Panamá destaca en congreso internacional el papel de la ciencia en la conservación de los océanos
Panamá mantiene protegida el 54% de su superficie oceánica mediante 23 áreas marinas protegidas, mientras refuerza acciones para recuperar manglares, conservar especies y resguardar los ecosistemas costeros.
Estas medidas formaron parte del enfoque expuesto durante el XXI Congreso Latinoamericano de Ciencias del Mar, COLACMAR 2026.
El encuentro reunió a investigadores, profesionales, estudiantes e instituciones de América Latina y el Caribe para intercambiar experiencias sobre el estudio, la conservación y la gestión sostenible de los océanos.
El ministro de Ambiente encargado, Óscar Vallarino, planteó que el conocimiento científico debe trascender los espacios académicos e incorporarse a la toma de decisiones públicas. Su planteamiento apuntó a convertir los estudios y los monitoreos en medidas aplicables a la conservación y restauración de los entornos marinos.
“El puente que queremos fortalecer desde el Ministerio de Ambiente es la ciencia que genere conocimiento, el conocimiento que oriente decisiones y las decisiones que se traduzcan en acciones reales de conservación”, afirmó Vallarino.
La autoridad ambiental sostuvo que esa conexión resulta necesaria para definir medidas de conservación, protección y seguimiento de los ecosistemas marinos y costeros. El objetivo consiste en que las investigaciones contribuyan a responder a los desafíos que enfrentan los océanos.
También puso el foco en las especies migratorias, cuya protección depende de acuerdos entre los países por los que transitan. Estos animales se desplazan por aguas bajo jurisdicción de distintos Estados, por lo que requieren el intercambio de información y programas de vigilancia coordinados.
La cooperación regional, según expuso, debe involucrar a científicos, instituciones y autoridades ambientales. Los esfuerzos conjuntos permitirían ampliar el conocimiento disponible y fortalecer las estrategias de protección de las especies marinas.
El congreso incluyó simposios temáticos, conferencias magistrales, talleres especializados y sesiones destinadas a presentar investigaciones y experiencias. La programación buscó promover respuestas compartidas frente a las presiones sobre los ecosistemas oceánicos.
La participación de MiAmbiente como institución patrocinadora del evento reforzó el vínculo entre la producción científica y la gestión ambiental. El organismo acompañó un espacio regional orientado a trasladar el conocimiento técnico hacia iniciativas de conservación a escala nacional y latinoamericana.
Las acciones impulsadas durante el último año abarcaron la recuperación de manglares y la protección de ecosistemas marino-costeros. La iniciativa forma parte de la estrategia panameña para preservar su biodiversidad y mantener la salud de sus océanos.
Recientemente se informó que Panamá invirtió $95.9 millones en distintos proyectos de ambiente, desarrollo sostenible y biodiversidad en el 2024, lo que equivale al 0.48% del presupuesto devengado del Sector Público No Financiero y al 0.1% del producto interno bruto (PIB).
Este financiamiento, identificado mediante el primer análisis del gasto público con impacto en ambiente y biodiversidad del país (BER), permitió apoyar la protección de áreas protegidas, la restauración de ecosistemas, la investigación científica y el uso sostenible de recursos naturales.
Estas actividades representan una inversión estratégica para Panamá, ya que contribuyen a conservar bosques, ríos y vida silvestre, al tiempo que protegen servicios esenciales como el suministro de agua, la producción de alimentos y la resiliencia frente a eventos climáticos.
En este marco, la Iniciativa de Finanzas para la Biodiversidad, implementada en Panamá desde 2025 por el Ministerio de Ambiente y el Programa de las Naciones Unidas para el Desarrollo, busca mejorar la planificación, movilización y gestión del financiamiento para fortalecer la protección y el uso sostenible de los ecosistemas del país.
El Programa de Saneamiento de Panamá (PSP), es un ejemplo de cómo aplicar esta iniciativa. Esta información fue presentada en un acto en el que se dieron a conocer otros dos estudios: uno sobre el marco institucional y de políticas, y otro sobre subsidios e incentivos.

Este martes, la oficina de prensa vaticana anunció que la operación a la que fue sometido el papa León XIV “ha concluido con éxito, en el plazo y de la forma previstos”. Además, señaló que el pontífice “ha regresado a su habitación” y prometió mayor información en breve.

U.S. Attorney Jeanine Pirro revealed Tuesday that her office is investigating Rep. Ilhan Omar’s financial disclosures, opening a new chapter in the controversy surrounding the Minnesota Democrat’s previously reported multimillion-dollar assets.
Speaking on Fox News’ «America Reports,» Pirro said her office was examining Omar’s financial disclosures, which previously showed that the reported value of businesses tied to her husband, Tim Mynett, had surged from as much as $51,000 in 2023 to as much as $30 million in 2024.
The latest development comes one day after federal agents searched Omar’s Washington, D.C., home as part of an ongoing criminal investigation involving her immigration paperwork, two sources familiar with the probe told Digital.
The Justice Department confirmed that Homeland Security Investigations (HSI) agents executed a judicially authorized search warrant Monday as part of an ongoing federal criminal investigation. It remains unclear whether the search is connected in any way to the financial disclosure investigation described by Pirro.

The disclosures drew scrutiny from congressional Republicans, including House Oversight Committee Chairman James Comer, R-Ky., who requested financial records from two companies tied to Mynett in February.
The original filings, examined by Digital earlier this year, showed millions of dollars in newly reported assets associated with two of Mynett’s business ventures — a California-based winery and a Washington, D.C.-based venture capital firm.

The winery, eStCru LLC, saw its reported valuation jump from between $15,000 and $50,000 in 2023 to between $1 million and $5 million in 2024. Rose Lake Capital LLC showed an even sharper increase, rising from a reported value of between $1 and $1,000 in 2023 to between $5 million and $25 million the following year.
Combined, the businesses had reported values ranging from approximately $15,000 to $51,000 in 2023, compared with between $6 million and $30 million in 2024.
Financial disclosure forms report assets in broad ranges rather than exact dollar amounts, meaning the filings did not establish the couple’s precise net worth.
In February, Comer requested documents and communications related to the finances of eStCru LLC and Rose Lake Capital LLC, raising questions about the dramatic increase in their reported valuations.
Omar subsequently amended her financial disclosures in April, reducing the couple’s combined reported assets to between $18,004 and $95,000. The revised filing listed her husband’s two businesses as having no net value after accounting for liabilities.
Omar’s office, at the time, said the original disclosures had failed to properly account for liabilities associated with her husband’s businesses, creating what it described as a misleading picture of the couple’s finances.
The congresswoman has repeatedly maintained that she is not a millionaire.

In September, the Office of Congressional Conduct voted 5-1 to recommend that the House Ethics Committee dismiss misconduct allegations stemming from the financial disclosures.
The congressional watchdog found there was not substantial reason to believe Omar had reported false or incomplete information in violation of federal law or House rules.
Omar’s office characterized the findings as vindication, maintaining that the congresswoman had done nothing wrong.
The congressional watchdog’s review is separate from the federal investigation described by Pirro on Tuesday.
Omar’s latest annual financial disclosure, filed in May, listed assets totaling between approximately $20,000 and $125,000, according to a Minnesota Star Tribune analysis. The filing also reported student loan and credit card debt associated with her husband.
The Somali-born congresswoman has denied allegations of wrongdoing and has accused the Trump administration of targeting her for political reasons — especially after Monday’s raid of her Washington, D.C., residence.
The Minnesota Democrat has been a frequent target of criticism from President Donald Trump and congressional Republicans.

Pope Leo XIV underwent a successful procedure at Agostino Gemelli University Hospital in Rome to remove a small node on his lung on Tuesday, the Vatican said.
The 71-year-old pontiff said Monday that doctors discovered the nodule at a «very early stage» and recommended its removal. The surgery went as planned and on schedule, and the pope is expected to remain hospitalized for approximately one week, according to Vatican spokesman Matteo Bruni.
«Doctors found a small lump in the lung,» Leo said after an Angelus address at St. Peter’s Square on Monday. «It was identified at a very early stage and well situated.»

«The doctors consider it appropriate to intervene and so, following their advice, I decided to have surgery to remove it,» he continued. «The surgery is already scheduled for the next few days. I thank you for your spiritual closeness and I rely on your prayer.»
The surgery is likely to take place within a few days at the Gemelli Hospital in Rome, which is known as the «Pope’s» hospital, Vatican sources told Fox News.

The Vatican has not disclosed whether the nodule is cancerous, and no further details about the pope’s diagnosis or the planned procedure were immediately available.

The announcement comes as a surprise for the American-born pontiff, who has no previously known health problems and is known for maintaining an active lifestyle.

Leo regularly plays tennis and swims at the papal summer retreat in Castel Gandolfo, according to The Associated Press.

In addition to addressing his health, Leo used his Sunday remarks to renew his appeal for peace in war-torn Ukraine, warning that the conflict continues to inflict suffering far beyond the country’s borders.
«The war in the martyred Ukraine continues to create suffering, even beyond its borders, especially in the poorest countries, where many people depend on the exports of cereals and grains,» the pope said.
