Reporter’s Notebook: Congress faces a crisis that the ‘AI godfather’ warns it may not be ready to address
To hear estimates about the growing power of AI, one might ask AI chatbots how long it will take Congress to regulate the technology.
But you might not need to do that.
You could just inquire with your trusty Capitol Hill correspondent. Let’s call this chatbot «ChadGPT.»

And it truly doesn’t require that much congressional clairvoyance to divine when lawmakers could address AI – despite the forecast of a looming crisis.
You just need a little understanding of the congressional parliamentary posture over the next few months.
It’s doubtful that Congress will do anything about AI until after the midterms. Or, maybe even early next year. Results of the midterms will likely consume the lame duck session – regardless of which party wins or loses. Plus, lawmakers must fund the government by mid-December. If either the House or Senate flips, it might be March or April next year until Congress returns to AI. It simply takes Congress a long time to accomplish anything. Especially when there’s a change in who runs the place.
The Senate is scheduled to meet for the next two weeks. But House Members fled the Capitol last week – a day earlier than planned and two weeks earlier than the original schedule – even as the «godfather of AI» visited Capitol Hill.
Geoffrey Hinton is professor emeritus at the University of Toronto. He’s a 2004 Nobel laureate for his work on «artificial neural networks.» He proffered a stark warning for lawmakers.
Sen. Bernie Sanders, I-Vt., summoned Hinton to Capitol Hill for a bipartisan, bicameral briefing on AI. Sanders has called for a ban on «superintelligence.» Many lawmakers are furious over what’s unfolded with AI over the past few weeks. They want action now.
I had a battery of questions for Hinton when he emerged from the briefing late last week in the Dirksen Senate Office Building. We’ve heard that Congress is lagging when it comes to taking action.

«How much time do lawmakers actually have to get ahead of this before this is a big problem,» I asked.
«Very little,» replied Hinton.
«What is ‘a little,’» I countered. «A few weeks? A month?»
«Maybe a year,» opined Hinton. «But not much more than a year.»
Sigh.
Hinton characterized the incident where AI agents went rogue and hacked another company as a «little Chernobyl.»
For the uninitiated, that was the epic meltdown of the nuclear reactor in the former Soviet Union in 1986. It’s one of the most extraordinary human-made disasters in history.
But some Republican leaders – and House Speaker Mike Johnson, R-La., in particular – are downplaying potential doom. Especially after President Trump declared on Truth Social that AI concerns were a «HOAX.»
«Do you remember when AOC [Rep. Alexandria Ocasio-Cortez, D-N.Y.] said, was it climate change? What was her stupid thing? She said, ‘we’re all going to be dead in ten years,’» said Johnson. «This is what the President is saying. You’re not all going to be dead in ten years. That’s a hoax.»
Johnson isn’t opposed to legislative action on AI. But he’s certainly taking his cues from President Trump. And even though many Democrats and some Republicans demanded that the House remain in session to wrestle with AI, Johnson predicted that the exercise would be moot.

«If I called an emergency session today and I brought everybody in the House and said, ‘let’s regulate,» I tell you, nobody in the room knows yet what that should look like,» said Johnson. «We’re going to have steady hands at the wheel on this.»
But other Republicans harbor more fear of rapid AI development.
«What would happen if we created an independent species that became superior to a human species?» asked Sen. John Kennedy, R-La.
Shortly after the briefing with Hinton and others, Kennedy went to the Senate floor and implored his colleagues to pass a bill on the spot requiring AI firms to install a kill switch if their agents rebelled again.
However, Senate Homeland Security Committee Chairman Rand Paul, R-Ky., blocked that on the floor. He feared that such a mandate could stifle innovation.
«We’re going to just put this blanket regulation on the whole economy with no discussion in one fell swoop, on one day, by unanimous consent?» questioned Paul.
Paul’s objection stymied the Senate.
The Kentucky Republican is sanguine about what’s ahead for AI. But he worries about congressional intervention.
«People have feared technology since the beginning of time,» said Paul. » I wouldn’t put Congress in charge of a McDonald’s.»
Jeffrey Ladish of Palisade Research assesses the risks of new technology. After the briefing, Ladish offered his own foreboding prediction about AI running amok.
«How is this allowed to happen? And how do we ensure this never happens again?» asked Ladish. «Because right now, I guarantee you this will happen again. We are not on track for fixing this.»
Ladish argued that even researchers «don’t know how to control it.»
That’s why some lawmakers insist that Congress must move fast to combat AI – perhaps even treating it as a new threat.
«The people who are the greatest innovators and creators in the world in the AI space are warning us of serious danger. So shame on us if we don’t listen to them,» said Sen. Tim Kaine, D-Va.
Rep. Don Beyer, D-Va., is studying for a master’s degree in AI at George Masson University. He says people are skeptical about AI. But he suggests that the public may grow even more skeptical if one party tries to legislate on AI without bipartisan buy-in.

«We need to do it together. Also, if we do it together, Democrats and Republicans are much less likely to try to reverse it when political winds shift,» said Beyer.
Some lawmakers are already targeting a scapegoat. Rep. Greg Casar, D-Texas, chairs the House Progressive Caucus. He pins the issue on big tech.
«This is on a few billionaires who are the Silicon Valley guys who have developed technology they can’t even control,» said Casar. «What if it’s a hospital next? What if it is nuclear facilities next? That should not be allowed.»
That introduces a wedge into the debate. Some Republicans are increasingly saying that Congress should lay off the industry and let it innovate. But Casar is producing a foil which has bedeviled both political parties: big tech.
Don’t forget that we are just six weeks before an election. Democrats are already jockeying for political positions on AI.
«The AI safety issue is very real,» said House Minority Leader Hakeem Jeffries, D-N.Y. «That’s why it’s so irresponsible that Mike Johnson and House Republicans have gotten out of town before sundown.»
Could another AI catastrophe compel lawmakers to move sooner? Especially since an expert like Ladish suggests it’s just a matter of time? What if the political battle lines are drawn already between Republicans and Democrats? As far as anyone could tell, John Kennedy was the only Republican who attended the briefing last week. And what if there simply isn’t the political will to move during the lame duck? Or, if Democrats flip the House and Senate, do they try to advance something next year – but it’s viewed as partisan and «big government» by Republicans, standing behind President Trump?
You don’t need ChatGPT to grasp how challenging this may be for Congress. You don’t even need «ChadGPT.» These are just the legislative realities.
As Mary Shelley wrote in Frankenstein, the acquisition of knowledge can be dangerous. Especially if who acquired that knowledge is suddenly more powerful than those who built it.
Frankenstein is a tale of unhinged hubris, ethics and ambition. Congress has tried to legislate guardrails for those mortal flaws for more than two centuries now. Those laws are for humans. And whatever Congress comes up with might not matter to AI.

Entre la noche del domingo y la madrugada de este lunes se registraron 96 réplicas del terremoto que afectó a Panamá el viernes 9 de octubre, de acuerdo con el balance presentado por la subdirectora del Sistema Nacional de Protección Civil (Sinaproc), Malitzie Rivera, en Telemetro Reporta. El Instituto de Geociencias reportaba más de 350 movimientos desde el sismo de magnitud 7.5.
Rivera indicó que una de las réplicas se percibió en Ciudad de Panamá y señaló que los registros del Instituto de Geociencias reflejan una disminución en la magnitud de los movimientos. La funcionaria diferenció ese indicador de la intensidad, que corresponde a cómo las personas sienten el sismo en cada lugar.
El balance de Sinaproc incluye más de 1,200 viviendas evaluadas y trabajos con el Ministerio de Obras Públicas para rehabilitar parcialmente las vías con mayores afectaciones. Rivera explicó que algunos caminos permiten el ingreso de cargas pequeñas, aunque los daños todavía impiden el tránsito de vehículos pesados o con alto tonelaje.
La subdirectora señaló que la asistencia llega en camiones hasta los puntos a los que todavía se puede acceder. Desde allí, los suministros se reparten en vehículos más pequeños, con base en las recomendaciones de los ingenieros del Ministerio de Obras Públicas, para evitar sobrecargas en las rutas afectadas.
Las réplicas y los daños condicionan la llegada de ayuda
Por vía aérea, las instituciones han trasladado más de 28.6 toneladas de carga (63,000 libras) hacia distintos sectores del país, principalmente en Los Santos, Herrera y Veraguas. Rivera dijo que ya había una planificación para definir los destinos de los envíos previstos para este lunes.
La operación cuenta con el respaldo de la Embajada de Estados Unidos, que aporta ingenieros y aeronaves, además de la logística del Servicio Nacional Aeronaval. Por tierra, según el reporte de Sinaproc, se han transportado más de 250 toneladas de ayuda hacia las zonas que pueden ser atendidas por esa vía.
Las condiciones meteorológicas impidieron parte de las operaciones planificadas durante el domingo. Rivera explicó que algunos vuelos hacia comunidades afectadas no pudieron realizarse entre el mediodía y la tarde debido al clima, mientras que el aumento del caudal de los ríos también restringió el acceso acuático en determinados sectores.
La funcionaria sostuvo que todavía hay comunidades a las que no se ha podido llegar. Añadió que, en otros casos, la información sobre el nivel de afectación continúa incompleta, pese a que ya habían pasado más de 48 horas desde el terremoto.
Rivera señaló que durante la noche del domingo llegaron nuevos videos y reportes desde la comarca Ngäbe-Buglé. Agradeció el apoyo de comunidades, medios de comunicación, gobiernos locales y personas que han ayudado a trasladar información desde zonas con problemas de conectividad.
Sinaproc pidió que los reportes incluyan el nombre de la comunidad, el número de personas afectadas y las necesidades identificadas. Rivera también solicitó que se especifique si hay personas con discapacidad, pacientes que requieren medicamentos especializados o familias que necesitan artículos como pañales y bolsas recolectoras.
La entidad requiere, además, información sobre la accesibilidad de cada comunidad por tierra, mar o aire. Rivera explicó que los reportes deben considerar las condiciones climáticas, ya que la situación puede variar entre las zonas costeras, insulares y urbanas.
Las personas pueden remitir información al teléfono 520-4427, así como a través de los canales oficiales de WhatsApp y las redes sociales de Sinaproc. La subdirectora pidió que los mensajes incluyan datos completos, porque algunas solicitudes de ayuda no precisan la ubicación ni las necesidades de las familias.
Viviendas, hospitales y cuarteles entre las estructuras afectadas
Rivera afirmó que el Ministerio de Vivienda y Ordenamiento Territorial y el Gobierno Nacional evalúan alternativas para las personas que perdieron sus casas. La funcionaria explicó que los daños en los caminos dificultan tanto el traslado de ayuda hacia las comunidades como la evacuación de familias hacia lugares más seguros.
La subdirectora sostuvo que hay personas que requieren un espacio con techo y paredes que las protejan de las lluvias. También mencionó que hay pacientes hospitalarios y personal de salud que permanecen a la intemperie, mientras las instituciones buscan soluciones para atender esas situaciones.
El capitán del Benemérito Cuerpo de Bomberos de la República de Panamá, Ángel Delgado, explicó en otra entrevista con Telemetro Reporta que la entidad se incorporó desde el primer día a las coordinaciones del Centro de Operaciones de Emergencia Nacional.
Delgado señaló que la participación de Bomberos se concentra en búsqueda y rescate, inspecciones y apoyo a las instituciones que deben retomar sus servicios. La institución trasladó personal especializado hacia las zonas afectadas para reforzar los equipos ubicados en puntos específicos.
Los bomberos realizan inspecciones visibles para identificar daños en edificaciones y determinar si pueden ser habitadas. Delgado aclaró que la institución revisa sistemas eléctricos y de gas, pero esas evaluaciones no incluyen pruebas de hermeticidad.
“El Cuerpo de Bomberos no puede hacer la prueba de hermeticidad”, afirmó el capitán.
Delgado indicó que las pruebas de hermeticidad deben ser coordinadas por las administraciones de propiedad horizontal con las empresas que habitualmente prestan el servicio. También señaló que las compañías con ingenieros civiles o personal de infraestructura pueden efectuar revisiones de sus propias instalaciones.
Delgado informó que los cuarteles de La Villa, Macaracas y Soná resultaron afectados por el terremoto. En el caso de Soná, indicó que aproximadamente la mitad de la estructura sufrió daños, por lo que la Dirección General activó planes de contingencia y trasladó recursos desde zonas menos afectadas.
El Cuerpo de Bomberos mantuvo la respuesta a emergencias regulares mientras desplegaba equipos por el sismo. Durante las últimas 72 horas, atendió 52 situaciones por enjambres de abejas africanizadas y cerca de ocho incendios estructurales en el interior del país y en Ciudad de Panamá.
Según Delgado, se sumaron 881 unidades adicionales al servicio activo. El capitán estimó que entre 1,400 y 1,600 bomberos fueron activados a escala nacional para atender las operaciones relacionadas con el terremoto y las emergencias habituales.
Inspecciones en edificios, hospitales y servicios esenciales
Delgado informó que las regionales de Herrera, Los Santos y Coclé no mantendrán durante 48 horas la atención ordinaria de la Dirección Nacional de Seguridad, Prevención e Investigación de Incendios, incluidos algunos trámites de certificación eléctrica. En Veraguas, la atención continuará desde el cuartel central de bomberos.
El capitán recomendó a los residentes de edificios mantener comunicación con las administraciones de las propiedades horizontales y observar si aparecieron fisuras u otras condiciones que no estaban presentes antes del sismo. Esos hallazgos deben ser reportados para que se realicen las evaluaciones correspondientes.
Bomberos apoya a Sinaproc en las revisiones estructurales y recibe respaldo de especialistas de instituciones panameñas, la Universidad Tecnológica de Panamá y la Universidad de Panamá. Delgado no precisó la identidad de otra entidad que, según mencionó, también se había sumado a esas inspecciones.
Hasta el momento de la entrevista, el capitán señaló que no se habían encontrado daños de gran magnitud en las estructuras revisadas. Sin embargo, advirtió que las réplicas pueden afectar construcciones debilitadas y mencionó casos en el interior donde edificios que resistieron el primer movimiento colapsaron posteriormente.
El Cuerpo de Bomberos realizó una inspección en el Metro de Panamá y priorizó la revisión de hospitales y otras infraestructuras que prestan servicios esenciales. Delgado mencionó el trabajo conjunto con el área de infraestructura de la Caja de Seguro Social para abarcar la mayor cantidad posible de instalaciones.
La institución ha efectuado alrededor de 482 inspecciones en edificios e instalaciones. Delgado indicó que, si una estructura no presenta daños visibles y ya fue evaluada, la administración puede coordinar con la empresa proveedora del servicio para revisar la restitución del gas.
Ante una posible fuga de gas, el capitán recomendó cerrar la llave de gas del apartamento y comunicar el caso al Cuerpo de Bomberos. También pidió a la población mantener preparada una mochila para 72 horas con ropa, documentos personales, medicamentos y alimentos, mientras continúan las réplicas y las evaluaciones en las zonas afectadas.

Drag queens, trans pastor, abortion rallies: Inside Dem governor hopeful’s progressive church
In one of the most hotly contested governor’s races in the country, the Democratic nominee has been working overtime to cultivate a moderate image — while reportedly attending a church that openly embraces some of the progressive causes dividing voters in Iowa.
Rob Sand, Iowa’s state auditor and its Democratic nominee for governor, regularly attended Plymouth Congregational United Church of Christ, located in the state’s capital, as of late 2025, according to a local journalist. Over the years, Plymouth has hosted and promoted drag queen performances, invited a transgender pastor to serve as a guest pastor and openly supported abortion.
Sand has emphasized his faith on the campaign trail, repeatedly referencing Christianity and quoting scripture, at times successfully appealing to otherwise conservative Iowans. In addition to leaning on his faith, Sand has repeatedly described himself as independently minded, claimed to have voted for Republicans in the past and said that he sometimes prefers working with the GOP over Democrats, calling political parties «poison.»
«I am a Christian. I’m a conservative. But I’m not a party-based person,» one voter is quoted as saying in a Sand press release. «I like to vote for the person as opposed to the party. And to me, (Sand) just seems really honest and down to earth. And I enjoyed him.»

Sand’s reported church attendance, however, connects him to a congregation whose progressive religious and political positions stand in contrast to the moderate image he has emphasized on the campaign trail.
Sand’s church is open about its progressive slant, with its «about» page featuring an image of churchgoers at a gay pride parade, noting that the church does not take the Bible literally and stating that it «has been an LGBTQ+ Open and Affirming congregation for more than 30 years.»
An image of the church included in a profile compiled by the United Church of Christ shows it flying a pride flag on its grounds, noting that the church «is a progressive powerhouse in the region.»
«Rob Sand goes to church weekly and does so in Iowa, unlike Zach Lahn. Rob’s faith is deeply important to him, and like many, he has never found a church where he agrees with everything, but does prefer traditional services with liturgy and classic hymns,» a spokeswoman for his campaign told Digital. «Rob has always been independent-minded, and he isn’t going to take lessons in morality from a sex toy salesman who lives in Kansas.»
The mention of sex toys was a reference to FirmTech, a company that manufactures wearable sexual wellness devices and once counted GOP gubernatorial nominee Zach Lahn as an investor. Lahn maintains that the product was originally developed to monitor cardiovascular health and that he divested before the company shifted toward more sexually suggestive marketing.
Sand has also pointed to Lahn’s regular flights to Kansas, arguing that they betray tenuous ties to the state he’s seeking to govern. Lahn, meanwhile, says that he lives full-time in Iowa, explaining that the flights are a product of him needing to shuttle children from a previous marriage between the two states.
Lahn’s campaign did not divulge where he attends church when asked by Digital.

Plymouth’s progressive reputation is well-earned.
In May 2025, Plymouth hosted drag queen «Flamy Grant» for a concert, according to advertisements for the event, bringing an artist whose broader catalog includes sexually explicit lyrics to the progressive Des Moines congregation.
In one song, titled «Take a Chance on Me,» not to be confused with the ABBA classic of the same name, Grant sings, «I’m a patient lover unless I finish first. And I expect you [to] finish me if the roles are reversed. I maintain the mystery of my sexual history.»
In another song, the drag queen complained about his childhood church, stating that «I guess the lesson there was God would only hear a prayer If it came from a person with a c—.» The song continues to state that «secretly most men just fear the snatch» and praises Eve for disobeying God by eating the forbidden fruit.

About a year later, Plymouth promoted a drag event on its Facebook page at a nearby church billed as a «family-friendly karaoke fundraiser» headlined by drag queen «Tess Tura.» Tura hosts a podcast where, among other topics, unprotected gay sex is discussed.
In a similar vein, Plymouth invited transgender pastor Paula Stone Williams to serve as a guest pastor for one weekend in 2023, according to a local media report. At the time, Williams had recently published a book titled «As a Woman: What I learned about power, sex, and the patriarchy after I transitioned.»

Some of Plymouth’s pro-LGBTQ advocacy is directed at young children.
Plymouth disclosed in a 2025 job posting that it partners with the Rainbow Faith Coalition, a group that says «LGBTQ+ identities are God-given, honored and celebrated,» and that «[f]ully living into these identities in name, pronoun, relationship and gender expression is not a barrier to participation … in any areas of the faith community,» including children’s programming and education.
The church also offers Our Whole Lives programming, a sexuality education curriculum co-published by the Unitarian Universalist Association and the United Church of Christ, with classes beginning in first grade that address topics including sexuality, relationships, gender identity and sexual health.
Similar to its theology, the church’s politics are decidedly liberal.

In February 2025, for example, Plymouth’s pastors joined a protest in Iowa’s statehouse «to pray and stand up for our trans and gender nonconforming friends and neighbors,» per a post on the church’s Facebook page. A few years prior, church leadership participated in a pro-LGBTQ rally outside the statehouse, according to another church Facebook post.
«Plymouth’s bold social justice presence is a hallmark in the community and is often cited as a reason for new members joining the congregation,» a church job posting from 2025 reads. «We are committed to advancing justice, equity, and compassion in and beyond our community.»
Indeed, as the Supreme Court struck down Roe v. Wade, Plymouth mobilized to fight against pro-life legislation, supporting those fighting for «reproductive healthcare» and referring to women as «all who hold the potential to bear life.» The church held a prayer vigil in support of abortion in May 2022 and rallied at the state capital in July 2023 to protest against efforts to regulate abortion.
After former President Joe Biden became the first president to formally recognize Transgender Day of Visibility in 2021, Plymouth followed his lead by sending Facebook messages to its followers observing Transgender Day of Visibility and Transgender Day of Remembrance between 2021 and 2023.
«This is disturbing material, but it’s right in line with Rob Sand’s liberal views. If you believe men can become women, then what’s to stop you from teaching it to schoolchildren?» a spokesperson for the Lahn campaign told Digital. «Values matter and Rob’s values are NOT Iowa values.»

Uruguay busca equiparar a ciudadanos naturales y legales por ley: “Que el país termine de abrazarte”
El gobierno de Yamandú Orsi enviará en los próximos días al Parlamento un proyecto de ley interpretativo de la Constitución para igualar a los ciudadanos naturales uruguayos de los ciudadanos legales y que ambos puedan tener nacionalidad, informó el prosecretario de Presidencia, Jorge Díaz.
Esta iniciativa surgió por el reclamo de organizaciones sociales, que alertaron que tenían algunos problemas prácticos por la interpretación que se hace de los conceptos de nacionalidad y ciudadanía. En particular, los mayores inconvenientes se generaban en la expedición de los pasaportes.
La Constitución de Uruguay establece dos categorías: los ciudadanos naturales –nacidos en territorio uruguayo o hijos de ciudadanos naturales nacidos en el extranjero– y los ciudadanos legales –quienes, habiendo nacido en el extranjero, adquieren la ciudadanía–.
La carta magna no habla de nacionalidad, pero se entiende que quienes tienen nacionalidad uruguaya son los que la Constitución considera ciudadanos naturales. Y no se cree que son nacionales los legales.
Con este proyecto de ley interpretativo de la Constitución, lo que el gobierno busca es que los ciudadanos legales también sean considerados nacionales uruguayos.
“Muchos de estos ciudadanos al adquirir la ciudadanía uruguaya se ven obligados a renunciar a su nacionalidad de origen porque hay países que no reconocen la doble nacionalidad. Por ende quedan prácticamente en una situación de apátridas”, explicó Díaz el viernes 9, en conferencia de prensa.
Si se aprueba el proyecto de ley, pasarán a ser nacionales y uruguayos tanto los ciudadanos legales como los naturales.
Díaz sostuvo que el artículo 2 del referido documento también resuelve la problemática planteada con los menores de edad, mediante una habilitación para que accedan a la Carta de Ciudadanía a través de sus representantes legales, que luego deberán ratificar cuando cumplan la mayoría.
Son entre 16.000 y 20.000 personas que se encuentran en esta situación, informó Díaz, en base a datos de la sociedad civil. Una de las organizaciones que presentó este reclamo fue la ONG Todos somos uruguayos.
“Podemos hablar de 1.000 formas en la que esto nos impacta, pero la principal que nos afecta a todos es el sentido de pertenencia. Es hacer vida, echar raíces en este lugar, en este país, trabajar y buscarse una mejor vida acá, pero que haya algo del país que no termine de abrazarte”, comentó Adriana Ovalle, integrante de esta organización, en el programa Puesta a punto de Canal 12.
Ovalle comentó que el proceso para obtener la ciudadanía legal en Uruguay es “justo y robusto”, e incluye varias etapas pero no tiene el final que esperan porque no pueden decir “somos uruguayos”.
Uno de los problemas se da con los menores de edad, que tienen que esperar unos 20 años para iniciar el trámite de la ciudadanía. “Estamos hablando de niños que no conocen otra tierra que no sea Uruguay y son considerados extranjeros”, explicó.
“Hemos sabido de casos de niños que no han podido ser abanderados por ser extranjeros. Por suerte este tipo de casos son pocos, pero no deja de ser la infancia de un niño que se ve afectada por algo completamente aleatorio”, expresó.
Otro ejemplo que mencionó Ovalle es el de una futbolista de Peñarol que fue convocada a la Selección Uruguaya y no pudo porque era menor de edad y extranjera.
La integrante de la organización señaló que el lugar de nacimiento es “completamente distinto” al concepto de nacionalidad y relató que la inclusión de estos conceptos en el pasaporte les genera inconvenientes.
“Si en el campo de nacionalidad ponés el lugar de nacimiento va a saltar error cuando lo pasás por la máquina (…) Se han visto casos que acusan a la persona de un documento falso y eso no se refleja necesariamente en la realidad de la persona que tiene el pasaporte. Estamos expuestos a la arbitrariedad del agente migratorio”, comentó.
