Ecuador se encamina a proteger por ley sus olas y zonas de surf como patrimonio natural
La Asamblea Nacional tiene previsto debatir y votar el jueves 21 de mayo, en segundo debate, el proyecto de Ley Orgánica de Gobernanza del Espacio Marino-Costero, una normativa que busca establecer un marco integral para regular el uso del mar ecuatoriano, preservar ecosistemas sensibles y ordenar las actividades económicas y recreativas vinculadas al océano.
Uno de los aspectos más novedosos de la propuesta es el reconocimiento de las zonas de rompiente de olas como ecosistemas estratégicos nacionales. Esto significa que lugares emblemáticos para el surf y el turismo costero pasarían a contar con protección jurídica específica frente a obras de infraestructura, intervenciones portuarias o actividades que puedan alterar su dinámica natural.
La iniciativa llega al Pleno luego de un proceso de cinco años impulsado por el movimiento ciudadano Mareas Vivas, integrado por surfistas, científicos, ambientalistas y comunidades costeras. El colectivo nació en 2020, cuando habitantes de General Villamil Playas se movilizaron para impedir la construcción de un muelle que, según denunciaron, habría destruido de manera irreversible las olas del sector.
Desde entonces, el grupo promovió una campaña nacional, recolectó más de 10.000 firmas y presentó su propuesta legislativa a la Asamblea Nacional el 30 de julio de 2024.
De aprobarse, la ley protegerá los 640 kilómetros de costa continental ecuatoriana y más de 100 zonas de surf identificadas a lo largo del litoral. También incluirá medidas para conservar manglares, dunas, zonas de anidación de tortugas marinas y otros ecosistemas costeros considerados esenciales para la biodiversidad y la resiliencia frente al cambio climático.
El proyecto establece la creación del Registro Nacional de Zonas de Rompientes, un catálogo técnico y público que documentará las características geográficas, ecológicas y recreativas de cada ola del país. Además, plantea la conformación del Consejo Interinstitucional del Mar, un órgano colegiado con resoluciones vinculantes para coordinar políticas entre más de 14 entidades estatales.
La ley también incorpora el principio precautorio, según el cual la falta de certeza científica absoluta no podrá utilizarse como argumento para postergar medidas de protección ambiental.
El presidente de la Asamblea Nacional, Niels Olsen, anticipó la relevancia de la votación. “No se trata únicamente de proteger el surf o el turismo; se trata de reconocer que el mar, sus olas y sus ecosistemas son parte del patrimonio de todos los ecuatorianos, hoy y para las generaciones que vendrán”, señaló en un boletín difundido por el Legislativo.
La normativa se inspira en el antecedente de Perú, que en el año 2000 se convirtió en el primer país del mundo en aprobar una ley específica para proteger sus rompientes. Sin embargo, los promotores sostienen que el modelo ecuatoriano irá más allá al integrar la protección de las olas dentro de un sistema de gobernanza marina más amplio y con autoridad institucional vinculante.
Además de su valor ambiental, los impulsores del proyecto destacan su impacto económico potencial. Según datos citados en el boletín legislativo, las exportaciones de pescado y enlatados de pescado generaron más de USD 2.039 millones en 2025, mientras que el sector pesquero genera alrededor de 52.000 empleos directos en Ecuador.
El turismo asociado al surf también representa una oportunidad relevante. A escala global, esta actividad mueve aproximadamente USD 70.000 millones anuales, y destinos ecuatorianos como Montañita, Ayampe y Engabao se han consolidado como referentes internacionales para deportistas y viajeros.
Los defensores de la ley sostienen que preservar las olas equivale a proteger una infraestructura natural que puede generar empleo, atraer visitantes y sostener economías locales durante décadas.
La propuesta forma parte de una tendencia regional que busca reconocer el valor ecológico, cultural y económico del océano. En un país cuya economía y biodiversidad dependen en gran medida del mar, la eventual aprobación de esta ley representaría un cambio de paradigma en la forma en que el Estado concibe y administra sus recursos costeros.
Si el proyecto recibe el respaldo del Pleno, Ecuador se sumará al reducido grupo de países que han dado a las olas un estatus legal específico, elevando estos espacios naturales a la categoría de patrimonio estratégico nacional.

Muerte del fundador de Mango: revelaron la terrible sospecha que tiene la jueza sobre el hijo
La investigación por la muerte de Isak Andic, fundador de la marca Mango y una de las personas más ricas de España, dio un giro en las últimas horas luego de que la jueza del caso concluyera que existen indicios de que su hijo Jonathan Andic habría participado de manera “premeditada” en el hecho.
Según la magistrada, el presunto accionar estaría relacionado con una “obsesión con el dinero” y con el temor de que el empresario modificara su testamento para destinar parte de su fortuna a una fundación de ayuda social.
En el escrito judicial donde dispuso la prisión para Jonathan Andic, aunque con posibilidad de excarcelación mediante una fianza de un millón de euros que ya fue abonada, la jueza enumeró distintos elementos que, a su criterio, apuntan a una “participación activa y premeditada” del hijo en la muerte del empresario.
Isak Andic murió el 14 de diciembre de 2024 mientras realizaba senderismo junto a Jonathan en una zona montañosa de Collbató, en las afueras de Barcelona.
En aquel momento, el hecho fue investigado como un accidente luego de que el empresario cayera por un barranco durante la excursión.

Sin embargo, meses después la Justicia decidió reabrir la causa y avanzar con nuevas pericias, entre ellas el análisis del teléfono celular de Jonathan Andic.
La jueza sostuvo que el hijo del empresario ejercía una “manipulación emocional” sobre su padre para conseguir objetivos económicos.
Además, remarcó que, aunque el acusado negó conflictos familiares, los mensajes de WhatsApp incorporados al expediente demostrarían que el principal motivo de tensión entre ambos era el dinero.
De acuerdo con la resolución, Jonathan había solicitado una herencia en vida que su padre terminó aceptando.

La magistrada también indicó que, a mediados de 2024, el hijo tomó conocimiento de que Isak Andic quería modificar el testamento para crear una fundación destinada a ayudar a “personas necesitadas”, situación que habría provocado un “cambio notable” en la relación familiar.
Según el expediente, Jonathan reconoció ante la Justicia que su comportamiento respecto del dinero “no era correcto” y que su padre, en un intento de recomponer el vínculo, aceptó realizar con él la excursión de montaña para conversar a solas.
Otro de los puntos que la jueza consideró relevantes son las contradicciones detectadas en las declaraciones del acusado sobre visitas previas al lugar del hecho. Jonathan aseguró haber ido una sola vez al camino semanas antes del accidente, aunque la geolocalización de su vehículo lo ubicó allí los días 7, 8 y 10 de diciembre de 2024.

A eso se suman las conclusiones de la unidad de montaña de la policía catalana, que determinó que una de las marcas halladas en el terreno solo podía producirse mediante una acción deliberada, ejerciendo presión repetidas veces sobre el suelo.
La magistrada también señaló inconsistencias en el llamado de emergencia realizado por Jonathan Andic.
En una primera comunicación dijo creer que su padre había caído por un barranco, pero luego modificó su relato ante el Sistema de Emergencias Médicas y afirmó que iba caminando delante de él, escuchó un ruido de piedras y, al darse vuelta, vio a su padre caer mientras gritaba.
Otro de los indicios mencionados en la resolución judicial es el cambio de teléfono celular realizado por Jonathan el pasado 25 de marzo. Según declaró, el aparato había sido robado durante un viaje a Quito realizado entre el 24 y el 26 de ese mes, fechas que coincidieron con la difusión de noticias sobre la reapertura de la investigación.

Pese a ello, la familia del empresario sostuvo públicamente que Jonathan Andic es inocente. Fuentes cercanas afirmaron tener un convencimiento “absoluto” de que no existen pruebas legítimas en su contra y pidieron respetar el principio de presunción de inocencia.
La muerte de Isak Andic causó una fuerte conmoción en España. El empresario, de 71 años, había construido desde cero una de las mayores compañías de moda del mundo y era considerado el hombre más rico de Cataluña.
Jonathan, el mayor de sus tres hijos, era la única persona que lo acompañaba en la caminata en la que ocurrió la caída fatal.
Durante los últimos meses, la jueza tomó declaración a distintas personas del entorno familiar, incluidas las otras dos hijas del empresario, mientras continúa avanzando la investigación judicial.

LASK, Poland — Poland is expected to receive its first F-35 fighter jets «very, very soon», Polish Deputy Defense Minister Paweł Zalewski told Fox News Digital, as American and Polish forces prepare together at a key NATO air base near the alliance’s eastern flank.
Fox News Digital received exclusive access to Poland’s 32nd Tactical Air Base in Lask, where commanders pointed to the hangars being prepared for the arrival of the U.S.- made fifth-generation aircraft, part of Poland’s $4.6 billion purchase of 32 F-35s from Lockheed Martin.
The jets have not arrived yet, but the partnership behind them already has.

Polish and American personnel train, operate and in some cases are stationed together on the base, reflecting the unusually close military relationship between Warsaw and Washington at a time when NATO burden-sharing remains under political scrutiny.
Lt. Col. Pete Nanoslawski, commander of the 52nd Operations Group Detachment 1 of the U.S. Air Force, originally from New York and stationed in Poland for the past five years, told Fox News Digital that Poland’s military modernization has significantly deepened cooperation between the two militaries.
«We are experiencing incredible support from Polish-provided logistics support and Polish-provided infrastructure,» Nanoslawski said while standing alongside Polish commanders on the base.

He said Poland’s investment in American military systems and joint operations reflects how seriously Warsaw views threats from Russia. «Their foreign military sales portfolio is an appetite that’s insatiable, and rightfully so.»
The close relationship between the two militaries was visible throughout the visit. As Polish commanders spoke about cooperation with the United States, they frequently turned toward their American counterparts with familiarity that went beyond formal alliance language.

«We speak the same language, only with different accents,» Col. Krzysztof Duda, pilot and commander of the 32nd Tactical Air Base in Lask, told Fox News Digital.
Duda, who studied in the United States and attended the U.S. Air War College, described himself as «a child of the American education system.»
«The marriage we have with the U.S. on the military level, even if you want to divorce, we would not,» Duda said with a smile,»But we don’t want the divorce.»
Nanoslawski added that the American presence in Poland provides «enhanced forward presence and the ability to maneuver and adjust rapidly.»

The partnership is now entering a new phase with the integration of the U.S.-made F-35 into Poland’s air force fleet.
Poland signed a $4.6 billion agreement in 2020 to purchase 32 F-35A fighter jets manufactured by Lockheed Martin.
Duda, who is overseeing the implementation process at Lask, said the transition involves years of training, infrastructure upgrades and coordination with the United States.
Training to become an F-35 pilot is not just a long process, it’s an expensive one too — Duda estimates that it costs around $55 million per pilot.
The base itself has undergone extensive modernization to prepare for the aircraft, including new operational infrastructure, maintenance systems and classified facilities required under American certification standards.
In an interview with Fox News Digital in Warsaw, Polish Deputy Defense Minister Paweł Zalewski confirmed the first F-35 arrival is expected soon. «I can confirm that it will be very, very soon,» Zalewski said.

«F-35s provides very, very important capabilities, so it offers domination in the air. That is crucial in the battlefield nowadays,» he added. «It will be a capability developed together with Americans.»
At a time when NATO burden-sharing remains a recurring debate in Washington, Poland has emerged as one of the alliance’s strongest military partners, dramatically increasing defense spending, purchasing American weapons systems and hosting U.S. forces.
For many Polish officers, the threat from Moscow is deeply personal.
Lt. Col. «Shooter,» a Polish F-16 pilot at the base, told Fox News Digital that countries on NATO’s eastern flank still carry memories of Soviet domination.

«There are still people that lived in communism,» he said. «We remember, and we don’t want anything like that to happen again.»
Looking at Russia’s actions in Chechnya, Georgia, Crimea and Ukraine, he said Poland believes deterrence is essential.
«We have this intuition probably written in our DNA,» Shooter said. «When they are doing something, they’re not going to stop unless the cost of the further operation is going to be more than what they’re going to gain.»
According to the U.S. Air Force, Polish pilots began F-35 training in the United States in 2024, including at Ebbing Air National Guard Base in Arkansas. The 33rd Fighter Wing announced in February that a Polish pilot had completed the first flight on Poland’s new F-35A aircraft as part of the training program.
Lockheed Martin told Fox News Digital that «integration of the F-35 into the Polish Air Force fleet advances regional deterrence, enhances interoperability and strengthens European security.»

«As seen in recent combat and air policing operations, the F-35 is actively helping defend NATO and allied airspace by deterring and defeating threats, and it will protect Poland’s national security for decades to come,» a company spokesperson said.
The company added that preparations are continuing for Poland’s first in-country F-35 arrival celebration at Lask in June.

Rep. Ilhan Omar, D-Minn., refused to engage when asked by Fox News Digital if she would cooperate with the investigation into Minnesota’s «Feeding Our Future» scheme.
The progressive lawmaker is accused of having ties to those involved in the scandal that federal prosecutors say cost taxpayers roughly $250 million. But when asked about her connections, Omar stayed silent.
«Did you ask Minnesota Democrats to block the subpoena for the investigation of feeding our future on the state level?» Omar was asked when confronted in the halls of Congress on Monday, but did not respond.
She then ignored a second question: «Would you cooperate with that subpoena and provide documents if they request it here in the House Oversight Committee?»

It’s thought that Omar’s MEALS Act, a federal COVID-19 relief measure she sponsored in 2020, ties her to the massive scandal. Many Republicans argue her bill enabled the fraud by rapidly expanding USDA waiver authority at meal sites.
Despite the concerns, the Minnesota Democrat has declined multiple opportunities in recent months to directly answer questions or provide information on her alleged ties to the fraud, including documented ties to some of the convicted fraudsters.
The Minnesota House Fraud Prevention and State Agency Oversight Committee invited her to testify this month, requesting documents tied to the fraud scandal. Omar missed the response deadline, triggering a failed subpoena vote that received only five of the six votes required to pass after Democrats blocked the GOP-led effort.
«She didn’t even respond, ghosted us,» state Rep. Kristin Robbins, chair of the House Fraud Prevention and State Agency Oversight Committee, told Fox News Digital in April when Omar did not respond to requests for information.
The committee asked Omar to turn over communications showing how she promoted expanded access to federal child nutrition programs, including emails, texts and meeting records with the Minnesota Department of Education and constituents.
The request also zeroed in on Omar’s public promotion of a Minneapolis restaurant that later became linked to the program. Robbins cited a Somali-language TV appearance in which Omar highlighted Safari Restaurant as a meal distribution site and asked for all communications related to the video and the restaurant’s participation.

The committee also asked for records of any contact between Omar and a long list of individuals charged or implicated in the Feeding Our Future case, including nonprofit founder Aimee Bock and dozens of alleged co-conspirators.
Bock is currently facing a possible 50-year prison sentence for her role in the scheme, Fox 9 Minneapolis reported.
«A lot of the sites were working directly with her, being that a lot of the operators were from the same Somali community,» Bock recently said about Omar in a jailhouse interview with the New York Post. «There were a lot of people that had been reaching out to her office and staff — and I presume her personally — to work through some of those gaps with the waivers.»
Just last week, an 84-page report released by the Minnesota House Fraud Prevention and State Agency Oversight Committee accused Gov. Tim Walz’s administration of fostering a «culture of tolerance» that allowed fraudsters to steal billions in taxpayer dollars.
The report comes after two dozen hearings and hundreds of whistleblower tips alleging oversight failures and ignored internal warnings.

An estimated $300 million in federal meal program fraud and up to $9 billion in Medicaid fraud were stolen from taxpayers, a cost significantly higher than initially believed, according to the committee.
It also said Omar’s MEALS Act loosened anti-fraud safeguards in federal nutrition programs, making it harder to verify if children were actually being fed by the Feeding Our Future program.
