World’s humanitarian system buckling, ‘no longer fit for purpose,’ US-based researchers say

LONDON, England — From Sudan to Gaza, civilians are desperate, hospitals are under attack, and the humanitarian aid system cannot keep up, according to a new report in the Lancet medical journal.
«The humanitarian system is no longer fit for purpose, given the types of emergencies that we have and their magnitude,» report co-author Dr. Paul Spiegel told Fox News.

A professor at Johns Hopkins University and co-chair of its Center for Humanitarian Health, Spiegel has decades of experience working in refugee camps and war zones around the world. «I’ve been doing this for well over 30 years,» he said. «We’re in a very dark time.»
Highlighting one of the world’s largest disasters, Sudan’s brutal civil war — where tens of millions of people are in need as hospitals close and famine spreads — the panel of experts behind the report says the world knows how to save lives, but that the system is failing to deliver. The experts’ report, titled ‘Health in a World of Crises and Impunity,’ argues that some agencies are too bureaucratic, and others too slow. The whole system, they say, needs revamping.

The report argues the United Nations is in need of reform, while in the U.S. it highlights the Trump Administration’s shuttering of the United States Agency for International Development (USAID) over suspected fraud and abuse.
During that restructuring, many of USAID’s most vital programs were folded into the State Department, but the report calls USAID’s closure a «shock» and «sudden,» and part of a chain of decisions in the U.S. and elsewhere which it condemns as «a political and moral failure.»

«USAID needed to be restructured,» Spiegel told Fox News. «The U.N. needs to be restructured in a very significant way. But it’s how you do that.
«It is the strategy to make sure that you do it in such a way that vulnerable populations across the globe are not going to be hurt, and that it wasn’t done like that.»

The authors are pushing for major global reforms, including overhauling funding, sending aid directly to local communities, greater accountability if governments or armed groups block aid, and upholding healthcare as a basic human right.
«It’s really a complete rebalancing,» Spiegel said, «to make sure that the system actually works for the people it’s intended to help.»

Panamá prohíbe por 10 años la captura de caracoles marinos ante el colapso de sus poblaciones
La imagen de un caracol marino suele asociarse con playas, artesanías y gastronomía. Sin embargo, detrás de esas conchas que muchas veces terminan como adornos existe una creciente preocupación ambiental.
El Gobierno de Panamá decidió imponer una nueva veda nacional de 10 años para varios grupos de caracoles marinos, luego de que estudios científicos advirtieran una disminución sostenida de sus poblaciones en ambas costas del país.
La medida fue adoptada mediante una resolución de la Autoridad de los Recursos Acuáticos de Panamá (ARAP) publicada en Gaceta Oficial y afecta a diversas especies pertenecientes a la familia Strombidae, conocidas popularmente como cambutes, caracoles reina y otros moluscos marinos de alto valor comercial.
Durante una década quedará prohibida su extracción, captura, transporte, posesión, comercialización, exportación y procesamiento, incluyendo la venta de sus conchas.
Una de las primeras dudas que surgen es si la prohibición alcanza a todos los caracoles marinos. La respuesta es no. La resolución se limita únicamente a determinados géneros de la familia Strombidae, entre ellos Aliger, Lobatus, Strombus, Persististrombus, Titanostrombus y Macrostrombus. Otros tipos de caracoles marinos no incluidos en estos grupos no forman parte de la nueva veda.
La decisión tampoco surgió de manera repentina. Panamá ya había establecido en 2021 una veda de cinco años para algunas de estas especies. Sin embargo, los estudios más recientes concluyeron que las medidas adoptadas hasta ahora no han sido suficientes para revertir el deterioro de las poblaciones silvestres. Por esa razón, las autoridades decidieron ampliar las restricciones y extenderlas por otros 10 años.
¿Qué está pasando con estos caracoles? Los informes citados por la ARAP apuntan principalmente a la sobreexplotación. Durante décadas han sido capturados para consumo humano, comercialización de su carne y venta de sus conchas como artículos decorativos o souvenirs.
El problema es que muchas especies tienen un crecimiento relativamente lento y necesitan varios años para alcanzar la madurez reproductiva. Cuando son extraídas antes de reproducirse, la recuperación de las poblaciones se vuelve cada vez más difícil.
Los datos recopilados por investigadores reflejan un panorama preocupante. En el Caribe panameño, evaluaciones realizadas en Bocas del Toro, Colón y Guna Yala encontraron densidades poblacionales muy bajas del caracol reina (Aliger gigas). En muchos casos predominaban ejemplares juveniles y era escasa la presencia de adultos capaces de reproducirse.
La situación también preocupa en el Pacífico. Estudios desarrollados en el Parque Nacional Coiba concluyeron que especies como Titanostrombus galeatus han sido sometidas a una intensa explotación por pescadores artesanales y buceadores.
Los investigadores advirtieron que las densidades poblacionales continúan siendo bajas y recomendaron limitar las capturas para proteger las áreas donde aún sobreviven poblaciones reproductivas.
Incluso existen evidencias de cambios biológicos provocados por siglos de extracción. Una investigación citada por la ARAP señala que el llamado caracol luchador en Bocas del Toro ha reducido progresivamente su tamaño corporal debido a la presión ejercida por la recolección humana.
Según el estudio, el tamaño promedio y la cantidad de carne aprovechable por individuo se redujeron en más de un tercio desde que comenzó su explotación.
Más allá de su valor económico, estos organismos cumplen funciones ecológicas importantes. Los caracoles marinos participan en el equilibrio de los ecosistemas costeros al alimentarse de algas y materia orgánica, contribuyendo a mantener saludables los fondos marinos y los arrecifes.
La Ley 304 de 2022 reconoce que la extracción excesiva de estas especies puede alterar el funcionamiento natural de los ecosistemas donde habitan.
Uno de los casos más sensibles es el del caracol reina, una especie protegida internacionalmente e incluida desde 1992 en el Apéndice II de la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres (CITES). Organismos internacionales han advertido sobre la necesidad de reforzar las medidas de conservación debido a la disminución de sus poblaciones y a la persistencia de amenazas relacionadas con la sobrepesca y el comercio no sostenible.
La resolución establece una única excepción: la captura para fines científicos. Universidades, centros de investigación y especialistas podrán solicitar permisos para extraer cantidades limitadas de ejemplares destinados a estudios autorizados. Paralelamente, la ARAP anunció programas de monitoreo, investigación, educación y fiscalización para evaluar la evolución de las poblaciones durante el período de veda.
Para las autoridades, el objetivo final es evitar que especies emblemáticas de los mares panameños continúen desapareciendo. La apuesta es que una década sin presión comercial permita recuperar poblaciones que hoy muestran señales de agotamiento y asegurar que estos moluscos sigan formando parte del patrimonio natural del país para las próximas generaciones.

Moments after President Donald Trump made his pick in the Texas Senate race, the mood among Senate Republicans immediately shifted.
Several were already en route to their weekly, closed-door lunch preparing to debate the now-stalled immigration funding package and lay out the road ahead for what was set to be a blistering week in the upper chamber.
But Trump’s decision to pick Texas Attorney General Ken Paxton over longtime incumbent Sen. John Cornyn, R-Texas, turned even the chattiest of lawmakers stone-faced. And some worry that the choice will jeopardize a seat that has been safely Republican for decades.

Sen. Lisa Murkowski, R-Alaska, said that she was «supremely disappointed» by the move.
«I think that this puts that seat in jeopardy,» Murkowski said.
«Based on the numbers that I’ve seen, yeah,» she said. «How does that help strengthen the president’s hand when we lose a state like Texas?»
The runoff winner will face insurgent Texas state Rep. James Talarico, who easily toppled Rep. Jasmine Crockett, D-Texas, earlier this year and has been racking up endorsements from high-profile Democrats, including former President Barack Obama.

History is on the side of Paxton should he come out on top. Texas hasn’t sent a Democrat to the Senate since 1988. Still, many Republicans believed Cornyn was the better option. Sen. Steve Daines, R-Mont., who chaired the Senate GOP’s campaign arm that clinched the majority in 2024, told Fox News Digital that he was still backing Cornyn.
«I do believe we are going to pull Texas, but I think John Cornyn was the safest bet,» Daines said.
Cornyn has long thrashed Paxton for the scandals that followed him into the race, like his impeachment and alleged affair, and warned that should Paxton win, he’ll be an «albatross» for the GOP heading into November.
«It is now time for Texas Republican voters to decide if they want a strong nominee to help our GOP candidates down-ballot and defeat Talarico in November, or a weak nominee who jeopardizes everything we care about. I trust the Republican voters of Texas,» Cornyn said.
Paxton campaign strategist Nick Maddux told Fox News Digital that Paxton was a proven winner, having come out on top of three statewide elections.
«This is the only talking point the Cornyn campaign has because, after 42 years of accomplishing nothing, Cornyn has no record to run on,» Maddux said. «The bottom line is that Ken Paxton will be the Republican nominee for this fall, and we are ready to unite the party.»

«The GOP is up against the most radical Democrat who’s ever run statewide in Texas, and Republicans need to come together to save our state from his extremist views,» he continued.
Still, Trump’s endorsement of Paxton a week ahead of the primary runoff battle between him and Cornyn sent a jolt through Senate Republicans, who were already still reeling from Sen. Bill Cassidy’s, R-La., primary loss to Trump-backed Rep. Julia Letlow, R-La.
Now that Election Day has arrived, Cornyn and Paxton will square off one last time this cycle. And many of Cornyn’s colleagues refused to jump ship and back Paxton, who several warned carried baggage that could imperil the seat.
«I thought Ken Paxton was a felon,» Cassidy told reporters.

Senate Majority Leader John Thune, R-S.D., who heavily lobbied Trump to back Cornyn, said that ultimately the Paxton endorsement was Trump’s call.
«Senator Cornyn is a principled conservative,» Thune said. «He is a very effective senator for the state of Texas. None of us control what the president does. He made his decision about that. That doesn’t change the way I feel, and I am certainly supportive of and will continue to be supportive of Senator Cornyn in his re-election.»
