a free and independent press, must be able to scrutinize those elected to power, regardless of whether government officials view it favorably,» she continued. «The WHCA calls on the administration to immediately restore our colleagues’ access.»

Terr said that while nobody has a First Amendment right to report from the White House, he said court precedent established that once a media outlet gains access to the White House, that access cannot be revoked for ideological reasons.
«The principle here is that once the government provides access, it then can’t condition that access on whether you’re expressing a viewpoint that the government agrees with,» he said. «It’s a broader First Amendment principle that the government cannot retaliate against Americans for protected speech, and that includes revoking news outlets’ access to a space open to the press just because the president doesn’t like the actual or perceived slant of their report.»
Terr noted that while there can be bias in media, the alternative of government-controlled media could result in a much worse outcome.
«The First Amendment is designed to prevent exactly that type of government control over the flow of information in a free society,» he said. «The First Amendment guarantees that reporters are free to cover the news in a way that they think is best, and it’s up to the American public to hear what they have to say and decide whether or not to trust them and their coverage of the government and other issues in our society.»

Operación Aulas Seguras deja seis adolescentes vinculados a casos de drogas en varias provincias panameñas
La Operación Aulas Seguras, desarrollada en siete provincias panameñas, derivó en medidas cautelares y condenas contra seis menores de edad investigados por delitos relacionados con drogas.
Tres adolescentes recibieron detención provisional y otros tres aceptaron culpabilidad, con penas de entre 12 y 18 meses de prisión.
La iniciativa estuvo a cargo de las cinco Fiscalías Superiores de Adolescentes y las Fiscalías de Circuito de la Procuraduría.
También participaron la Unidad Especializada en Adolescentes, la Unidad de Niñez y Adolescencia, la Dirección Nacional Antidrogas y la Dirección Nacional de Inteligencia Policial de la Policía Nacional.
Las diligencias se realizaron en las provincias de Bocas del Toro, Coclé, Herrera, Panamá, Darién, Chiriquí y Veraguas. La operación incluyó 33 allanamientos y nueve puntos de compras controladas de drogas.
Las autoridades atendieron denuncias ciudadanas sobre presuntas ventas de sustancias ilícitas en los sectores intervenidos.
De acuerdo con la información proporcionada por el ente de seguridad pública, los adolescentes investigados afrontan señalamientos por venta de drogas y asociación ilícita para delinquir.
Durante las audiencias, los fiscales solicitaron la legalización de las aprehensiones y la formulación de imputaciones ante los Juzgados Penales de Adolescentes. Las peticiones fueron admitidas.
La institución informó que tres de los adolescentes permanecen bajo detención provisional, mientras que los restantes otros tres recibieron condenas después de reconocer su responsabilidad penal.
Por otro lado, cuatro personas fueron detenidas provisionalmente por un robo agravado en una estación de combustible de San Carlos, entre ellas un adolescente de 16 años.
El caso ocurrió en una gasolinera del corregimiento de La Ermita, y los implicados quedaron bajo medida cautelar después de las audiencias ante los Juzgados de Garantías correspondientes.
La Fiscalía Regional de Panamá Oeste y la Fiscalía Superior de Adolescentes sostuvieron que cuatro personas encapuchadas sometieron al despachador con una réplica de arma de fuego. El grupo se apoderó de cerca de $488 y de dos teléfonos celulares pertenecientes a clientes que estaban en el lugar.
Tras el asalto, los sospechosos huyeron en un Hyundai gris. Las unidades de la Policía Nacional los ubicaron y aprehendieron posteriormente.
Mientras, la Fiscalía Superior de Adolescentes de Panamá Oeste obtuvo la detención provisional de un adolescente de 17 años por su presunta participación en una tentativa de homicidio agravado contra un hombre en Arraiján.
El hecho investigado ocurrió en el sector de Altos de las Acacias, en el corregimiento de Arraiján Cabecera. De acuerdo con la información oficial, el adolescente estaba acompañado por otro sujeto mayor de edad.
La víctima sufrió heridas con un objeto punzocortante. La Fiscalía presentó los elementos de convicción durante la audiencia y el juez admitió la formulación de cargos antes de ordenar la medida cautelar.
La Procuraduría indicó que el proceso continuará bajo las normas que rigen la jurisdicción penal de adolescentes.
En tanto, la Fiscalía de Adolescentes en Chiriquí consiguió la detención provisional de un adolescente de 17 años imputado por la presunta comercialización de drogas y asociación ilícita para delinquir.
El expediente está vinculado con diligencias judiciales realizadas el 14 y el 15 de septiembre en el distrito de Bugaba. En ese procedimiento, las autoridades ubicaron sustancias ilícitas y dinero autorizado en poder del investigado.
La Fiscalía presentó ante el Juzgado Penal de Adolescentes los elementos que, según su planteamiento, respaldaban la presunta vinculación del menor con los hechos.
El tribunal de justicia admitió la legalización de la aprehensión, la imputación y la aplicación de la medida cautelar por el término legal.
La Procuraduría General de la Nación señaló en un informe que mantendrá el ejercicio de la acción penal ante los tribunales, con respeto por los derechos ciudadanos y apego a la Constitución y la ley.

Rep Eric Burlison: ‘Most of my colleagues’ are ‘drunk on spending other people’s money, even Republicans’
Facing a national debt that has exploded past $40 trillion, Missouri Rep. Eric Burlison isn’t holding back on his own colleagues — accusing Washington lawmakers on both sides of the aisle of being «drunk on spending» while working-class families pay the price.
Burlison recently sat down for an exclusive interview with Digital to discuss fiscal prudence, healthcare, inflation, and how Republicans can lift their fortunes ahead of midterm elections just six weeks away.
CONGRESSMAN ERIC BURLISON: IN THE BIDEN ADMINISTRATION, ‘THE INMATES ARE RUNNING THE PRISON’
«Most of my colleagues like to spend money…they like to spend other people’s money. They’re drunk on spending other people’s money, even Republicans, unfortunately, and there’s few people up here like myself who were willing to make significant spending reductions.
«And so we had to fight tooth and nail to get any spending reductions in the Big, Beautiful Bill. And we were demonized by the left, obviously, but we had to fight members even on our own side of the aisle to make those spending reductions.
«But, look, at some point, the party is going to be over, and we are all gonna wake up in a drunken stupor with a hangover, and it’s going to be painful, and we’re going to have to figure out how to get our way out of that.
«All of these sins of overspending are haunting us. And now we’re seeing…inflation that we can’t control. We’re seeing the interest rates go through the roof. At some point, you can’t keep borrowing money…Sadly, my colleagues that weren’t willing to cut spending are going to be forced to cut spending.»
Despite seeking to portray themselves as the party of affordability, the GOP seems to have a major messaging problem as it heads into the tumultuous midterm elections.
Burlison points to healthcare as the main problem:
«I mean, again, it’s really sad. This office has been broadcasting to the leadership every chance that we can that the American people are feeling the crunch, they’re feeling the affordability crunch. We put together a solution that we call the Great American healthcare plan. We also have another bill that addresses the housing affordability issue.
«This office has been doing everything we can to try to fix the affordability issue and have been putting these ideas and solutions in the faces of leadership for at least two years. It’s just unfortunate that we can’t get people to do the difficult things. And sadly that’s because Washington DC doesn’t like to do difficult things and fixing healthcare is the number one thing that we should be looking to do.

«Healthcare cost is eating away everyone’s discretionary dollars…In the year 2000, the average American family was paying $6,000 a year for insurance premiums for a family of four. Today, that’s $27,000 a year. If that had followed normal inflation, that would only be $11,000 per year.
«So if you ask the average family of four, would you like to be paying health insurance premiums at $11,000 a year, they would say, heck, yeah, that sounds like a great deal. That is not what they’re paying today. They’re paying $27,000. So if you think about that, just that alone, that is crowding out everything else that the average American family has to pay. You have to come up with another $16,000 that you didn’t have to come up with before, in order to pay for a healthcare system that has exceeded inflation by three-fold.
«So three times normal inflation for the healthcare premiums, health insurance premiums. It’s not sustainable, and it’s crowded out everything else, and it is the reason why young people cannot afford to buy a home. It’s the reason why people have a hard time going out to eat. It’s a reason why people aren’t going on vacation as much. People are having to make very difficult choices, and it’s not the same choices that people had to make 20 years ago.»
As Elon Musk and DOGE-fervor swept across the nation’s capital at the beginning of 2025, Burlison’s initial enthusiasm soon turned to disappointment as he saw colleagues avoid much-needed spending cuts:
«DOGE was the most exciting thing I’ve ever seen in politics. And I was super excited about it. But I also was skeptical. I watched Elon come give speeches to my colleagues. And what was ironic is that some of the most swampy members of Congress were rushing to the microphones to embrace Elon to talk to him to tell him where he should go to look for spending reductions.
«And yet those very people were the ones that were voting against every spending reduction that you would ever bring to the floor. We’ve had hundreds and hundreds of opportunities to cut spending… We submitted hundreds of amendments to the appropriations committees to cut spending and yet each and every time, anytime there’s ever a vote to cut spending, they fail.
«So, look. All we have to do as Republicans is look in the mirror and say where’s the problem? It’s me, it’s us…I’m one of these almost going extinct members of the Republican Party that still believes in fiscal prudence, still believes and in cutting spendings this small government free market conservative. But unfortunately, that’s not how all of my colleagues feel.»
Burlison argues that the GOP has a fundamental messaging problem and has urged his colleagues to zero in on their economic pitch to the American public, with a particular focus on the healthcare crisis:
«So, in my opinion, it’s not enough to run against a platform. If you have to provide a vision to the American people, and if you ask the American voter today, what will the Republican Party do if they’re reelected…I don’t think that they would know. And so to me, the vision that I would provide is to say, ‘we’re going to fix healthcare. We’re going to make healthcare affordable. We’re gonna to make it a free market. The prices are going to be transparent, and you’re going to know exactly what you’re buying’.»
Finally, Burlison has a quick prescription for bringing down pain at the pump tied to the engagement in Iran:
«Well, conservatives, we love cutting taxes and I think that we should be cutting the fuel taxes during this period of time. I would love to eliminate the taxes altogether, but at least it would make sense that during this conflict that we should cut taxes on both gas and diesel until this war is resolved.
«I think that that would have a pretty good impact on people’s pocketbooks. I mean you’re talking for diesel that would be 40 cents a gallon. That’s, that’s pretty significant.»
